PART A MATTERS FINALLY DETERMINED BY THE COMMITTEE UNDER DELEGATED AUTHORITY AND REFERRED TO THE COUNCIL FOR INFORMATION AND RECORD 1. Temporary Road Closure Farmers Market Taranaki Trust FILE REFERENCE: recommend the temporary closure of a section of Currie Street and Huatoki Lane with conditions in place, to create a venue for the Farmers Market Taranaki Trust to hold weekly Sunday Farmers Markets.
2 That having considered all matters raised in the report: The road closures for the following event be approved subject to conditions 1 3 below: Sunday Farmers Market Date and period of closure: from 7.30am to 1pm every Sunday commencing 6 November 2016 and concluding 25 June The following dates are excluded as they fall on public holidays: 25 December 2016, 1 January 2017 and 16 April Roads to be closed: Currie Street from Devon to Gill streets. Huatoki Lane from Currie Street to James Lane. The above road closures are subject to the following conditions: 1. All conditions outlined in the letter to Farmers Market Taranaki Trust dated 25 July 2016, with the exception of condition 13. Refer Appendix Following consultation with affected business owners on Currie Street a plan shall be provided by the Farmers Market Taranaki Trust to the Council showing the location of stalls on the street. 3. Music in the road closure area must not go above 60 decibels and must be located at the Gill Street (north) end of Currie Street. 2. Parking Prohibitions and Restrictions FILE REFERENCE: ECM The matter for consideration by the Council is amendments to parking prohibitions and restrictions at various locations within the New Plymouth District. Cr Jordan ) That having considered all matters raised in the report and pursuant to the New Plymouth District Council Consolidated Bylaws 2008 Part 13: Traffic, the following parking controls in the New Plymouth District be imposed: NEW PLYMOUTH Darnell Street 1. Revoke a mobility parking space on the west side of Darnell Street from 13.4m 17.0m (3.6m) measured in a southerly direction from the prolongation of the boundary between Lots 1 and 2 DP

Create a metered parking space on the west side of Darnell Street from 14.5m 17.0m (2.50m) measured in a southerly direction from the prolongation of the boundary between Lots 1 and 2 DP Stainton Lane Car Park 3. Revoke a metered parking space on the north side of the Stainton Lane Car Park from 13.2m 15.7m (2.5m) measured in a westerly direction along the boundary between Lots 1 and 2 DP Create a mobility parking space on the north side of the Stainton Lane Car Park from 13.2m 15.7m (2.5m) measured in a westerly direction along the boundary between Lots 1 and 2 DP Hobson Street 5. Prohibit parking on the east side of Hobson Street from 7.4m 27.5m measured in a southerly direction from the prolongation of the north kerb of Niger Terrace. 6. Prohibit parking on the west side of Hobson Street from 6.9m 27.5m measured in a southerly direction from the prolongation of the north kerb of Niger Terrace. 7. Prohibit parking on the south side of Niger Terrace from 0.0m 4.8m measured in a westerly direction from the prolongation of the west kerb of Hobson Street. Egmont Street 8. Revoke four metered parking spaces on the east side of Egmont Street from 58.4m 75.9m (17.5m) measured in a southerly direction from the prolongation of the south kerb of St Aubyn Street. OKATO Carthew Street 9. Prohibit parking on the south-west side of Carthew Street from 139.7m 170.1m (30.4m) measured in a south-easterly direction from the prolongation of the south kerb of Gossling Street. 10. Create a mobility parking space on the south-west side of Carthew Street from 191.7m 195.9m (4.2m) measured in a south-easterly direction from the prolongation of the south kerb of Gossling Street. Note: As part of the installation of items 9 and 10, unrestricted angle parking will also be installed across the frontages of No. s 58, 60, 62 and 64 Carthew Street. Further detail is shown in Appendix D. 3. Temporary Road Closure Crowded House Bar and Café Hot Cars, Bikes and BBQ Nights FILE REFERENCE: recommend the temporary closure of a section of Devon Street East on six
4 occasions to enable Crowded House Bar and Café to hold Hot Cars, Bikes and BBQ Nights. Cr Dodunski ) That having considered all matters raised in the report the road closures for the following event be approved: Crowded House Bar and Café Hot Cars, Bikes and BBQ Nights Road to be closed: Devon Street East from Liardet to Gover streets. Date and period of closures: from 5pm to 9pm on Thursday 27 October from 5pm to 9pm on Thursday 24 November from 5pm to 9pm on Thursday 26 January from 5pm to 9pm on Thursday 9 February from 5pm to 9pm on Thursday 16 February from 5pm to 11pm on Thursday 23 February The above road closures are subject to the conditions outlined in a letter sent to Crowded House Bar and Cafe dated 22 June Temporary Road Closure Taranaki Car Club Naki Drag Wars FILE REFERENCE: recommend the temporary closure of roads in the Bell Block industrial area to enable the Taranaki Car Club to hold Naki Drag Wars. Cr Weaver ) That having considered all matters raised in the report the road closures for the following event be approved: Taranaki Car Club Naki Drag Wars Date and period of closure: from 6am to 6pm on Sunday 12 March Postponement date and period of closure: from 6am to 6pm Monday 13 March 2017, if the event does not take place on Sunday 12 March. Roads to be closed: De Havilland Drive from Devon Road (SH 3) to 100m south of Hudson Road. Connett Road East from De Havilland Drive to Mustang Drive. Hudson Road.

