1 Welcome to our public exhibition Sketch of the proposals Welcome to our public exhibition for the redevelopment of Higgs Industrial Estate. In 2015, proposals to redevelop the site were approved. Peabody are now presenting revised plans to improve the site. The revised proposals are for a mixed-use scheme including around 130 new homes and commercial space. 2 SITE CONTEXT/HISTORY The Previous Application In 2015, proposals to redevelop the site were approved. Parritt Leng, the applicant of the approved plans have since gone into liquidation. Peabody gained control of the site in 2017 and since then have been working to redesign the previous scheme to improve upon it. 3 SITE CONTEXT The site is located south of Loughborough Junction station between Herne Hill Road, Hinton Road and Coldharbour Lane. The site is currently occupied by disused industrial buildings. Peabody and Family Mosaic merged in July 2017, creating a larger organisation with more than 55,000 homes across London and the south east. Our new, larger organisation is working to deliver more new homes for low-cost rent and lowcost home ownership than ever before, as well as homes for those who can afford to buy outright. Design excellence and building homes of the highest quality is at the heart of Peabody s work to create great places where people want to live. We have ambitious plans to build 2,500 homes each year by 2021, maximising the number of affordable homes we build, whilst also providing a variety of products and services to help people buy their first home. Local Peabody development sites We have worked on a collection of sites across Lambeth and neighbouring boroughs. In 2012, we worked on a scheme on Milkwood Road; close to Herne Hill station. Working with CMA Planning and C.F. Møller Architects, we designed a scheme that delivered more larger family homes, including six townhouses. The proposal was given consent in October The scheme was later shortlisted for the 2013 Housing Design Awards and was completed in We have also worked on projects in Wandsworth and Croydon. Lennard Road, London Borough of Croydon new homes: 17 shared ownership, 9 rented. Completed scheme on Milkwood Road St John s Hill Phase 1, London Borough of Wandsworth new homes: 67 private sale, 6 shared ownership and 80 social rent.

5 THE PROPOSALS The revised plans propose an improved mixed-use development compared the the existing approved scheme. The proposals include around 130 new homes and commercial space. The commercial space will be located at ground and first floor level to activate the street around the new development. The new homes will start from the 2nd floor to allow for better outlook and privacy adjacent to the raised railway lines and Herne Hill Road. The new homes will be a mixture of 1, 2 and 3 bedrooms. There will also be a 35% affordable provision. Due to the close proximity of public transport, we are proposing the development be car free except for 9 disabled parking spaces. Site Opportunities Provide access to the arches to create potential for new uses/regeneration. Create a variety of external green/ landscaped spaces. Provide commercial space at ground level to activate all street frontages. Repair the urban grain by redefining the building line along Herne Hill Road. Clearly define and emphasise the entrances into the development. Provide residential from second floor upwards to allow for better outlook and privacy adjacent to the raised railway lines and Herne Hill Road Provide two levels of commercial space at ground and first floor to activate the street level around the new development Provide a new one way access road through the site allowing access to the new development, existing arches and the church Maintain consistent heights along Herne Hill Road to relate to surrounding context Raise heights adjacent to the raised railway lines and promote views to central London Lower the south facing element to allow light to permeate through the development and provide sunlight into the amenity areas

7 THE PROPOSALS: PUBLIC REALM The plans propose to create open public spaces that will offer residents outdoor seating and recreational areas. A landscaping strategy has been designed to improve the aesthetic of the area. The strategy includes a semi-public square, a courtyard at podium level for residents, green roofs and a pedestrian friendly environment throughout the site. The strategy includes a mix of hard and soft landscaping and a new lighting strategy which will ensure that this space is of a high quality, accessible and safe. Improvements to the public realm will create an attractive mixed use environment where people can live and work.
