5 AREAWIDE Deferred Maintenance The City & Borough of Juneau maintains nearly 40 developed parks and recreation facilities, including 16 playgrounds. 40% of Juneau s playgrounds are more than 20 years old -- one playground is 29 years old. Vandalism in parks costs CBJ taxpayers tens of thousands of dollars every year. Wood bollards are rotting, allowing vandals to cause tens of thousands of dollars worth of damage to ball fields by driving vehicles into parks. A typical drinking fountain found in parks throughout Juneau. Many (like this one) have been capped and abandoned. Areawide Deferred Maintenance Fungus and mold indicate rot on many wooden swing sets installed in the 1980s or earlier. Juneau is fortunate to have an extensive park system situated in an area of unrivaled natural beauty. However, many fixtures like drinking fountains, bollards, benches, lights, fences, garbage cans, and signs have outlived their useful lives and are in immediate need of replacement or repair. Drinking fountains have been capped, play structures stripped of unsafe equipment, and vandalism has increased due to easy access, poor lighting, and lack of security. This item will improve public safety and reduce liability for potential injury by funding replacement of critical park elements like gates and bollards, area lighting, drinking fountains, fall protection in playgrounds, security cameras around high-value sites, and facility elements such as lockers and flooring. Replace rotting wooden bollards with folding steel barriers to prevent vandalism of ballfields by vehicles. Replace unsafe or abandoned drinking fountains, park benches, bike racks, and minor play equipment. Replace inadequate fall protection in playgrounds and near swing sets. Upgrade lighting and install security cameras where vandalism and other crime is occurring. 1

6 AREAWIDE Jensen-Olson Arboretum The Jensen-Olson Arboretum was donated to CBJ by Caroline Jensen and encompasses 17 acres. An endowment managed by CBJ augments the facility s budget, making the Arboretum the only Recreation Service Park that contributes to its own costs. The conservatory will provide opportunities for education and research. With only two parking spaces available, visitors to the Arboretum are often forced to park along a blind curve near 23-Mile on Glacier Highway. Jensen-Olson Arboretum Parking and Conservatory The Jensen-Olson Arboretum is the jewel of Juneau s park system. Located on the shores of Lynn Canal and home to over 750 specimens and cultivars, including one of the premier primrose collections in North America. The Arboretum showcases plant collections from Juneau s rocky shores to its alpine peaks to Alaska s arctic. With only two (2) parking spaces, Arboretum visitors are often forced to park along a dangerous blind curve on Glacier Highway -- during some events up to 30 vehicles will park on the shoulder of the road. This project would construct a gravel parking area along the former highway alignment, and provide two handicap parking spaces at the bottom of the hill. The Arboretum is very popular with school groups, master gardener classes, and university programs. However, the facility has no instructional space. This project would provide matching funds for a grant to construct a conservatory (greenhouse) on the Arboretum grounds. The conservatory will provide these groups with room to grow experimental species and crops, and to teach new gardening techniques. Construct a gravel parking area to accommodate up to 25 vehicles near the top of the existing driveway. Matching funds to construct an instructional conservatory on the Arboretum grounds. 2

7 AREAWIDE Off-Highway Vehicle Park Off-Highway Vehicle Park Demand for sustainable off-road vehicle access in Juneau is strong. Multiple attempts to locate a park for motorized recreation have failed, but the City has identified a large parcel near 37-Mile Glacier Highway for potential access. Initial funding for assessment, mapping and design was provided in This additional funding will be used to complete the public permitting process and begin construction. Complete preliminary mapping, design and public process to develop an off-highway vehicle park near 37-Mile Glacier Highway. Begin construction of parking facilities and trails. 3

