2 Walthamstow Town Centre Introductory Flip-Book January 0 what s happening Walthamstow Town Centre is changing. More people are moving to the town and spending time in the town centre. There is more going on in the evening and increasing cultural activity. Independent businesses are opening up and investing in the area. Walthamstow is an increasingly attractive place to live and set up a business. All of this is reflected in developer interest in the town centre. The Council is committed to ensuring Walthamstow has an increasingly vibrant and successful town centre that meets the needs and expectations of residents, businesses and visitors. To achieve this the Council is planning further improvements and is working with developers to secure additional investment in the town centre. 3 Walthamstow Town Centre Introductory Flip-Book January 0 what s happening In 0, the Council adopted the Walthamstow Town Centre Area Action Plan (AAP) as the key plan for the future of the town centre, guiding and shaping its development over the next years. The South Grove/St James supplementary planning document (SPD), adopted in 0, sets out more detailed plans for land to the south of St James Street Station. Forthcoming public exhibitions will provide more information on the place-shaping framework, what is planned across the town centre and opportunities for further engagement. WALTHAMSTOW TOWN CENTRE UPCOMING EVENTS These documents have helped guide recent developments in the town centre, including The Scene and Station, as well as the Council s investment in public realm improvements. As interest in the town centre has grown, the Council has commissioned a place-shaping framework to build on the AAP guidance to articulate how ongoing development can be integrated in the town centre. Walthamstow Town Centre Drop-in Events Walthamstow is changing. Some key sites have recently been developed and refurbished. This includes the completion of The Scene development, station improvements, and works to enhance Walthamstow s public spaces. We will be holding a drop-in exhibition in January to outline forthcoming town centre projects. 5 Walthamstow Town Centre Introductory Flip-Book January 0 why it s happening Waltham Forest Council has a strong commitment to the ongoing regeneration of the borough and promoting Waltham Forest as a successful place to live, work and enjoy. A number of studies have been completed in recent years looking at the future of Walthamstow Town Centre. Following the adoption of the Area Action Plan (adopted in 0) th Studio was commissioned by the Council to produce a place-shaping framework. The framework aims to help shape a number of town centre developments using the AAP guidance. The purpose is to ensure that these developments contribute positively to strengthening the existing the town centre s offer and public realm, meet the borough s challenging housing targets and economic needs. The Council is continuing its investment programme in the town centre s buildings and public spaces and owns a number of sites where development proposals are being considered. Across the town centre other landowners are developing proposals for key sites. Further information on this investment, how it is working with developers to improve the town centre and secure benefits for local people are set out in the flipbook and and the forthcoming exhibitions.
6 Walthamstow Town Centre Introductory Flip-Book January 0 context Walthamstow High Street, home to Walthamstow Market, forms a connection between Walthamstow Central Station and Town Square and Gardens (at the east end) and St James Street Conservation Area and St James Street railway station (at the west end). 0 0 The eastern end includes Walthamstow Town Square and Gardens, the shopping mall, the new Scene (Empire Cinema) development, bus and railway station area and Hoe Street where the former Granada Cinema is located. The western end includes the St James Street Conservation area, the area around St James Street railway station, South Grove/ Brunner Road and other sites adjacent to the High Street. 8 Walthamstow Town Centre Introductory Flip-Book January 0 A bit of history Until, High Street was called Marsh Street and for centuries had been simply part of a relatively minor road running from the early village centre, now Walthamstow Village Conservation Area, to the Lea Valley and the Mill. c.0 c.0 c.0s 00s With the arrival of the Great Eastern railway in 0 the character of the area changed rapidly. In the 0 s T.C.T Warner, one of the largest landowners in Walthamstow, began to develop the Clock House estate for housing. Warner also constructed the substantial, distinctive shopping terraces. th & th Centuary Walthamstow was still rural in character. A 0 Arrival of the Great Eastern railway changed the character rapidly. A B Until High Street was called Marsh Street. Stalls first began to appear in the 0 s. The victorian hall of the EMD opens it s doors. C 00s Once the market had been established Woolworths, Sainsburys