Crail Town Hall Welcome: Present: Jack Jarvis in the chair welcomed all present Jack Jarvis, Moira Kay, Victor Reynolds, Ian Robertson, Eileen Wood, Graham Anderson, Jane Deans Cllr. Elizabeth Riches Approval of the Minutes of previous meeting held on 24 th February 2015 Proposed: Seconded: Ian Robertson Eileen Wood Review of Action Summary: Cllr. Donald MacGregor: Jack Jarvis: Community Police Report: The future of the East Neuk Hotel is uncertain so it is not possible to follow up on the possible provision of a bottle bank at this location. There has been no action so far regarding speed camera training by Police. Awaiting response from Colin Stirling of Fife Council regarding Denburn Narrows. Requests have been made to Fife Coast and Countryside Trust to improve the toilet block in Roome Bay. As yet there is no timescale on possible action. Gillian Tetlow had no specific items to report but the Councillors and public reiterated the problem with Dog Fouling in Crail. We are unlikely to get people to act responsibly until those who allow fouling are identified and fined. Gillian stressed how important it is for the public to contact them with the names of the people they see allowing their dogs to foul.

2 Chairman s Report: 1. An optical cable (Crail exchange to Anstruther) is now being put in. But we may still have to wait some time for upgraded internet connections. The East Neuk Communities Group have been awarded 99k to employ people to identify hot spots in the East Neuk where conventional connections may not be possible. Such a survey has been carried out at Cameron. 2. Thanks are due to Ronnie and Victor for organising payback painting of railings around Crail - some of this work is completed. 3. Crail clean up thanks to Victor, Moira and Ian. Although people have Saturday commitments it would be helpful if others would clean up during the week to reduce the work on Saturdays. Victor found 122 dog poo bags on Warsea Road that stretched 22m across a passing place along the road. 4. Sundial on Castle Walk I do not think the provenance of the 17 th Century feature was fully appreciated when the proposal to replace was mooted a couple of years ago. The response to the About Crail article did not endorse removal. 98% of Crail pop did not respond. The meeting supported the idea that the Sundial should remain in place although it would be of value to place a plaque concerning its origins at its base 5. Playparks: The complaint by that other communities are getting new play equipment but Crail is being ignored does not address the situation. i. Kilrenny received new equipment because the previous equipment was condemned. This cost 18,000 but in many respects it is not suitable for small children. eg walkway. ii. People may have seen the new equipment at Bankie Park in Anstruther. There is a lot of new equipment but Fife Council contributed little more than 1,000. Mothers have been fund raising for 5 years with coffee mornings, beetle drives and have made applications for grants so a total of some 200,000 was raised. Contributions from the Common Good contribution was small. Developments in Crail also need to be driven by a group of local people involved in fund raising. iii. A new play area is being built at Dorward Drive 6. Tarmac on the cemetery road is now funded largely by the Common Good Fund because I believe that no other sources were available. The purpose of the Common Good Fund is to support projects and should be used as a last resort not a first resort. 7. We are grateful for Tom s effort on the flowers in the Victoria Gardens. 8. Work is proceeding on renewal of street lighting but plans for columns in the High Street are not developed at the moment. Treasurer s Report: Ian reported expenditure of 1, to Fife Council for Road signs and for paint used on Crail railings. The Preservation Society paid towards the cost of the Street Signs

3 Secretary s Report Planning Applications: External alterations to houses in Tolbooth Wynd - Painting of council properties here will result in a non-uniform frontage and the lack of a strategy for painting in the conservation area was deplored. It would be better to have all buildings painted to the same standard. Erection of toilet building & store at Crail Golfing Society - No Objection - a useful addition to the golf course. New signage at the Co-op - Noted Screening opinion for 225kw wind turbine at Leys farm, Nr Crail - For information. The agent for the development of a solar farm at Sypses will attend the next community council meeting to discuss this proposal. Fife Councillors Reports: Cllr. Donald Macgregor: Had no further comments to add to those already made. A.O.C.B. 1. A Community Action Plan is needed to discuss the ambitions and needs of the community over the next 5-10years, including use of resources. 2. The potential need for a Community Council Newsletter & Facebook page was discussed and the need to get more community involvement. 3. Plans are being developed for the Crail Food Festival and plans for traffic management including any road closures were discussed as well as means of carrying people from parking areas into the Royal Burgh. 4. The drain at bank corner is flooding in wet weather and needs cleaning. Cllr. Macgregor to progress. 5. Victor Reynolds volunteered to look at the tarmac that is breaking up at the start of the footpath to the school. 6. Fencing on the Brandy Burn needs attention Jack Jarvis to investigate 7. No grant has been forthcoming to fund an orchard on the preservation ground at the end of the Nethergate. 8. The Tree stump broken by gales at the school needs trimming. Jack Jarvis and Victor Reynolds to attend to. 9. The waste bins at Caraille Green development needs rationalizing Cllr. Macgregor to see if some can be taken away.

4 10. Footpaths on the south side of High Street are in poor condition but if new lighting columns are to go in we need to wait until this has been carried out before addressing pavement repairs. 11. The Toddlers group will have to close because a lack of toddlers means that income and expenditure cannot be balanced. This is to be much regretted. It is proposed to donate equipment to the nursery. 12. The proposed double yellow lines in the High Street were considered to impact upon local businesses. Part of the proposal was looking at pedestrian safety and crossing the road from behind parked cars. Jack Jarvis to write to Colin Stirling at Fife Council concerning matter. 13.