8 DOWNTOWN Cope Park Cope Park is named for firefighter Bill Cope, who died in Cope was renowned for organizing sporting events in the park. Land for the park was purchased in the 1960s with funds donated by the Juneau Fire Department. The park was formerly home to Juneau s only swimming pool, fed directly by Gold Creek. Cope Park Safety & Security Bordered by cascading Gold Creek and nestled in Evergreen Bowl, Cope Park has one of the most spectacular natural settings of any park in Juneau. Unfortunately, the area suffers from poor lighting, abandoned structures, antiquated facilities and dark corners that create havens for illegal activity and discourage use of the park by the general public. The existing play structures are over 20 years old and do not comply with safety standards for fall protection, strangulation or accessibility for those with disabilities. Remove the abandoned steel bathrooms and failing dugout structures. Replace the 27-year-old play structure and provide safety zones for swing sets Replace cracked, uneven tennis courts and rusting fence. Install low-glare lighting throughout the park. Enclose ball field with a low fence for dual use as a ball field and improved off-leash dog park. 4

9 DOWNTOWN Cope Park Ball Field & Tennis Courts The park s location in Evergreen Bowl means the shaded field remains cold and icy through late spring. With the completion of new fields throughout Juneau, scheduled use of Cope Park s ball field has virtually ceased. The dugouts were abandoned nearly 10 years ago and the rotting bleachers were removed in The field is heavily used by dog owners, who bring an average of 20 dogs to the park each day. Enclosing the field with a low fence and dog-friendly gate would better accommodate current uses, while still allowing the field to be used for ballgames. The asphalt tennis courts remain quite popular despite their extremely poor condition. Cracked and peeling surfaces present significant hazards to players. The courts would be replaced with a new foundation, concrete pad, and new surfacing. The fence and lights would be replaced. Playground The existing playground was built more than 26 years ago, and received a failing grade during a recent inspection by Parks & Recreation staff. This inspection noted that the playground does not comply with the Americans with Disabilities Act, and contains rotting wood, rusty metal, and other hazards presented by the equipment having outlived its useful life. The park s swing sets have inadequate fall protection, including one swing that has a three-foot rock wall inside its safety zone. The playground s location also makes it difficult for parents to monitor children from the bathroom and picnic areas, and serves as a hiding place for illicit activity after dark. A new playground will be built in a modified location, and the existing swing sets will be brought into compliance with safety standards. Safety & Security Upgrades Over 45% of park users who responded to a 2011 survey said they felt not very safe or not safe at all at night in Cope Park. CBJ Staff observe illegal camping in the picnic shelter throughout the summer season, and the shelter itself is frequently vandalized. Suspicious activity is increasingly common, including alcohol and drug abuse and occupied vehicles parked for extended periods of time. Small-scale, low-glare lighting will illuminate the facility, including the entrance road, parking lot, playground, and pathways. Visibility into the park will be improved by removing decaying rock walls and overgrown brush. The now abandoned bathrooms will be demolished, and the picnic shelter walls will be opened to eliminate hiding places for undesirable activity. Crumbling rock walls will be replaced with graded slopes. 5

10 DOWNTOWN Marine Park The Long-Range Waterfront Plan identifies Marine Park as the Juneau s village green -- the Capital City s front porch. The existing structures and design contribute to a variety of problems, and are not suited to the public performances and festivals that have become popular in the park. This water fountain drains directly onto the sidewalk. Marine Park includes the area to the right of the red pavers, including the shelter. Marine Park Cultural Gateway Juneau s Long-Range Waterfront Plan identifies a supreme opportunity... for dramatically enhancing Marine Park as the Village Green of Juneau; the center of civic activity and community pride, and the symbolic gateway from the waterfront into the Downtown. Marine Park is one of the first public facilities many visitors encounter in the Capital City. The existing facility s design is not well suited to public performances, and the shelter itself is obsolete. This project will enhance the safety and security of marine passengers by creating a more open, welcoming space that better accommodates year-round residents, as well as tour bus and vessel lightering operations. Improved lighting will make the space safer and more usable year-round, and the entire facility will be designed to provide an exceptional outdoor performance space for concerts. Complete a master plan for Marine Park, to include an improved performance space and facilities for marine passengers. Create a cultural gateway for visitors to the Capital City. Improve lighting to enhance security and safety. 6

