3 2 INTRODUCTION The listed areas in this document shall be managed for manual coastal cleaning of marine litter and also have a litter bin maintenance regime in place. This document has been written to assist Fife Council and Fife Coast & Countryside Trust in keeping these locations clean and safe whilst ensuring that the natural environment is valued and protected. It should not obscure the need to tackle the issue of litter at source or its improper disposal in the first place. Definition of Marine Litter: Marine litter (marine debris) is any persistent, manufactured, or processed solid material discarded, disposed of, abandoned or lost in the marine and coastal environment. This also includes such items entering the marine environment via rivers, sewage outlets, storm water outlets, or winds. Definition of Manual Coastal Cleaning: Manual coastal cleaning is an activity undertaken to remove marine litter from the coastal area (beaches, rocky shores, salt marshes and tidal flats). This can be using methods such as raking, the use of litter pickers or by the handpicking of litter. Definition of Litter Bin Maintenance: The collection of waste from litter bins along a designated route within this document which involves the removal of litter bin refuse into the truck with the safe transportation and disposal of waste to a designated site. This document shall be used as a guide to the location and the proposed operating days / times for the above facilities and may be subject to change. A locker store is provided for cleaning products, toilet rolls and paper towels. Operatives shall park the vehicle at the golf club car park and enter / exit onto the beach via the path leading from the club house. 63 59 Holl Reservoir The passing places leading up to Holl Reservoir, Holl Car park require to be litter picked. In addition to this the 4 bins at Holl car park and the single bin in the angling club require to be emptied. 67 63 Cameron Reservoir This dog bin has been placed by FCCT and will be maintained by the Litter Squad. 126 Appendix 32 HEALTH & SAFETY OPERATIONAL PROCEDURES OP 37 Driving at Work 1.0 Introduction 1.1 To provide information and guidance relating to the safety of employees whilst driving at work. 1.2 To ensure compliance with the Health & Safety at Work etc. Act To comply with the Management of Health & Safety at Work Regulation Responsibilities 2.1 It is the responsibility of all staff to follow the procedures, be familiar with the Risk Assessments and report all accidents and near misses as soon as they happen. 2.2 It is the responsibility of the Team Leader to ensure that all staff are aware of and follow procedures. 2.3 Drivers are responsible for ensuring vehicle log books are updated on a regular basis and Team Leaders must ensure their staff completes this task. 2.4 Drivers are responsible for ensuring the vehicle is serviced on a regular basis and that the vehicle is road worthy. 2.5 Drivers are responsible for ensuring the MOT and Road Tax for their vehicle is carried out and update. 2.6 HMH staff will renew vehicle insurance annually. 125
