Need to develop flexible approaches to enable the future development of multiairport systems by;! (1) applying land banking strategies in regions where the set of existing non-utilized airports is weak and where projections of future demand are high,! (2) protecting existing airport infrastructure (both civil and military airports) in regions that face constraints for the development of new airports.!