11 DOWNTOWN Twin Lakes Park Project Playground was largely built in a single weekend with thousands of hours of volunteer labor. The mile-long paved pathway along Glacier Highway provides a critical link between downtown and the Mendenhall Valley for bicyclists and pedestrians. The single floodlight currently in the park is inadequate for safety or security purposes. Non-functioning culverts and poor drainage are causing the pathway to fail. The abutment connecting the floating dock and gangway is failing. Poor drainage is undermining the asphalt sidewalk. Twin Lakes Park Safety Repairs & ADA Compliance The rubber material in Project Playground is not accessible to wheelchairs. New fall protection will provide access to ADA playground features. With the completion of Project Playground, Twin Lakes Park has become a destination for Juneau s children. Originally designed with many features accessible to individuals with disabilities, the park now poses significant barriers to access due to failing pavement and poor playground surfacing. The shredded rubber placed inside the playground, originally intended to be ADA compliant, has proven to be an obstacle for wheelchair users. The abutment anchoring the gangway to the floating dock is also failing, and drainage problems are pervasive. This project will repair deteriorating sidewalks and restore access for those with disabilities. Accessible pathways will allow disabled users to access the playground, while also providing necessary fall protection. Repair sidewalks, pathways, and gangway abutment. Resolve drainage problems. Repair five failing culverts threatening to wash out the pathway around Twin Lakes. Install low-glare lighting to improve security and usability. Provide adequate ADA access within Project Playground. Install playground lighting. 7

12 DOWNTOWN Chicken Yard Park Local residents have established a community vegetable garden. Chicken Yard Park Safety Improvements The play structure is 27 years old and suffers from rust and rot. Lumber was added in 2010 to reduce strangulation hazards. The existing play structure is more than 27 years old, making it one of the oldest playgrounds in Juneau. The play equipment does not comply with existing standards, and emergency modifications have been made to reduce strangulation hazards. Nearby residents have established a thriving community vegetable garden in the park. This project will replace the antiquated and rotting play structure, and provide better protection from vehicles for park users. A formalized community garden will provide increased opportunity for residents to grow vegetables. Replace 27-year-old playground. Redesign the interior of the park to provide better protection from vehicles for children and other park users. Establish a formal community garden. 8

13 DOWNTOWN Former City Shop Former City Shop Site Planning The area under the east end of the Juneau-Douglas bridge was home to the CBJ Public Works downtown shop until 2010 when the Consolidated Public Works Facility opened near Sunny Point. The old shop will be razed in 2012 and the site will be restored to a grassy field, providing open green space in an area that has virtually none. This park is planned to be the northern terminus of the Seawalk Project. This project will fund a conceptual master plan to guide development of this future park on Juneau s waterfront. Develop a Master Plan for future development of this landmark park. 9

14 DOWNTOWN Capital School Park Capital School Park is built on the site of a former school that was destroyed by fire. The existing park facilities were built in 1998, largely through donations and volunteer labor. Capital School Park is one of Juneau s most heavily used parks because it serves as the playground for the Juneau Community Charter School and Discovery Preschool. The park has no permanent bathroom. This portable unit is frequently vandalized. The play structure in the foreground was built in Additional equipment was added in 2011 through an Alaska State Legislature grant. Capital School Park Renovation Capital School Park is perhaps the most heavily used park in Juneau, visited by more than 100 children every day from nearby schools. Most of the play equipment in the park dates to the early 1990s; four small toddler features were added in 2012 with a state grant. The park suffers from poor drainage that creates extremely hazardous ice conditions in the winter, and the retaining wall at the back of the park is failing. Parks & Recreation is in the midst of creating a master plan for Capital School Park, which will be complete in This project will implement the park s final Master Plan, and will also address drainage problems, safety hazards, and a facelift for the retaining wall at the back of the park. Construct a permanent bathroom to reduce maintenance costs and vandalism. Improve lighting to enhance security and usability. Fix drainage problems that contribute to severe ice hazards in winter. Construct a new playground to accommodate heavy use from nearby schools and residents. 10

