Motion for State Council decision from the Day Clubs Committee (Ref: SC-3) 1) That the revised Day Club Procedure Manual is approved. 2) That the RSL State Branch is to produce 160 copies of the new Procedure Manual. 3) That the cost of production of the new Procedure Manuals is to be taken out of the Day Club annual budget. 9.20am - SUSPENSION OF STANDING ORDERS Presentation to State Council by Mr James Winter, RSL NSW Auditor am - RESUME STANDING ORDERS (v) Compliance Report (SC23/12.5) That State Councillor Bill Harrigan and the Asset Manager meet with Wentworth Falls RSL sub-branch and that their request to become a chapter of Castle Hill is not approved. Donation Requests The following organisations are seeking donations from RSL NSW; (i) Australian Air Force Cadets That the donation of $5,000 is ratified. (ii) Australian Peacekeeping Memorial Project 1) That the report is noted. 2) That the promotional material to be placed on the RSL NSW website. (iii) Australian Pain Management Association Inc That RSL NSW will join with the Australian Pain Management Association to organise the function and host the dinner. (iv) Historical Aircraft Restoration Society Inc That the request for donations is to be placed in the next bulk mail.

10 6. Transfer of Membership 10 Memorandum dated 1 August from Mr C Perrin, State Secretary. That the decision of the Taree RSL sub-branch be upheld as per By-Law 2.22(i). 7. Presentation of Framed Print Motion for State Council decision from the Reveille Editorial Committee. That the Framed Print is to be presented. 8. SOCOMD Sponsorship Opportunity Correspondence dated 26 July 2012 from Mr D McManus-Smith, State Councillor. That approval is granted. 1.00pm - MR DARREN MCMANUS-SMITH LEFT THE MEETING COMPLIANCE REPORT 32/12 1. Warren RSL sub-branch Verbal Report by Mr J Boyle, Asset Manager. 1) That the Warren RSL sub-branch is to be wound up in accordance with By-Law 19. 2) That the Warren RSL sub-branch provides State Branch a history of the sub-branch if possible. 2. South Hurstville RSL Youth Club Correspondence date 17 July 2012 from Mr A Cahill, Honorary Secretary, South Hurstville RSL sub-branch.

11 11 That State Council assist the South Hurstville RSL sub-branch in winding up the Youth Club in accordance with By-Law 19 and that the bank accounts are to be identified and frozen. PROPERTY BUSINESS 33/12 1. Wyong RSL sub-branch Seeking approval to expend the sum of $14, to upgrade 2 sub-branch offices. That approval is given to expend $14, of sub-branch monies to upgrade sub-branch Offices including 3 Computer networks, network printer and four furnished work stations. 2. Marrickville RSL sub-branch Seeking approval to donate $10, to Marrickville RSL Youth Swimming Club for That approval is given to donate $10, to Marrickville RSL Youth Swimming Club on the understanding that sub-branch trustees are satisfied that the donations are made in the knowledge that the recipient(s) / organization carry on work in support of those who have served and their dependents 3. The Entrance-Long Jetty RSL sub-branch Seeking approval for 2012 budget. 1. That Approval is given on the understanding that sub-branch trustees are satisfied that the donations are made in the knowledge that the recipient(s) / organization carry on work in support of those who have served and their dependents, and 2. That Approval is given for Contingency Donations subject to: a) sub-branch member approval of the Recipient/Organisation, b) and that the donation amount does not exceed Constitutional Limitations as specified in the Property and Finance Regulation 5.2, and 3. That all benefits, financial assistance and payments paid by the sub- Branch for mortality reasons are made in accordance with Property and Finance Regulation Chapter 6, and 4. That the Budget content specified in sub-branch submission be noted.

12 12 4. Warilla RSL sub-branch Seeking approval to purchase a 22 seater bus at on-road cost of $115, using $30, of sub-branch monies. That Approval is given for the Warilla RSL sub-branch to over expend the normal yearly budget by $30,000 by the purchase of a 22 seater bus totalling $115, Trade in Value $16,500 DVA Grant $74,000 Sub-Branch Monies $30,000 $120, St Georges Basin RSL sub-branch Seeking approval to withdraw $5, from sub-branch investment account. That approval is given to transfer $5, from the sub-branch Investment account to the sub-branch s Bendigo Bank account for the purpose of providing monies for the efficient running of the sub-branch. 6. Balgowlah-Seaforth-Clontarf RSL sub-branch Confirmation for the changes to the sub-branch investment portfolio. That conformation of the changes to the sub-branch investment portfolio with a purchase of 6000 Commonwealth Bank of Australia Shares from the proceeds of sale 3000 Westpac SPS11 Securities, ASX code WBCPB be given. 7. Oberon RSL sub-branch Requesting State Branch sponsorship for the Oberon RSL sub-branch to acquire an M2A2 105mm Howitzer (DMOFD/RF0118/2011). That Delegated Authority is given to the Business Services Manager to approve all acquisitions from DMO, provided that: (a) the sub-branch enter into a licence agreement with State Branch and any other interested party, and (b) the sub-branch is financially able to maintain the item. 8. Warilla RSL sub-branch Confirmation to transfer $50,000 from Westpac to Bendigo Bank. That conformation is given for the Warilla RSL sub-branch to transfer $50,000 from Westpac Bank to The Bendigo Bank at the same interest rate of 4.70%.

Amendment to Youth Club Regulation 2.18 Motion for State Council decision from Youth Council. That the RSL Youth Clubs Regulation 2.18 part (b) is to be amended by the addition of the word Movement to read No paid instructor is allowed to hold an elected office within the RSL Youth Club Movement. 2. Travel to 2013 State Congress Verbal Report by Mr W. Humphreys, State Councillor. That State Branch send out a Circular to all sub-branches seeking expressions of interest for travel to State Congress 2013 by train.

Registered Clubs Act Memorandum dated 13 August 2012 from Mr J Boyle Asset Manager. 1) That RSL NSW encourage the removal or lessening of the restrictions that would allow a more representative club board composition. 2) That the Accommodation Services Deed be amended to remove the contractual entrenchment in clause 11 of the Club s Perpetual Obligations. 2.45pm - MR CHRIS PERRIN RETURNED TO THE MEETING 4. State Branch Tribunal Resignation Memorandum dated 16 August 2012 from Mr A. Croft, Resource Officer. 1) That the resignation of Mr Bob Greenlees is noted. 2) That a State Council Certificate of Appreciation be presented to him for his work on the State Branch Tribunal over the past seven years. 3) That it is noted that the selection panel is looking for a suitable replacement. 2.57pm - SUSPENSION OF STANDING ORDERS Presentation of Affiliate Membership and Badge to Ms Robyn Collins, Manager Defencecare. 3.03pm - RESUME STANDING ORDERS 5.
