10 Development of the improvement project for the C-32 and C-33 In 2013 abertis autopistas and the Catalan Government signed a public-private partnership agreement for the improvement of the toll roads that the latter controls in Catalonia. These improvements include, among others, larger discounts for customers and a programme of investment worth nearly 100 million euros by 2017, affecting both the C-32 and the C-33 in Vallès Oriental county and including improvements to road links, safety and capacity on these toll roads. New connection of the C-33 and the C-17 at Mollet del Vallès The new link road connects these roads in the Granollers-bound direction and improves user accessibility and mobility on the C-33 toll road. By taking Junction 1 at Mollet del Vallès, drivers can reach Granollers by the C-17. The entry into service of the new direct link road in July avoids the need for customers to take the old route along the link roads of the C-59 with the C-17 or the N-152. Moreover, the alteration also increases road safety, particularly in the case of heavy vehicles. The work was completed with a total investment cost of more than two million euros. The link road, with a length of 780 metres, has a platform 7.50 metres wide, divided into a 4-metre road, a right-hand shoulder 2.5 metres and a left-hand shoulder 1 metre wide. Works on the Sitges Centre link to improve access to the Más Alba industrial estate Improved connectivity at Junction 100, Mataró West, and new link road at Junction 99, El Sorrall This project involved remodelling the road link to give vehicles direct access to the Más Alba industrial estate and a new lane on the road towards Barcelona up to Junction 31 (Port d Aiguadolç) to improve safety. The works, which have a budget of 5.5 million euros, began in June last year and are scheduled to take 12 months to complete. Works began in June 2015 to improve connections between two junctions, Mataró West and El Sorrall. These works are scheduled for completion within 13 months, at a total investment cost of 10 million euros. The project includes:» KM 100: improved connectivity at the Mataró W junction with local road networks, and access to the Mataró Park shopping centre and Mataró Hospital.» KM 99: adaptation of the link road between the C-32 and the C-60, including the roundabout included in the El Sorrall partial plan, connecting the C-60 to the local road network in Mataró.» Finally, the project also includes transfer of the machinery park and Parpers tunnel control centre to the new STCB facilities in Argentona. These facilities were formerly located in the interior of the Junction 99 ring-road. The new road junction will feature two roundabouts, one of which will have a branch of direct link road from the toll road exit to the Más Alba industrial estate so that trucks and other vehicles are not forced to cross the urban centre of Sitges to make this journey, as is the case at present. The project, which forms part of the plan for investment up to the year 2016 agreed between the Catalan Government s Ministry for Territory and Sustainability and the C-32 concessionaire (AUCAT), pursues a three-fold goal: to improve access to the Más Alba industrial estate in Sitges; to increase the toll road s capacity and improve its services; and to improve road safety. Parallel to this, with the addition of a new one-kilometre lane on the road towards Barcelona, service will be improved on this section, which is used by many drivers as Junction 31 links tow toll roads: the C-32 and the C-31. As a complementary measure, the inner limit of the Tarragona-bound lane will be widened in order to increase comfort and safety. Finally, the surface of both toll road lanes will be improved, while signage will be adapted to the new conditions and environmental integration measures will be implemented. The work was completed by drainage facilities, safety and signalling elements and vertical and horizontal signage. Works began in May 2015 and are scheduled for completion within 12 months, at a total investment cost of 5.5 million euros. 10 Infrastructure

Road safety training with Barcelona local police In cooperation with Barcelona local police, training in road safety at work was organised. This training focused on accidents when travelling from home to work taking into account corporate strategies with a view to integrating road safety culture in the organisation. This vision generates new Corporate Social Responsibility values, enhancing the quality of life of employees and their families, the community and society in general. Course for Catalan police officers In December 2015, abertis autopistas gave its cooperation to the Public Safety Institute of Catalonia for the Refresher Course for Traffic Commanders. When our turn came, we shared our way of managing toll roads, focusing on operation of the road itself. In this, we emphasised the importance of establishing protocols and procedures to guide those working on the toll roads in different scenarios and emergency situations. These subjects covered were: Prevention and action on the road: MAP (Road Action Manual). Road safety: how road safety is managed and the accident victim profile. Toll road management: how the Operations and Coordination Centre works. Safety in the road network: warnings, detection systems and police action. In 2015, the current self-protection plans for toll roads were reviewed in order to update them and unify criteria and ensure that these documents follow common guidelines and structures. The Operational Manuals detail the facilities and actions linked to the operation of tunnels. They must be kept up to date and reviewed at least every three years. In 2015, new manuals for the existing tunnels on the AP-6 and AP-7 in the Levant zone were approved. The Self-Protection Plan describes the actions to be taken in the case of an emergency. The plan is formalised and adopted as official in a document that is distributed to all work teams to serve as a guide and avoid improvised situations when action is necessary. Broadly speaking, the plan contains:» An inventory of facilities and evaluation of risks.» An inventory and description of self-protection resources and measures.» An Action Manual describing action to be taken in response to different situations.» Instructions to ensure efficient internal coordination.» wrecommendations for implementation, maintenance and updating. 18 Road Safety

