1 Welcome to the exhibition and thank you for coming along to view the initial ideas for the redevelopment of the Arcade Site in. SETTING THE SCENE The London Borough of Waltham Forest (LBWF) has appointed Islington and Shoreditch Housing Association (ISHA) as the preferred developer for the Arcade Site at the junction of Hoe Street and High Street in Town Centre. ISHA, with its commercial partner Hill Residential, appointed Pollard Thomas Edwards Architects (PTEa) to work on developing proposals for a residential, leisure and retail development on the site. The principles of The Masterplan for the regeneration of Town Centre adopted by the Cabinet in May 2011, are being incorporated into the design of this scheme. We have a number of members of the professional team in attendance today, so please view the information on display and ask any questions you may have. Please also fill in a questionnaire, with your views on the proposals. 2 We are developing proposals that fit in with the brief provided by the Council, and would like to bring forward a mixed use development on this important site, which will complement existing businesses such as Market. ISHA and Hill Residential are confident that we can deliver a viable scheme including a multiplex cinema in the town centre, plus a range of possible leisure uses such as a gym and restaurants to encourage people to use the town centre and boost the evening economy. We believe this development will enhance the attraction of the town centre as well as delivering much needed jobs to the local area. The proposals you will view today are at an early stage and are based on the vision of the Council and the initial ideas of project team. OUR VISION 3D Views
3 SCHEME OVERVIEW The former Arcade site is located in the heart of the town centre and the community. It is hoped that our proposals will help increase activity to other businesses and diversify s retail and leisure offer. We are proposing a mixed use development on this site including A multiplex cinema Commercial uses Residential accommodation Leisure uses Our current proposal is to set back the High Street frontage by several metres to create a new public space which will be a welcoming entrance to the new development and provide a sense of arrival to the town centre. The current proposal for the height of the development ranges from 3 storeys on the Cleveland Park Avenue frontage, 4 storeys on High Street to 5/6 storeys on Hoe Street. Sustainability Our proposal is to provide a sustainable mixed use scheme that is appropriate for its town centre location. All the homes will be designed with high levels of insulation. We are designing to achieve a Code for Sustainable Homes Level 4. A sustainable energy system is envisaged, comprising an on-site Combined Heat and Power (CHP) alongside a series of renewable measures to reduce the overall energy consumption and CO2 emissions of the scheme. Transport In line with current planning policy the scheme has been designed as a car free development, except for wheelchair access and deliveries. has some of the best public transport links in London and a car free development is in line with the Council s transport strategy. Scheme Section Public Zones
4 Commercial Approximately 40,000 sq ft of commercial space at ground floor level will include restaurants, cafes and a multiplex cinema. A cinema in the town centre will create a major attraction that will stimulate the evening economy and we are currently in advanced discussions with several potential cinema operators who have expressed serious interest in our proposals. Residential Accommodation The residential accommodation comprises houses and apartments for private sale, low cost home ownership and affordable rent. It will be situated at first floor level and above, grouped around a private central garden for residents use. The garden will sit above the cinema and commercial uses on the ground floor. Overview The development is aimed at local people and first time buyers. PROPOSALS The scheme will be approximately 120 residential units with 50% of these provided as affordable homes i.e. affordable rent and low cost home ownership and 50% as private for sale. The 50% affordable will be broken down into approximately 60% for affordable rent and 40% for low cost home ownership. The affordable tenure will include some 3 and 4 bed family homes at lower level. The private for sale homes will be a mix of 1 and 2 bed units with the greater number of these being 2 bed units. 5 WHAT S IN IT FOR LOCAL PEOPLE? ARCADE SITE Artist s Impression The development of a key site in the regeneration of which will create an important gateway into the town centre. A high quality scheme, designed to be inclusive to a variety of people. A new multiplex cinema, within the town centre. New commercial and leisure uses will encourage more visits to the town centre, which will support and enhance existing trade. The scheme will provide a large number of direct and indirect employment opportunities for local people. The proposal to include a cinema on the Arcade Site will complement any future proposals for the EMD Cinema. Restaurants and a new multiplex cinema will complement the town centre facilities, particularly in regards to the evening economy. Over 100 new high quality homes, half for affordable rent and shared ownership, primarily for the benefit of local people and first time buyers. The opportunity for a new public space in front of the new development along the top end of the High Street.
