4 Introduction Introduction Welcome to Parks, Sports, and Recreation in the City of Manassas! The City of Manassas has 11 parks to choose from for outdoor entertainment and exercise. Many of these parks have tennis and basketball courts that can be enjoyed all year long. The City also offers recreational fields that accommodate softball, baseball, soccer, football, and many other activities. There are bike and walking paths in the City where visitors can enjoy a refreshing scenic walk or a ride. Looking for a cool down? Stonewall Park Pool is a great place for summer fun, swim teams and swim lessons. There are pavilions and picnic areas at many of the parks for birthday parties, picnics and sporting events. For more information on reserving a park or field, visit Mission Statement The mission of Neighborhood Services is to improve the quality of life in Manassas by supporting and enabling neighborhoods to initiate and maintain improvements in communities through compliance with city code and proactive partnership with local government. The purpose of recreation in Manassas is to enhance the quality of life in the City by providing the best possible recreational facilities and open, natural spaces for its citizens. 3 P a g e

5 Introduction Background The City of Manassas was first established in 1976 and at that time the City set aside 259 acres of exiting park and recreation land. The City had proposed three neighborhood parks, four school parks, two linear parks, and four community parks. As of today, the City of Manassas has established eight school parks, 18 community/neighborhood/historic parks, two walking trails, a public swimming pool, and two established partnerships with large recreational facilities. The City of Manassas calculates the overall total of park acreage and green space by combining all available resources. However, as seen below in the graph the eleven active parks make up just park acres. The recreation budget can be seen in the graph below. 8 Introduction City of Manassas Parks and Fields are maintained by the department of Public Works, Buildings and Grounds. The maintenance includes trash removal, grass cutting, snow removal, repairing equipment and fields, and inspecting the safety of the amenities. 9 Introduction Planning & Standards In July of 2013 the City of Manassas adopted a new Comprehensive Plan. This plan is the primary guide to future planning initiatives for parks, open space, and recreational facilities. The Comprehensive Plan acknowledges that parks and recreational facilities contribute to the quality of life of citizens and are an attractive selling feature to new families relocating into the City. This plan employs several strategies to ensure that the current and projected recreation needs of the City are met through quality, well maintained facilities. Foremost, the Comprehensive Plan calls for the creation of a Parks Plan that will account for the long-term improvement of City open space, parks, and recreation facilities. Compliance with the Virginia Outdoors Plan recommended guidelines for parks and open space will provide a baseline for the development of new parks and recreational facilities. This document, a parks and facilities inventory is the first step in developing a Parks Plan which is proposed for FY16 in the recently adopted CIP. The Virginia Outdoors Plan recommends that localities should strive to meet the National Recreation and Park Association (NRPA) standards for parkland. NRPA recommends a locality to provide a minimum of 10 acres of parkland per 1,000 citizens. The City of Manassas, with an estimated population of 38,076 (ACS, 2011), needs a minimum of acres of parkland. The City currently falls short of this standard with acres of parkland and recreational amenities. Of this total acres are devoted to more traditional stand-alone city parks and 52 acres are included through non-traditional park facilities found in City schools and museum properties. There are several privately held parks and recreational facilities located in residential neighborhoods that are only accessible to residents holding membership to specific homeowner and community associations. NRPA classifies parks into four categories: neighborhood, community, district and regional parks, which are prescribed depending on the proximity and minimum acreage parameters. Neighborhood parks are smaller in size and typically serve a single neighborhood. At least three acres should be provided for every 1000 citizens. Community parks may contain game fields and court complexes with a service area including two to three neighborhoods or a 15 minute drive of the client population. District parks require a minimum of four acres per 1,000 citizens or a minimum of 50 acres. District parks should be accessible within a 15 to 20 minute travel shed. Regional parks serve several localities and have a recommended service radius of 25 miles and should contain a minimum size of 100 acres. The City of Manassas has eight community and four neighborhood parks in its inventory. The City does not have any district or regional parks. There are several Regional Parks located within Prince William and Fairfax Counties that are within a five mile radius of the City. These include Bull Run Regional Park, Ben Lomond Regional Park, Manassas National Battlefield Park, Hemlock Overlook Regional Park, Fountainhead Regional Park and Signal Hill Park. 8 P a g e

10 Introduction Next Steps The City of Manassas dissolved its Parks and Recreation department in FY10. During the fiscal years 2010 and 2011 the parks and fields did not see improvements in the CIP due to budget constraints. After this time frame in FY12 the parks and fields have slowly received funding to upgrade and repair necessary issues. The following next steps are for consideration in the future Parks Plan: Continue to implement approved FY 14 CIP park projects Indentify necessary park improvements for FY15 to keep existing parks open. Information included in the inspection is the type of amenity, NRPA classification, activity level, signage, rating of excellent/good/fair, CIP budgeted upgrades/replacements, and recommendations. Signs of deterioration were noted as well as areas that have been improved in the last several years. A visual inspection was made, looking for evidence of problems that may suggest hazards, i.e. tripping, collapsing, rusting, overuse, or decreased structure integrity. Also, recommendations were noted to alter, repair, replace, install, or remove to ensure the safety of use by the public. 9 P a g e

14 Baldwin Park Established 1987 This little park is nestled among the tall tress behind the Manassas Museum. This is a great place for a child s birthday party or just a quiet gathering for friends. The park is 40,000 sq. ft. (0.9 acres) of green space. In addition, the Manassas Museum lawn is calculated into the total quantity of public amenity green space adding 431,820 sq. ft. (9.5 acres) as it serves as the open space for the downtown Manassas area. (.15 acres). This location is a great place to visit historical exhibits, stroll through Echoes Museum Store, and enjoy an educational program. 23 Cavalry Run Park Established 1989 Cavalry Run Park is bright with sunshine and green space surrounded by the Haydon community. Amenities include a small parking lot, playground, tennis, pickle ball, basketball courts, and open play space. The park is 96,406 sq. ft. (2.2 acres) of green space. 25 Center for the Arts (Hopkins Candy Factory) 9419 Battle Street, Manassas, VA Established: Donated to the City of Manassas in 1998 In 2002 the renovated building was leased to the Center for the Arts of Greater Manassas. The Center offers the Merchant Family Art Gallery, theater, and studio classroom facilities. The facility is included in the overall total of the public amenity green space by adding 4,791.6 sq. ft. Additionally, the assessment revealed the parking lot has several potholes and large trucks parking in the lot overnight. Field # 6 has received new fencing per approval of project # R-31 in the FY12 CIP budget. Funding has been identified in the FY16 CIP under project # C-017 to update the master plan to relocate E.G. Smith Baseball Complex to Dean Park. The facility provides a wide range of recreational activities to the City of Manassas residents.