15 DOUGLAS Treadwell Mine Historic Park Treadwell once was the largest town in Alaska. The entire town burned in 1911 and The Office Building was the only concrete structure in Treadwell, and the only to survive the fires. The saltwater pumphouse roof is deteriorating and is a threat to the structure s integrity. The Treadwell Townsite. Treadwell Mine Historic Park Preservation The roof of the Office Building is failing, and vandalism is causing significant damage to the historic structure. At its peak, Treadwell was the largest mining community in Alaska. Most of the townsite, located south of present-day Douglas, was destroyed by fire decades ago. The remaining structures tell an incredible story about the history of Juneau and Alaska, however they are under imminent threat from vandalism, weather and time. Trees can even be found growing on top of some of the historic buildings in the heart of the district, compromising their structural integrity. This project would take critical steps to preserve the historic resources of the Treadwell Mine Historic Park, including replacement of roofs, security upgrades, and the removal of overgrown vegetation that poses a threat to buildings, artifacts, and other resources. Provide initial funding to replace the roof on the iconic Saltwater Pumphouse in Gastineau Channel, as well as the roof of the historic Office Building. Trail enhancements and an improved gateway to the park, incorporating a protective shelter for the Five-Stamp Mill near Sandy Beach and improved connections to Savikko Park. Reduce overgrown vegetation that is posing a threat to historic resources in the Park. 11

16 DOUGLAS Fish Creek Park A 135-foot pedestrian bridge funded by a federal LWCF grant was built in 2010 to provide ADA access across Fish Creek from the parking lot. Fish Creek Pond is one of the only places in Juneau where snagging for king salmon is allowed. A 135-foot bridge was installed in 2010 with a federal LWCF grant, providing ADA access to the park. Uncontrolled vehicle access damaged this popular fishing area, and the portable restroom is frequently vandalized or burned. Fish Creek Park ADA Compliance Heavy pressure by anglers is eroding the lakeshore. A small ADA-accessible deck with provide access and protect king salmon habitat. Fish Creek Park is one of the best kept secrets in Juneau s park system. Located at the north end of Douglas Island, the park offers outstanding access to the Mendenhall Wetlands State Wildlife Refuge, loop trails, and beach access. The ponds in the middle of the park provide some of the best sport fishing for king salmon in late summer, drawing hundreds of anglers. Motorized access into the park was recently eliminated following completion of a 135 bridge across Fish Creek from the park s main parking area. Damage from vehicles, however, is readily visible near the fishing ponds. This project will enhance sport fishing access for individuals with disabilities by constructing accessible fishing areas and an ADAaccessible path at the western pond. A vault toilet will replace the portable restroom units that are frequently vandalized or destroyed. Relocate bathroom area and construct a permanent vault toilet to reduce vandalism and maintenance costs. Construct handicap-accessible fishing areas and an accessible pathway to accommodate anglers and protect critical salmon habitat. 12

17 MENDENHALL VALLEY Dimond Park Dimond Park has evolved into Juneau s premier athletic complex, featuring baseball and soccer fields, indoor and outdoor artificial turf fields, an aquatic center, and access to many local trails. The fields are located over an old gravel pit, which is unsuitable for building construction. Existing electrical service would be relocated to a permanent bathroom and concession building at the center of the clover leaf. Dimond Park Bathrooms, Concession & Paving Dimond Park is Juneau s premier athletic complex, featuring baseball and soccer fields, indoor and outdoor artificial turf fields, an aquatic center, and access to many local trails. While the park contains six athletic fields it has no bathrooms, only one scoreboard, and no concession stand. The unpaved road leading to the Fieldhouse is in constant need of maintenance. Portable restrooms (a.k.a. honey buckets) are delivered each season and are frequently vandalized or burned by arsonists. A permanent, vandalresistant structure will dramatically reduce maintenance cost, and the availability of bathrooms, concessions and scoreboards will reduce pressure on other fields by making Dimond Park more attractive to youth sports leagues. Install a combination bathroom / concession stand at the center of the cloverleaf, similar in design and function to the structure at Glacier Valley Elementary School. Resolve drainage access and establish wheelchair access to the park. Replace the scoreboard in Field #1, and add scoreboards to Fields #2 and #3. Pave the road leading to the Dimond Park Fieldhouse, and complete paving the Dimond Park Aquatic Center Parking Lot. 13