and Marks & Spencer all established stores. The Mall (then called Selbourne Shopping Centre) opened. B C D E Today Stalls first began to appear in the street in the mid 0 s. Once the High Street had become established as a thriving market, chain stores were attracted to the area. 9 Walthamstow Town Centre Introductory Flip-Book January 0 completed & Current regeneration projects the scene development The Council worked with developer Hill to deliver the screen cinema, high quality restaurants and homes ( private and 0 affordable homes). Status: Completed 0. walthamstow twilight market The Council secured Greater London Authority (GLA) A funding to run a monthly Twilight Market, with food, drink and craft stalls. Status: Launched September 0 and will return Spring 0. Former emd Granada cinema Antic have bought the EMD and are developing plans for the rest of the site, including the auditorium. Status: Pop-up pub, Mirth, Marvel & Maud opened December 0. Hoe Street the mall refurbishment million internal refurbishment of The Mall. Capital and Regional are leaseholders of The Mall site. Status: Completed April 0. Station Development A new station square, pedestrian link towards Walthamstow Queen s Road Station, apartments, retail units and a 0 room Travelodge hotel. Network Rail and Kier Property, working together as Solum Regeneration, are developing the site. Status: Phase anticipated to be under construction in 0. walthamstow creative hub The Council secured GLA High Street Funding to re-use the ground floor and basement for a mix of cultural, creative and community uses on a temporary basis and has appointed operator Meanwhile Space to curate this. Status: Opening May 0. High Street The Mall 0 St James Street walthamstow Queen s ROad station Walthamstow Central Station A Walthamstow St James Townscape Heritage project The Council secured.m including funding from the Heritage Lottery Fund for improvements to shop fronts and key historic buildings in the St James Conservation Area. Status: Programme of works planned for March 0 to September 0. High street - Hoe Street Improvements 0-0 The Council is delivering a group of projects to enhance the character of, and bring more residents and visitors to this section of Hoe Street. Status: The Council is currently working with businesses on Hoe Street on a shop front grant programme. 0 public realm improvements The Council has secured 0m funding from Transport for London for the borough wide Mini Holland programme of investment in the public realm, cycle routes and infrastructure. Proposals for Walthamstow Town Centre are in development. Status: Design stage. St James Street Station Walthamstow Cemetery walthamstow wetlands The Council secured.m including funding from the Heritage Lottery Fund to refurbish heritage buildings and open public access to the resevoirs west of Walthamstow. Status: Works are ongoing with the site opening in May 0 with pedestrian/ cycle access via Coppermill Lane from St James Street.
10 Walthamstow Town Centre Introductory Flip-Book January 0 Planning Context Walthamstow Town Centre Area Action Plan (AAP) is the key plan for the future of the town centre, guiding and shaping its development over the next years The Walthamstow Town Centre Area Action Plan (AAP) builds on the extensive work undertaken in partnership with the Prince s Foundation for the built environment. An Interim Planning Policy Framework (IPPF) was adopted in 00 to guide development in the town centre until the production of the AAP. Initial consultation which preceded the development of the AAP to get stakeholders current views on the future development of the centre. This consultation stage took place in February and March 0. Arcade site (The Scene development) and Town Square and Gardens Masterplan was adopted in May 0. Preferred Options for Walthamstow Town Centre Area Action Plan were prepared. 0 0 Walthamstow Town Centre Area Action Plan is adopted as planning policy for the area. Following consultation, South Grove/ St James Supplementary Planning Document (SPD) is adopted as planning policy, providing a detailed plan for the redevelopment of the site in the west of the Town Centre. 0
11 Walthamstow Town Centre Introductory Flip-Book January 0 Planning Context - Aims & opportunities Summary of the Walthamstow Town Centre Area Action Plan aims & opportunities for the town centre. Promoting and improving Walthamstow s unique retail offer, including through a potential extension of the shopping centre and investing in its historic market. Encourage a mix of uses, establishing a leisure and entertainment offer at the eastern end of the High Street. Encourage the development of an evening economy in the centre. A range of new homes to meet housing needs with up to,000 new homes to be delivered in the town centre. Improve the quality of existing transport network. Encourage walking and cycling and sustainable design. Ensure high quality of design that enhances the centre s historic environment. Encourage a diverse mix of employment. generating uses (supporting hi-tech, research & development and creative industries). Support growth with appropriate level of social infrastructure to meet community needs. Support the growth of the St James Street Quarter including independent retailers. Deliver a range of public realm improvement schemes including simplifying the layout of the gyratory system to reduce congestion and improve the pedestrian and cycling environment. 