INTRODUCTION AND WELCOME We are looking forward to once again welcome the Estonian Rally Championship in Rakvere and Grossi Toidukaubad Viru Rally The Viru rally in 2011 will, as previous years, be based in Tobia near Rakvere with stages run in the counties of Lääne Virumaa and Harjumaa. The service park and Rally HQ will be established at Tobia as in The set up of the service park will be on the tarmac surface. The total distance for the Viru Rally competitors is 284 km and the 9 special stages will cover 106 km in total. The rally will start from the Rakvere city square on Friday 17 June at 17:00 and will be ending Saturday 18 June at 15:30 Throughout times Viru Rally has been introducing modifications and changes to Estonian rally. First time in Estonia we will skip the final service before the podium in order to let the service team to enjoy the last SS of the race and the awarding ceremony. We will also use Flexi Service at the end of the first leg which should significantly ease service team s performance who service several cars and that also gives an opportunity for the competitor to go for a rest earlier. PARKING AREA. AREA FOR UNLOADING CARS. According to Rally Regulations no additional car is allowed to enter the service area. There are special areas for trailers and reconnaissance cars on the territory of AS OG Elektra production complex. When entering from Rakvere there are signs P1 and P2 that show these parking areas. Entrance to these parking areas is only from the east side (on the map EG). Team has to take out licenses for the cars that want to enter these areas. There is also an area for unloading cars from trailers. Personnel with orange vests and signs with PARKING will assist you. 6 5. SERVICE PARK FACILITIES AND PRICES 5.1. It is possible to buy additional service area for 4 /m². Teams that wish to buy extra space have to send an to virurally@hot.ee no later than at 18:00 Service park officer has an orange vest with the sign SERVICE OFFICER Service park assistants have orange vests with signs SERVICE Facilities in the Service Park Water Trash bins Emergence room Barbeque area Area lighting Canteen/Cafe Shop Toilets Following facilities can be bought before 12.06: - electricity 1 x 220 V with the price of 30 - electricity 3 x 380 V with the price of 50 Entrance to the service park (is only allowed to cars with special stickers from the organizers) is available from Friday from 6:00 through the west gate WG or through the north gate NG (see the map SCRUTINEERING). Gates NG and WG are opened on Friday till 16:30. After that this area is closed and under manned security Canteen/Cafe is opened: Thursday, from 7 to 15 Friday, from 7 to 18 Saturday, from 8 to 14 Shop is opened: Thursday, from 8 to 20 Friday, from 8 to 22 Saturday, from 8 to FLEXI SERVICE Flexi Service means that the team has a right to take the car out of the Parc Ferme and take it to the service park. Car can be out of the Parc Ferme for max. 45 minutes and any over time minute or not bringing the car back before 23:00 o clock will bring a penalty of 10 seconds per minute. Car can be taken and brought back to the Parc Ferme by a team member. It is reasonable for the driver to give the team the timecard. Car must be taken to Parc Ferme through the north gate NG, not through time control REMOTE REFUEL Remote Refuel areas are on the track. They are not compulsory if there is no wish to refuel. It is forbidden to refuel out of the refuel areas CAR WASH It is compulsory for all the cars to go through the car wash before entering the service park or the podium

7 6. RADIO COMMUNICATION Teams can use radiophones to keep contact between the driver and the team during the race. For that they have to apply for a license from Estonian Technical Surveillance Authority, Radio Frequency Management Department: Sõle 23A, Tallinn, phone: , fax , info@tja.ee When going to scrutineering the radiophone has to be installed and the license presented. 7. FUEL AND TIRES Fuel must be in accordance with FIA Code appendix J article According to EASU resolution it is allowed to use bioethanol E 85. Fuel can be bought from the gas stations shown on the map of Rakvere. Reconnaissance car tires must apply to Estonian traffic law. It is allowed to use any brand of tires on the competing car. It is forbidden to use slick tires. Diameter and weight of wheels must be in accordance with FIA Code appendix J. It is possible to buy Michelin tires at the service park (suppliers phone number is ) 8. IMPORTING CARS AND SPARE PARTS There are no restrictions inside the EU. Organizers have set up cameras to detect any violations. All the drivers who have been on a race track outside the reconnaissance times will not be let into start. It is allowed to reconnoiter with each SS 2 (two) times, except SS2(3), Rakvere city, which is free. It is not reasonable to look for shortcuts in the city SS or any other SS as they will be closed before the start of the SS by the organizers and also the fact judges will keep an eye on the drivers and the legend. If we use shortcuts or reconnaissance when it is not allowed we will damage the reputation of the rally sport and the drivers who are fair. It is obligatory to follow the speed limits in the legend and on the road signs during the reconnaissance. Speed has been limited to 40km/h on the SS5.

10 If the road is very dry and dusty and there are houses nearby it is reasonable not to drive faster than 50km/h. To save resources and time the reconnaissance should be done in a circle system. Faster re-routes have been shown on the map. It is strongly suggested to go on a further SS when there is a queue at the closer SS. See the reconnaissance maps from the appendix MAPS 12. SCRUTINEERING 12.1 BEFORE SCRUTINEERING All competitors who use a turbo also have to present the spare turbo to the scrutineering committee. START PROCEDURE Positioning cars to the starting area in Rakvere City Square will take place between 15:00 and 16:30. Latecomers will be fined. There are parking organizers who show where the car has to be put. All competitors will be announced and a live broadcast made to the radio station. 15. FINISH PROCEUDRE It is not punishable to arrive to the finishing area earlier so we kindly ask you to arrive as soon as possible. All competitors drive over the finishing podium according to Competitors Relations Officers guidance. Awarding based on preliminary results will also take place there.