18 MENDENHALL VALLEY Dimond Park Bathrooms & Concession While Dimond Park is Juneau s largest athletic facility, it has no permanent bathrooms. Portable restrooms are delivered each spring and removed in the fall. The cost to rent these bathrooms and pay for vandalism is nearly $10,000 per year. Youth baseball and softball teams place heavy demands Miller Field, Adair- Kennedy Field, and Melvin Park because these facilities offer bathrooms and concessions. If these same facilities were offered at Dimond Park, use conflicts at other facilities would be dramatically reduced without the expense of building new fields. Scoreboards Only one field at Dimond Park is equipped with a scoreboard, a requirement for league games. Recent advances in LED technology have dramatically reduced the cost of scoreboards to less than $5,000 each. This proposal would replace the 20-yearold scoreboard in Field #1, and also add scoreboards to Field #2 and Field #3. Access & Fixtures The unpaved road leading to the Dimond Park Fieldhouse requires constant repair, and would be paved as part of this project. Dimond Park has only one drinking fountain, which drains directly onto the ground. Access into the athletic fields is through a wide, often muddy dirt corridor that poses a challenge for individuals with disabilities. Poor lighting in the park contributes to problems of vandalism and undesirable activity. This proposal includes new drinking fountains, park benches, accessible pedestrian routes built of porous paving materials, improved lighting to enhance usability and security, and security cameras. Dimond Park Facts Dimond Park has two artificial turf fields, four baseball / softball fields, and one soccer field. Two fields have lights, but only one field is equipped with a scoreboard. Dimond Park has no permanent bathrooms. Portable restrooms cost nearly $10,000 per year due to maintenance costs, vandalism, and arson. Arson destroyed two portable restrooms and heavily damaged the electrical building in

19 MENDENHALL VALLEY Adair-Kennedy Park Adair-Kennedy Memorial Park is named for Richard James Adair and Jimmy Earl Kennedy, two Juneau Police Department officers who died in the line of duty on April 17, The artificial turf field, originally built in 1999, will be replaced in The field s scoreboard was replaced in The only functional drinking fountain at Adair-Kennedy Memorial Park. Adair-Kennedy Bathrooms & Concession The existing structure is vulnerable to vandalism that costs thousands of dollars each year. Home of the state champion Juneau-Douglas Crimson Bears Football Team, Adair-Kennedy Memorial Park is also heavily used by soccer leagues, Little League baseball, and both high school baseball teams. In 2011, the park hosted the Alaska State Little League Tournament. While the park can accommodate nearly 1,000 spectators, it has only two small bathrooms and a single drinking fountain that drains directly onto the ground. The bathroom / concession building has become a maintenance nightmare, with vandalism and burglaries occurring several times a week during the summer, costing thousands of dollars in damage annually. Replace the poorly designed and vandal-prone bathroom/concession with a more secure structure that is designed to accommodate heavy use. Upgrade lighting throughout the park to deter crime and vandalism. Install security cameras to deter vandalism and facilitate prosecution of property crimes. Replace unusable park fixtures, including drinking fountains, benches and tables. Adair-Kennedy Park Facts While the park can accommodate nearly 1,000 spectators, it has only four toilets and two urinals. Vandalism in 2011 caused more than $20,000 worth of damage to this poorly designed building and the turf field. Burglars frequently break through bathroom walls to gain access to the snack bar through the attic. The bathrooms originally had a barbecue grill built into the back of the structure. This area is now walled off and unusable. 15