12 Walthamstow Town Centre Introductory Flip-Book January 0 further place-shaping The Walthamstow Town Centre AAP sets the policy guidance for future development. With increasing interest in Walthamstow, the Council has engaged th Studio to help articulate the vision for the town centre and prepare a placeshaping framework for key areas of change. The place-shaping framework will help ensure developments are integrated across the area, design quality is maintained and developments contribute positively to the town centre offer. The Council is looking at developing proposals for a number of key areas in the town centre, investing in sites it owns and working with developers on their plans. A summary of the placeshaping plans identified for each area are shown here. 0 Opportunities: Create active uses around the edge of Town Square & Gardens, including potential extension to The Mall and re-design of The Library and adjoining buildings. Introduce new units to attract a better mix of retailers to the town centre. Enhanced public space with inproved landscape, seating and playground. 0 The Mall & town square gardens high street Opportunities: Strengthen and improve the quality of Walthamstow Market. Support local businesses and traders, maintaining independent shops along the High Street.. 0 hoe street/ high street Opportunities: Support the emerging entertainment/ night time economy, focussed on the new Empire Cinema and the former EMD Cinema. Look for opportunities to incorporate new homes or town centre uses. Improvements to the public realm, walking and cycling environments, to support the creation of a vibrant, active feel. 0 station/ hoe street Opportunities: Transform the existing gyratory - as space currently dominated by transport infrastructure and vehicular movement - into a new public space for the town centre. Investment in the public realm and the development of adjacent sites to provide a more strongly defined sense of place around the Station and Bus Station.
13 Walthamstow Town Centre Introductory Flip-Book January 0 proposed regeneration projects and Development proposals There are a number of proposed regeneration projects and development proposals coming forward in Walthamstow Town Centre. the mall & town square Capital & Regional is preparing proposals for an extension to The Mall providing new shops, food offer, significant housing and improvements to Town Square & Gardens. Capital & Regional intends to begin consultation on its plans in February/ March 0. the library The Council is working on a feasibility study which will set out options for further improvements to The Library and ita relationship with Town Square and Gardens. Further public engagement is planned for later in 0. The Council is working with landwoners and developers to secure improvements to the town centre and benefits for local people from their proposals, as well as identifying opportunities to invest in buildings and public spaces the Council owns. The information on the right highlights timescales and opportunities to get involved in shaping these plans. St James Street St James Street Station High Street Walthamstow Cemetery The Mall walthamstow Queen s ROad station Hoe Street Walthamstow Central Station A high street strategy The Council is working on a strategy for improvements and investment along the length of the High Street. There will be public engagement, including with market stall holders and businesses, during 0. south grove and Brunner Road Hadley Property Group is preparing proposals for the South Grove site which will be further consulted on in January - see Metropoliton & Suburban has submitted a planning application for its Brunner Road site which the Council is considering. Central parade The Council is working on proposals for the building incorporating a mix of uses. There will be public engagement, including with residents and businesses, on any proposals during 0. juniper house The Council is working on proposals for re-development of the building. There will be public engagement on any proposals during 0. central house It is anticipated that proposals will be drawn up by the building s owner for public consultation in early 0. public realm improvements The Council will be undertaking consultation in mid-0 on plans to improve the walking and cycling environment around the gyratory, access the bus station, Hoe Street and Selborne Road. BuXton Road Southern Home Group has submitted a planning application for a -unit residential scheme which is being considered by the Council s planning authority.
