1 Kaiwaka and Kaipara District Council Working in Partnership Action Plan September 2014
2 2 1 Introduction Kaiwaka has been established for approximately 150 years. In recent years it has been known as the little town of lights for its night time light displays, and is recognised as the gateway to Northland. As State Highway 1 passes through the town, Kaiwaka experiences high traffic numbers. Kaiwaka is surrounded by rural surrounds with access to the Kaipara Harbour in the west and Mangawhai Harbour in the east. A community meeting was held at the Kaiwaka Sports Association on Tuesday 02 September at 5.30pm. Around 750 letters of invitation were sent out to the identified catchment area, and 50 local people attended this meeting. This meeting consisted of community members voicing both their likes and aspirations for their area. This Action Plan is a record of that meeting and includes what issues the community voiced that night. Moving forward, this Action Plan will continue to be updated and will be circulated to the community in three months time as actions are worked through and completed, allowing the community to continue to feedback and be informed on progress. 2 What makes Kaiwaka special? Strong community: Diverse, engaging, eco-friendly, small and sporty Beautiful natural environment: Two harbours, sunshine and rural surrounds Great facilities: Marae, sports association complex, unique shops and businesses, movie theatre and night time lights Great potential for growth 3 What changes would the community like to see for Kaiwaka: Roading: sealing, grading and maintenance, contributions from logging trucks, speeds reduced on State Highway 1, link roads, signage, roading projects that are sustainably planned Drainage: Built effectively, and maintained properly, monitoring of erosion and slips, grading of drains, flooding, capture rain water for a regular water supply Attractive business centre: Accessible footpaths, information hub, clear identity and signage for Kaiwaka, strategic planning and zoning for growth, emphasis on being the entrance to Northland Effective services: Rubbish collection points, kerbside collection, recycling and compost, fixed line broadband, cheap clean electricity, street lighting and weed eradication An active community group or organisation.
3 3 Issue There is no rubbish kerbside collection Are there any hazardous substances drop off sites in the Kaipara The rubbish collection point on Oneriri Road is not working well No recycling or compost facilities Action Investigate where there is currently a collection, and look into Council rubbish collection rules including those related to burning rubbish. Look at rubbish collection in a different way e.g. Auckland s trial with garden rubbish and food waste, and Whangaparoa has 3-4 bins. Investigate education around zero waste. Community could carpool to Auckland Develop cycle ways to encourage tourism could use old railway What will Kaiwaka look like in 10 years time? Need for future planning Create employment opportunities Fixed line broadband is not accessible in Kaiwaka Look for cheap clean electricity sources Establish Kaiwaka as an information hub for Kaipara and Northland The Hakaru Hall would like another street light outside as it is used by community groups in the evening and it is very dark Update town s lights as it is just one person that looks after them and they are old fashioned Create water storage to ensure there is a This is a great initiative that the Community could develop. Council would be happy to support. Investigate options. Check District Plan and investigate other feasible options with the Community. Work with the Community to investigate options including projects by Northland Regional Council and Northland Inc. Investigate this issue. Explore options. Explore options. Check District Plan and investigate feasible options.
5 5 Roading Issue Oruawharo Road needs to be fully sealed Action Boat ramp at the end of Oruawharo Road is in a bad state Maintenance on Gibbons Road Look into current schedule of maintenance. Footpaths in Kaiwaka are not accessible and need to be extended to the 70km sign Metal on Settlement Road needs to be rolled Look into current schedule of maintenance. Potholes on Pukenui Road are not compacted Check this issue. Bring side metal onto the road. There is always lots of metal on the sides of the metal roads. Need more contributions from logging truck companies Investigate this process. Is there a benchmark for how roads are metalled? Look into this process. Planning for roads needs to be sustainable and long term New roads create drainage issues and erosion Investigate future mechanisms currently in place. Find out the reasoning for this, and how it can be remedied. Subsidence at the Oneriri Road intersection Crossing State Highway 1 is dangerous Check this issue. Investigate this and discuss with NZTA. Speeds along State Highway 1 and within the 70km-100km zone are too high. Council to investigate options and discuss with Police.
6 6 Create a link from Settlement Road to Mangawhai Kaiwaka Road Investigate this. Look at using local road crews Task Force Green Create a Kaiwaka/Northland roading bond Look into the possibility of this. Looking into the possibility of this. Signage into Oruawharo Marae and school has been lowered and spelling on school signs is wrong In the initial report back in December 2014 we will give an indication of the steps that have been taken to address the issues and what remains to be completed. Where an action is outstanding we will also try to give an indication of the timeframe within which it might be able to be completed.