20 LEMON CREEK Neighborhood Park Lemon Creek has significantly fewer park facilities than most other areas in Juneau. Sigoowu Ye is the only playground in the seven miles between Twin Lakes and Mendenhall Loop Rd. Lemon Creek Neighborhood Park There is only one playground between Twin Lakes Park and Mendenhall Loop Rd., making Lemon Creek one of the most underserved areas in Juneau s park system. One reason there are so few park facilities in this area is that the City owns relatively little property in Lemon Creek. The Juneau Police Department is located on one of the only City-owned parcels, and is already home to a small interpretive trail and viewing platform. This project will identify a suitable location for a neighborhood park in Lemon Creek and fund construction. The park will include accessible play features that are not available at the Sigoowu Ye playground. Identify a location for and construct an accessible community playground in Lemon Creek. Incorporate static, creative play features that are inspired by the site s location and wildlife, and which require virtually no maintenance. 16

21 MENDENHALL VALLEY Riverside Rotary Park Riverside Rotary Park is home to Juneau s September 11th Memorial. The playground is the largest in the Mendenhall Valley, outside of a school. The portable restroom is frequently vandalized, and the drinking fountain was disconnected several years ago. Abandoned water fountain and portable restroom at Riverside Rotary Park. The playground was built in 1991 and does not comply with modern safety standards. Riverside Rotary Park Bathrooms & Playground Pressure-treated wood has been added to the playground to reduce strangulation hazards. Riverside Rotary Park is one of the largest parks in the Mendenhall Valley, yet it has no bathroom and the drinking fountain was capped years ago. None of the park s features comply with the Americans with Disabilities Act. A portable restroom is delivered each spring, and frequently burned or vandalized. Built in 1991, the play structure is now over 20 years old and no longer complies with safety standards. Pressure-treated lumber has been added to the structure s railings in an effort to reduce the risk strangulation. Older wood components are rotting, and most of the metal parts exhibit major rust. Fall protection is seriously compromised as sand washes out from under the playground. Construct a permanent bathroom near the existing parking lot and September 11th Memorial. Replace all play equipment, including swings. Construct small decks to protect riparian areas from damage while encouraging public use of the duck pond. Reduce light pollution in neighboring residential areas by replacing tall street lights along the path with pedestrian-scale, low-glare lighting. 17

22 MENDENHALL VALLEY Melvin Park Melvin Park is heavily used by youth softball teams and high school football programs. The Melvin Park playground is the oldest playground in Juneau, and will be replaced in It will be the first playground to be built in the Mendenhall Valley since the early 1990s. The concession stand is a repurposed shipping container that was intended to be a temporary replacement for a structure lost to arson. The existing bathrooms were burned by an arsonist several years ago and repaired. They continue to suffer damage each year. Melvin Park Bathrooms & Concession Melvin Park is one of the most heavily used athletic facilities in the Mendenhall Valley, where there is heavy demand by youth softball leagues, Little League, and high school football practice. The existing playground is Juneau s oldest, and will be replaced in The bathrooms were burned by arson several years ago and partially repaired. The existing concession stand (owned by a youth sports league) is a repurposed shipping container that has been modified for food service. This project would replace the existing structures with a secure building that includes adequate bathroom facilities and concessions. Renovate the existing bathroom to comply with current codes, and construct a permanent addition for concession facilities. Renovate wood grandstands, and replace equipment storage lockers. 18

24 TREADWELL DITCH Trail The Treadwell Ditch is an historic aqueduct and 17-mile-long trail connecting Eaglecrest with Douglas at a gentle 1% grade. The U.S. Forest Service and the State of Alaska are providing funds to repair portions of the trail located on state and federal lands. The proposed 50-foot bridge across Paris Creek will be similar to this bridge on the Treadwell Ditch Trail, built across Lawson Creek in Treadwell Ditch Trail Bridge Construction & Rehabilitation The historic Treadwell Ditch Trail is remarkable 17-mile-long route linking Eaglecrest with Douglas, while maintaining a nearly constant 1% grade. Recent grant funding from the State of Alaska and the U.S. Forest Service is reopening this trail to use for the first time in decades. This project will complement other construction and provide a safe, continuous link to Douglas and the Mt. Jumbo Trail from the Crow Hill neighborhood and Gastineau Meadows Trail. It will construct a bridge across the treacherous Paris Creek crossing, and provide sustainable crossings at many other locations. Construct a 50-foot bridge across Paris Creek, providing access to Douglas and a connection to the Mt. Jumbo (Bradley) Trail. Install eight 15-foot bridges between Crow Hill and Douglas Rehabilitate 1.5 miles of trail to resolve drainage and access problems. 20