The above road closure is subject to the conditions outlined in a letter sent to the Taranaki Car Club dated 15 July Temporary Road Closure Taranaki Safe Families Trust White Ribbon Day Street Relay FILE REFERENCE: recommend the temporary closure of a section of Devon Street West to enable Taranaki Safe Families Trust to hold the White Ribbon Day Street Relay. Cr Handley ) That having considered all matters raised in the report the road closures for the following event be approved: Taranaki Safe Families Trust White Ribbon Day Street Relay Date and period of closure: from 10am to 2pm on Friday 25 November Roads to be closed: Devon Street West from Brougham to Currie streets. James Lane from Devon Street West to Huatoki Lane. The above road closure is subject to the conditions outlined in a letter sent to Taranaki Safe Families Trust dated 7 July Proposed Speed Limit Changes FILE REFERENCE: ECM The matter for consideration by the Council is to reduce the speed limit on sections of road within the New Plymouth District. That having considered all matters raised in the report, and pursuant to the New Plymouth District Council Speed Limits Bylaw 2010, the following speed limits come into effect on 1 November Ahu Ahu Road Create an 80km/hr speed limit on Ahu Ahu Road from km measured in a northerly direction from the north side of South Road (SH45). 2. Richmond Road Create a 50km/hr speed limit on Richmond Road from 430m 1,230m measured in a northerly direction from the north side of Wortley Road.
6 3. Cross Street Create a 50km/hr speed limit on Cross Street from 0m 200m measured in a westerly direction from the west side of Richmond Road. 4. Egmont Road Create a 50km/hr speed limit on Egmont Road from 65m 565m measured in a northerly direction from the north side of Junction Road (SH3). 5. Katere Road Create a 50km/hr speed limit on Katere Road from km measured in a westerly direction from the west side of Egmont Road. 7. Exemptions from Fencing of Swimming Pools and Spas FILE REFERENCE: ECM The purpose of this report is to seek approval to grant special exemptions for a number of applications from the requirement for spa pools to be fenced pursuant to section 6 of the Fencing of Swimming Pools Act. That, having considered all matters raised in the report, the Council grants, subject to the conditions set out below, special exemptions pursuant to section 6(1) of the Fencing of Swimming Pools Act 1987 for the following spa pools: 1. Spa pool at 66 Dillon Drive, Bell Block 2. Spa pool at 65 Parrs Road, New Plymouth 3. Spa pool at 813 Mangorei Road, New Plymouth 4. Spa pool at Villa 31, Maida Vale, Bell Block 5. Spa pool at 3 Impact Drive, Bell Block 6. Spa pool at 143 Parklands Avenue, Bell Block 7. Spa pool at 511 Carrington Road, New Plymouth 8. Spa pool at 62 Atkinson Road, New Plymouth 9. Spa pool at 777 Carrington Road, New Plymouth 10. Spa pool at 56 Parrs Road, New Plymouth For each of the spa pool special exemptions above the Council imposes the following conditions which apply when the pool is full or partially full of water and not in use: 1. The top of the spa or hot tub stands at least 760 mm above the surrounding ground or deck. 2. The cover will be locked and clear of any climbable object (including the steps).
7 3. The locks shall not be able to be readily opened or released by a child of up to the age of six years. 4. When locked, the cover shall be fitted so that if lifted it does not release the locking device or provide an opening greater than 100 mm. 5. The cover shall be made of a material that if walked on cannot collapse and can withstand the weight of at least 20 kg to ensure that it will carry more than the weight of a child up to six years of age. 6. The cover shall be tapered from the centre hinge to the out edge of the cover so that water will not pond on top of it. 7. The cover, clips and locks shall be maintained at all times in a good state of repair. 8. A warning sticker shall be placed on the cover to advise that it shall be locked in place with the spa pool or hot tub is not being used or supervised. 9. Removable steps, moveable furniture, or other objects that can assist a young child to climb on the cover, shall be stored away at least 1200mm from the side of the pool. 8. Customer and Regulatory Services Quarterly Activity Report FILE REFERENCE: ECM The purpose of this report is to provide information to the Council on current activity levels within the regulatory services.
