Please find detailed below NHS Chorley and South Ribble CCG s response to your request, which is formatted as follows: 1. Details of NHS Chorley and South Ribble CCG s decision in regard to the information requested. 2. A schedule of all the records covered by your request. 3. Details of how you can appeal this decision should you wish to do so. 4. A statement concerning copyright and re-use of public sector information. This letter addresses each of these parts in turn: 1. Decision I can confirm that NHS Chorley and South Ribble CCG holds part of the information requested and this is detailed below. 2. Schedule of records/foi response Q1. Which VAT advisor does the trust use? (E.g. Berthold Bauer, CRS, Liaison, EY, KPMG, etc.) Answer: NHS Shared Business Services review all the CCG VAT returns. Q2. When did the contract start, and when does it end?

2 Answer: The CCG does not hold this information, the contract held by NHS England who can be contacted at: Q3. What % fee or day rate do you pay? Answer: These costs are included within the contract and are not broken down in this way. Q4. How much did you pay for VAT advisory services in 2014/15? Q5. Do you use a provider for VAT re-reviews? If so, which one? Q6. What % fee or day rate do you pay for a re-review service? Q7. How much did you pay for this service in 2014/15? Q8. Do you use any external provider to identify payments for duplicated invoices (please state name)? Answer: A review is currently being completed by the Cabinet Office National Fraud Initiative Team. Once completed, the CCG will be using an external provider but a contract has not yet been formally agreed. Q9. When did the contract start, and when does it end? What % fee or rates do you pay for the service? Answer: n/a Q10. How much did they invoice the trust in 2014/15? Answer: n/a Q11. How much bad debt (UK) was written off in 2014/15? Answer: 0.00 Q12. How much overseas debt was written off in 2014/15? Answer: 0.00

3 Q13. Do you use any external provider to assist with debt collection (please state name)? Answer: NHS Shared Business Services. Q14. What % fee or rates do you pay for the service? Answer: See Q2 Q15. How much did they invoice the trust in 2014/15? Answer: The CCG is not invoiced for this service. The information would need to be requested from NHS England as in Q2. Q16. Do you use any external provider to ensure invoices correlate to the contract charges i.e. checking volume discounts have been applied (please state name)? Answer: Where relevant NHS Midlands and Lancashire CSU provide contracting and procurement support. Q17. What % fee or rates does the trust pay for this service? Answer: The fees are included as part of a wider contract and we are not able to split down these specific costs. Further information may be available from NHS England. 3. Copy and reuse of public sector information provided in FOI response Most of the information provided by NHS Chorley and South Ribble CCG in response to Freedom of Information Act 2000 requests will be subject to copyright protection. Generally, the ICO cannot make a decision unless you have exhausted the complaints procedure provided by NHS Chorley and South Ribble CCG.