Likewise, in a few months the La Jonquera, La Selva and Montcada (AP-7) will also be modernised. Overall, the plan represents investment of million euros by Áreas. This project responds to the new habits and needs of toll road motorists and customers. Prior to the implementation of this plan, abertis autopistas and Áreas carried out an in-depth study of the different service areas in order to adapt the facilities at each of them to the new habits of regular users. Áreas continues to introduce its own brand, Airea, which transforms service areas with a completely renovated design, incorporating regional products, among other value-added services. The plan also continues the firm s commitment partnering up with well-known catering brands, some of which have been very well received, such as Burger King and Il Caffè di Roma at La Selva and El Vallès, where they have already been operating for some years. Under the agreement, ECOEMBES will designate the private packaging waste selection where the waste generated at abertis autopistas facilities will be classified, guaranteeing the traceability of the waste to its final destination. A communication campaign has been launched through signage at all abertis autopistas work centres to inform about the correct way to dispose of waste in each different container. A study was carried out to characterise the waste plastic containers, cartons and light cans collected from a sample from one of the company s toll roads, and the waste fractions obtained were then extrapolated to the other roads in the system. 34 Developing People More than 450,000 euros invested in the Human Resources Training Plan In 2015, the abertis autopistas Training Plan ensured that all the company s workers were able to take part in educational activities. These sessions were devoted to developing technical abilities as well as personal skills. The aim was to provide training to enable people to adapt to different profiles where the new technologies and toll systems require different types of skills. Many workers at the company have gained access to posts of greater responsibility through Internal Promotion, entering management, becoming heads at centres of operation, in maintenance, gaining promotion to director from management level and even trainees at the end of their work practice period who have become maintenance managers, now with employment contract. More than 250 courses Total direct investment of 450,000 euros 25,000 hours used in professional training The company itself recruits personnel from among the workforce by adapting the Training Plan to the profiles that are required in the present situation. As a result, we have trained staff with the right profile to take on greater responsibilities when necessary. The company also operators a Succession Plan aimed at preparing people with the right profile ahead of expected future needs. The Training Plan enables the company to prepare workers to take on posts of greater responsibility within the company. Shared goals through Teambuilding In 2015, a strategy was designed with the aim of improving internal communication, sharing the company s objectives and increasing its efficiency through teambuilding activities. These activities, which lasted one or two days and normally took place in a separate working space, focused on goals, experiences and good practice among teams. The direct participation of management staff helped to put across the company s strategic objectives and to encourage debate about what each division or department can contribute to achieving them. All sessions revolved around group work aimed at generating discussion, participation and the formulation of suggestions for improvement. Subsequently, a plan for continuity of the initiative and for postteambuilding activities was proposed. 8 teambuilding sessions in which more than 180 workers took parts. Development of the abertis autopistas Equality Plan In 2015, abertis autopistas carried out more actions to develop the company s Equality Plan, established in the Single Collective Bargaining Agreement, which regulates relations between the company and its staff. 35 Improvements in Health and Safety at Work Observations on the Road becomes a firmly established practice In 2014, abertis autopistas introduced a new model for monitoring activities performed on toll roads, a model based on the DuPont methodology for the observation of unsafe acts. The system revolves around monitoring visits during scheduled actions, especially if works are being carried out on outsourced services. A multidisciplinary team composed of managers from the Operations Centres Area, as well as staff from the Prevention Service plan a visit and checks that all interventions are carried out in accordance with the current Manual for Road Actions (MAP) and Coordination of Business Activities (CAE). This method is rated very highly since it enables the company to detect in situ points where improvements can be made in the field of health and safety and in compliance with environmental protocols established for measures carried out on the road. Review and updating of risk management policies for the company s own employees and external personnel on toll roads operated by abertis In 2015, abertis autopistas undertook the review and updating of Safety Risk Evaluations. This task enabled the unification of evaluation criteria on all toll road concessions, and the subsequent implementation of a common application that ensures the homogenisation of information and enriches associated global information. Psychosocial Risk Assessments were also carried out for staff performing their work on the AP-7 in the Levant area, the AP-4 and the C-32. abertis autopistas is now planning fresh studies to be conducted in the near future on other toll roads. From the point of view of work carried out by external suppliers, the document governing the Coordination of Business Activities (CAE) was revised and updated. For the first time, moreover, the scope of this document was extended to freelance workers and supply companies. Safety Observation on the Road is a monitoring tool that:» Illustrates management s commitment to the zero accidents philosophy.» Demonstrates the company s determination to require the safest practices for both its own staff and suppliers.» Enables verification of compliance with the requirements of the Manual for Road Actions and of the Coordination of Business Activities.» Allows the company to correct unsafe situations and propose Improvements. abertis autopistas operates a system for Health and Safety at Work that has been certified according to the OHSAS European standard. New Meetings with Suppliers In 2015, abertis autopistas organised more information sessions to share the company s zero accidents vision with executives from it supplier companies abertis autopistas organised the company s First Supplier Conference at head office on 20 November 2014 for the purpose of sharing a message of strategic priority: zero accidents. This initiative continued in 2015, as abertis stressed to regular suppliers to the company s toll road network its view of the vital importance of Health and Safety at Work, as well as environmental conservation.
