Geographical Location: Service areas of the fire stations of Budapest, Szolnok, Miskolc, Győr, Kiskunfélegyháza 4. Objectives The programme s wider objective is the application of the Acquis in the field of environmental protection, namely the Seveso II Directive (96/082/EEC). Said directive, which will be obligatory also in Hungary following the EU accession, determines all the conditions and standards to be applied in the field of environmental protection and disaster prevention. The immediate objectives of the programme are to achieve disaster prevention and technical rescue capacities for the National Headquarters of the Hungarian Fire Service (NHHFS) that meet European Union standards in the five NHHFS priority areas of Budapest, Győr, Kiskunfélegyháza, Miskolc and Szolnok. 5. Description of activities The NHHFS is in the process of carrying out an extensive modernisation programme that in funded by the Hungarian national budget and by contributions of the Hungarian insurance industry. Insurance companies are required by public law XXXI/1996 to remit 1 percent of their income from property insurance to the fire department. As an essential part of its modernisation effort, NHHFS plans to turn the nine municipal fire stations at Budapest, Debrecen, Győr, Kiskunfélegyháza, Miskolc, Pécs, Szolnok, Veszprém and Zalaegerszeg into technical rescue bases that meet the highest international standards. Operational staff is to be trained, and equipment for disaster prevention and the protection of the environment will be acquired. All required feasibility studies and risk analyses have been prepared to support the NHHFS modernisation strategy. This program is the continuation of a similar development program of 1998 the implementation of which will be started also in the second half of The 1998 Phare Programme contributed 2 million Euro to finance the instrumental development of the fire service for disaster prevention and technical rescue. the NHHFS has used the l998 Phare allocation to complete the upgrading of Veszprém fire station, and for the first phases of the upgrading work at Budapest and Szolnok stations. Joining the SEVESO II directives - the application of which has been compulsory in Hungary since February 3, implies, that the country must also provide the technical guarantees determined in the directives. The EU accession process increases the demand for the application of the technical and safety rules involved in the acquis communautaire; said rules will receive priority upon accession. These conditions can be met only if the fire service is in possession of all means in the fields of disaster prevention, chemical and technical rescue enabling the fire brigades to provide the necessary technical, environmental services. For this purpose the fire service needs mobile cranes with a lifting capacity above 35 tons, and technical and chemical rescue machines which can be used in case of traffic accidents and emergencies in industrial plants. 2 The NHHFS will use about 7% of the 1999 Phare allocation for comprehensive training programme, including language training, for its operational staff. An improvement of the language skills of the NHHFS officers is urgently needed to step up the professional contacts with the fire fighting organisations in the Member States of the European Union. Fire stations were selected for this program the activity range of which covers the whole country and are situated in major industrial and traffic centres, and which provide for the elimination of accidents in the quickest possible way with the most up-to-date methods. The distribution of the purchased machines among the different fire bases is a result of this concept. The purchase of the mentioned equipment is necessary since now the fires service has no or not enough up-to-date tools for the prevention of disasters, the elimination of damages caused by traffic and industrial accidents. The equipment : The bulk of the 1999 Phare allocation will be used to acquire 2 fire cranes, 3 sets of equipment for chemical defence, 3 sets of technical rescue equipment, and seven fire fighting vehicles. The crane is necessary for the most dangerous and technically most complicated part of technical rescue movements, to perform different lifting and restoring tasks. The technical rescue machines are used for primary intervention in case of traffic and rail accidents for life-saving, for the elimination of traffic obstacles, in case of building accidents and natural disasters. The chemical rescue machines are inevitable for the protection of the environment in case of traffic and industrial disasters caused by the expansion of the chemical industry. The purchase of more carrier machines is necessary, because they are capable to carry both technical and chemical rescue containers and, according to our professional preparations, this solution ensures the most economical utilisation of the machine park. The National Headquarters of Hungarian Fire Service is going to contribute to this part of the program by reconstructing the fire stations so as to enable them to lodge the appropriate machines. The human resource part of the program contributes to the effective development of the language skills of the fire service staff, which is inevitable for the accession process. The training institute of the fire service is going to contribute to this part of the program by providing its training facilities, rooms, tools, organisation, etc. 6. Institutional framework The National Headquarters of Hungarian Fire Service, local fire stations and the Ministry of the Interior represent the institutional background of the program. Both the Headquarters and the local fire stations are ready to house and to put into operation the rescue equipment to be purchased. 7. 3 8. Implementation arrangements NHHFS shall be responsible for the technical implementation of the project and it shall nominate a Senior Programme Officer. The CFCU will manage the administrative and financial implementation under the responsibility of the Programme Authorising Officer, as required by the Phare DIS in co-operation with the NHHFS. In the equipment part all the four lots will be tendered in one single open international tender. The human resource part will be tendered in one single open international tender in one lot. Due to the fact that the priority was given to provide language training the need for twinning has not be identified. 9. Once completed, the project will make a significant contribution to the protection of both the human and natural environment. 11. Rates of return Not applicable. 12. Investment criteria 1. Catalytic: The Phare contribution will enable the NHHFS to complete its modernisation of five priority fire stations within three years instead of ten to twelve years without Phare support. 2. Cofinancing: The NHHFS will provide the overall technical management of the programme and contribute about 11 percent of its total costs. 3. Additionality: No other financiers will be displaced by the Phare intervention. 4. Project Readiness and Size: All the important technical studies have been completed and ready for the tender process. 5. Sustainability: The stipulations laid down in the Seveso II Directive will provide the technical background for the programme. The equipment purchased will be in accordance with European Union norms and standards. The NHHFS fire stations are in a position to maintain and operate the equipment effectively in the long run. Funds for the operation and maintenance will be provided by the Hungarian national budget and by contributions of the Hungarian insurance industry. 6. Competition: Training services and equipment will be procured in line with the regulations of the Phare DIS. 13. Conditionality and sequencing The programme reflects the commitment of Hungary to fulfil its obligations concerning the implementation of the Accession Partnership. The NHHFS has demonstrated its ability to absorb external support in the course of carrying out the 1998 Phare Programme. 8 ANNEX 4 Disaster prevention and technical rescue RELATION TO EARLIER PHARE PROJECTS For this development plan the NHHFS received within the frames of COP-98 a PHARE aid of 2 M EUR for the project entitled Instrumental development of the fire service for disaster prevention and technical rescue. From this aid in 1998 the instrumental development of the technical rescue base in Veszprém was finished and the same was started in Budapest and Szolnok. In this project the following equipment is being purchased: 1 heavy fire crane, 3 carriers, 3 chemical rescue containers and 1 technical rescue container. This project is the second stage of a three-year development process having the same aims and concept. In 1999 the two projects - within COP 98 and COP 99 - will be implemented simultaneously. 9 ANNEX 5 Disaster prevention and technical rescue REFERENCE TO FEASIBILITY STUDIES In the recent years feasibility studies were prepared by the MOI NHHFS which provide the professional base for the implementation of the program. The claims were investigated, a statistic analysis was prepared which prove the urgent necessity of the development program. A financial calculation consisting of several succeeding steps was prepared separately for each step in which % of own source is added to the PHARE aid. During the implementation of this project we can lean on the experiences of the first stage of the program realised within COP-98.