25 MONTANA CREEK Trail The Montana Creek Trail extends more than 20 miles from the Mendenhall River to Yankee Boy Basin. Once repaired, the Montana Creek Trail will connect three public use cabins, making multi-day trips possible. Anglers and other recreational users continue to access Montana Creek despite the lack of an improved, sustainable tread, resulting in muddy spots and erosion. Montana Creek Trail Restoration The Montana Creek Trail forms the backbone of Juneau s Long Trail -- a vision to create a destination route linking trails, lakes and public use cabins from the Mendenhall Valley to Echo Cove. With relatively little investment, the trail would connect the Windfall Lake Cabin, Peterson Lake Cabin, and Eagle Glacier Cabin, creating one of the first multi-day hikes on Southeast Alaska s road system. This project will take the first step toward making this world-class route a reality by improving access from existing trails (including the Auke Lake Trail and the Brotherhood Bridge Trail) to the Montana Creek Trail. These improvements will also dramatically improve access for sportfishing, and provide a sustainable route for anglers along this world-class salmon stream. Reconstruct 6,800 feet of washed-out and flooded trail with a sustainable singletrack gravel turnpike. Construct numerous bridges across braided creek channels. 21

26 AUKE LAKE CONNECTOR Trail The Auke Lake Trail was completed in 2010 to provide a critical non-motorized link between Auke Bay and the Mendenhall Valley. This project will create one of the largest loop routes in Juneau. The Auke Lake Trail is a critical link between the Mendenhall Valley and Auke Bay for hikers, runners and cyclists. Auke Lake Trail - Montana Creek Connector Trail This project will link two of Juneau s most important trails, creating a wealth of opportunities at relatively little cost. Both the Auke Lake Trail and the Montana Creek Trail terminate on Mendenhall Loop Rd., forcing hikers, runners and cyclists onto a busy highway. This short trail around Goat Hill will connect these two popular trails, providing excellent connections to the paved Kaxdigoowu Heen Dei (Brotherhood Bridge) Trail, the University of Alaska Southeast, and Auke Bay. Construct a 48-inch-wide gravel path to accommodate pedestrian and bicycle traffic between the Auke Lake Trail and the Montana Creek Trail. 22

27 HORSE TRAM Trail The Horse Tram Trail will provide an accessible route between the Eagle River Boy Scout Camp, SAGA s Eagle Valley Center, and Amalga Harbor. The trail follows the historic route of a horse tram that carried supplies from Lynn Canal to the mining town of Amalga. The Horse Tram Trail follows an easy grade through beautiful muskeg, tracing the historic route of a horse-drawn railway that brought supplies to mining camps. Horse Tram Trail Restoration & ADA Improvements The Horse Tram Trail follows the historic route of a horse-drawn railway that carried supplies from Lynn Canal to mining camps in the hills above. Today, remnants of iron rails and wood ties are still visible along parts of the trail. This project will construct a one-mile-long handicap-accessible trail along this historic route, linking the Eagle River Boy Scout Camp with SAGA s Eagle Valley Center and Amalga Harbor. Not only will this create new opportunities for loops in this popular recreation area, it will also allow youth groups to utilize each other s facilities, including challenge courses, camping facilities, and dining areas. Rebuild 5,400 feet of ADA-accessible trail, including 100 feet of turnpike trail. Construct one switchback near the existing terminus of the Amalga Meadows Trail. 23
