4 Attica Tollway: The Athens Ring Road The main need for the development of the Attiki Odos was to provide Congestion Free ACCESSIBILITY to the Region: Attica Tollway connects: 30 Municipalities 2 National Roads 3 Ports (Pireaus, Rafina, Lavrio) Attica Tollway provides access to: Athens International Airport Industrial Zone of Thriassio Basin Fast-developing residential area of Messogia
5 Urban Motorway with traffic flow controlled by tolls First urban motorway in Europe with traffic filtered through tolls. Wide range implementation of the "Managed Lane" principle by locating toll stations at all entries to the Road (39 stations 195 gates) Open toll system - Users charged full rate at entrances. Flat fare, discouraging short distance trips and allowing high level of service. Manual tolling of the 80s and 90s was considered "Old Fashioned". Attica Tollway introduces for the first time ETC in Greece (2002). Attica Tollway introduces for the first time one way ETC interoperability (2008). Full Interoperability achieved among 5 Toll Infrastructure Projects (2013).
6 Need to gain recognition & public acceptance Public Acceptance is linked to the Provision of High Level of Services, since: Tolls were imposed in an urban motorway for the first time in Greece. The flat toll system regime was viewed by many as "unfair". It became evident early on, that for a successful project: Advance Traffic Management needed to be offered. Services and traffic conditions should be viewed and should actually be "priced", making worth paying a flat toll.
