This award has been presented annually since 2000 to community recreation volunteers or professionals who have made an outstanding contribution to recreation in the Yukon. The selection committee felt that you have been instrumental in promoting sport, recreation and active living to communities, and are very pleased to recognize your commitment. You were nominated by the Culture, Parks and Recreation Committee of the Village of Haines Junction and the St. Elias Senior s Society. The Honorable John Streicker, Minister responsible for Sport and Recreation will be presenting this award at the 2017 Annual Yukon Recreation Gathering on October 10, 2017 at Marsh Lake. The Sport and Recreation Branch will cover mileage, dinner and one night accommodation in Whitehorse for you and a guest to attend the event. The next court dates are Burwash Landing November 8th -13:00 and Haines Junction November 9th -10:00. Annual Performance Plan (A.P.P. S) Community Priorities Community approved priorities are (1) Enhance the safety and health of the Communities (2) Role modelling for the youth lend to child safety (3) Contribute to safe roads/impaired driving and MVA speed enforcement This month the detachment addressed the issue of Enhance the safety and Health of the Community by -Police remain dedicated to participate in the Haines Junction Interagency meetings when duty allows. -Police attend in person to the Community Court sessions. -I remain committed to keeping leadership informed of emerging events in a timely way. -I am very open to direct contact by leadership at any time even after hours and will return all calls as soon as possible to address any and all concerns. -We have incorporated a patrol schedule where by each Member is dedicated to two patrols to the outlying areas of our Detachment area during their block of shifts. Directly addressing visibility in the Communites of Burwash Landing and Champagne. And improving personal access to Police Officers by the residents of those areas. The Community assisted the priority by: 3

5 -Leadership is remaining approachable to Police and will proactively communicate concerns -making time to develop relationships -The St. ELias School is very supportive of Police presence and welcoming to Officers visits. -being supportive and inclusive of the Police in our Communities. (2) This month the detachment addressed the issue of Role modelling for the youth and lend to child safety with our partners by -officers make a point of speaking to the kids when encountered while on patrol around town. -Police presence around the school zone has been made a priority and will continue during commencment and end of day activities to ensure safety. -Now that school is back in session we are excited to launch a Top reader program within the school. -Officer s are again actively invovled in volunteering with the Haines Junction Minor Hockey Program and look forward to a successful year. -Officers remain open and approachable at any time to promptly address any and all concerns involving children from the public. The Community assisted the priority by: -The Community of Haines Junction has undertaken improvements to the local arena. These improvements will enhance the experiences and atmosphere for all attending the facility. -There are many of the same faces but a few new ones as well, stepping into Volunteer leader positions among the youth initiatives offered in the Community this will lend directly to share the work and ensure continued success. (3) This month the detachment Contributed to safe roads/impaired driving and MVA speed enforcement by... -patroling the highways in the area and conducting speed enforcement. -Attending the Community of Burwash Landing and enforcing the speed zone in that area of the Alaska highway. -Traffic services attended the Community and assisted in patrols of the highway between Burwash Landing and Beaver Creek. -Conducting three Impaired driving investigations this month. -Attended scene of 4 collisions along the Alaska Highway to ensure the safety of the persons involved and the Motorists passing by. 4

6 -Being highly visible on the roadways in effort to deter impaired driving and speeding. -Please be vigilant of Officers on the roadside and give room when passing. The Community assisted the priority by: -Promply reporting incidents of suspected impaired driving or other MVA offences. -Ensuring responsible choices are made after consumption of alcohol and not getting behind the wheel. -Driving responsibly, please ensure your vehicles insurance and registration in up to date and that you are wearing seatbelts at all times. Notable Occurrences for the Month: On 20 17/09/09 - RCMP were alerted to an incident involving a firearm being discharged within a residence outside of town. Investigation was conducted and one Adult Male has been arrested and is before the courts on charges of Attempted Murder. On 2017/09/12 - RCMP recieved a report of a truck stuck in the Marshall Creek. POlice attended and located the vehicle as reported stolen out of Whitehorse. Police remained in the area and later located two individuals returning to the area to recover the truck. The pair was operating another stolen vehicle out of the Whitehorse area. They were arrested and the vehicles recovered. One youth and one Adult (both Whitehorse residents) have been charged for the offences of being in possession of property obtained by crime, They are before the courts to answer to the charges. On 2017/09/27 - RCMP encountered a small aircraft that was forced by weather to make an emergency landing on the Alaska highway near Jarvis Creek. The two occupants were travelling from Alaska to Whitehorse when weather prevented safe flight. The occupants were assisted to a Hotel and continued on safely the following morning. New Community Concerns 5

7 I I remain open to any comment or concerns you may have. Members have been diligent in attending the outlying parts of the Communities and are taking the opportunity to interact with people encountered. The feedback is very much appreciated. Anticinated Events We are excited that the Village of Haines Junction has a new Coroner on staff. We d like to welcome Bruce SUNDBO to the role and look forward to working with him in this role. Hunting Season is upon us here in the Yukon. We d like to remind anyone venturing out to ensure they have communications in place with a friend or family Member and to ensure they check in upon returning from your trip. 8 STAFF REPORT TO COUNCIL PUBLIC WORKS Date: To: From: Re: October 11,2077 Mayor & Council Dave Hatherley, Public Works Foreman Infrastructure Projects - Status Update 7) Infrastructure Replacements Phase 1 Fall The last submission was to begin the Block 9 area sewer this October. I have asked for a further update as the Contractor was still waiting for pipe delivery. I will advise once I hear back. Phase Received the Proposed Phasing diagram today. Please refer to the attached. The works are anticipated to proceed next year in conjunction with the Phase 1 works, however the Contracts are separated in order to avoid potential different Contractor conflicts. 2) Lagoon Upgrades Lagoon Area - The Contractor will be starting next week in doing some earthworks related to the new overflow berms, sludge drying beds, fence relocation, new outlet valve installation. Septage Receiving Area - The hydro upgrades were done Tuesday Oct. 1 0th It is not anticipated at this time that any further works will be undertaken until ) Aquifer & Welihead Protection Upgrades Well 3 - The Contractor (Budget Plumbing & Heating) is doing the pipe tie ins at the wellhead & the building and all works should be completed by the end of October. Well 4 - The Contractor (Cathway Water Resources) will be onsite later this week or next week in order to properly decommission the well. Borehole Investigation around Well 3 - A preliminary report was reviewed with some hydrocarbon hits. Awaiting final report with next steps and recommendations. Public Information- There will be a Public Information session once all of the studies and information are compiled. Infrastructure Status Update - Oct. 11/17 Page 1 of 2
