2 LOCATION La Vallette Kiosk & Amenities are located at La Vallette, overlooking the Bathing Pools, Havelet Bay and Castle Cornet. It occupies a superb location, in close proximity to the centre of St Peter Port, the Aquarium, La Vallette Underground Military Museum, Octopus Restaurant and Guernsey s south east coast cliffs. _
3 SUMMARY The States of Guernsey has embarked on an exciting programme of enhancement of the St Peter Port seafront: The Seafront Enhancement Area Programme. This programme has been split into two work streams: 1. The development of a masterplan for seafront enhancement; and 2. The identification of initial enhancement projects which can be carried out ahead of the masterplan without adversely affecting the ability to bring forward a comprehensive plan for the seafront. These initial enhancement projects are seen as a way of ensuring early enhancements are delivered ahead of the delivery of the masterplan. A number of States owned locations have therefore been identified for potential initial enhancement. As part of this exercise, Watts & Co has been retained by the States of Guernsey to invite expressions of interest from those wishing to take a lease of the Subject Property. This is with the intention of enhancing it in a manner which will contribute positively to the area for people that live, work or spend leisure time in the vicinity. The States are keen to see creative and ambitious proposals come forward from the community. This need not be simply financial enhancement, as schemes that lead to environmental and social enhancements will be assessed equally. All manner of suggestions are therefore encouraged. DESCRIPTION The Subject Property overlooks a traditional and desirable Guernsey attraction at La Vallette Bathing Pools. The kiosk and changing rooms connectivity to the Bathing Pools allows this location to experience high footfall. In addition, it benefits from other nearby amenities such as the La Vallette Underground Military Museum, the Aquarium, Octopus Restaurant and the nearby access to Guernsey s south east coast cliff walks. The property is currently utilised for a number of purposes, including:- A refreshment kiosk with associated alfresco dining areas (site area of approximately 5,115 square feet). Stores, changing rooms and showers. Public conveniences. The refreshment kiosk has a fully equipped kitchen and serves hot and cold food with alfresco dining on a terrace area, for approximately 36 covers. Given its location, it benefits from stunning views over the Bathing Pools and the rest of the Channel Islands. With the Bathing Pools being to the immediate east, there is also an opportunity to discuss a joint venture, to include these areas as part of any refurbishment proposals. 4 SERVICES The site is currently serviced with mains gas, water and electricity supplies. Foul drainage is provided by way of a cesspit. TENURE The land and property is available to rent with vacant possession, by way of a new lease directly with the States of Guernsey. The lease will be granted on Full Repairing and Insuring terms and although the States of Guernsey would prefer a lease term in excess of 21 years, they are open to negotiations in respect of the lease length. A ground lease will also be considered. ADDITIONAL INFORMATION In planning terms, the Subject Property is situated within a Conservation Area and an area of Biodiversity Importance. As per section of the Island Development Plan, it is also identified as being part of the Harbour Action Area. Such areas are considered to have significant potential for commercial development and expansion, development and support of the visitor economy, leisure, recreation and cultural opportunities, the improvement of the appearance and accessibility of public places and the enhancement and reinforcement of the historic setting of harbours. The Use Class is currently undesignated and is viewed as a use for Public Recreation. As such, uses relative to this purpose will be considered. However, as part of the wider Harbour Development, subject to the relevant consents being obtained, other uses will also be considered.
