J.1 Introduction A public involvement program was initiated in February 2018 and will continue throughout 2018 to notify and inform the public, agencies, community leaders, and other affected stakeholders about the Project. J.2 Public Involvement Program Summary Public participation is an important part of TEP s environmental planning process. Public involvement and communications activities were conducted as part of the Project to inform the public of the need and benefits of the Project, and to solicit public input. The public planning process was intended to ensure effective and timely communication among TEP staff, the public, agencies, and stakeholders. TEP used several different public outreach efforts to inform the affected members of the community in the study area. Those efforts included: Briefings with community leaders, private land owners, agencies, and jurisdictions Stakeholder meetings Individual stakeholder meetings Two newsletter mailings, including comment forms Two public open house meetings Project information telephone line Project information address Project specific webpage on TEP s Internet website, including an online comment form Social Pinpoint page with ability to comment The outreach effort was designed to offer interested parties an opportunity to gain information and provide input, including recommendations. The public was provided a variety of opportunities and multiple means to review and comment on the Project. The various methods of communication and public interaction listed above are explained below. J.2.1 Stakeholder Briefings and Meeting In order to introduce the Project, gauge the level of stakeholder concern, and identify potential issues, individual briefings were conducted with key individuals within various jurisdictions and agencies. At these briefings, the Project s team members explained the purpose and need of the Project, provided the Project s description and detailed the environmental siting process, and asked for suggestions and opinions. In return, the community leaders provided TEP with their input on the potential for future development within and relative to the study area. J 1 Exhibit Page 317

The first stakeholder meeting was held on May 18, 2018 at TEP s Downtown Tucson headquarters (see Exhibit J 1 for sign in sheet and agenda). Eight stakeholders and nine TEP staff attended the meeting. The stakeholder meeting covered an overview of the project, the transmission system requirements, and the proposed substation and possible related transmission line locations. The group discussed opportunities and constraints for the project and the topics included the schedule, the possible locations of the Sonoran Corridor and re located UPRR railroad in relation to the project, the pole heights and diameters, and the required right of way widths. A second stakeholder meeting was held on August 6, 2018 at TEP s headquarters. The stakeholder meeting was intended to solicit additional input from the stakeholders to assist TEP in re evaluating its preferred alternatives. It was determined that the majority concensus among the stakeholders was that the Northern 2 and the Southern 1 alternatives were preferred. 8 Tucson Electric Power Company CEC Application Sonoran Substation to Wilmot Energy Center 138 kv Transmission Line Project August 2018 J Arizona Game and Fish Department Kristin Terpening of AZGFD conducted a site visit with TEP on July 26, 2018 and was given an opportunity to review the Biological Evaluation. AZGFD has not formally commented on the Project at this time. J Pima County Pima County staff participated in the stakeholder meeting held for the Project. Their interest in the Project is related to the proposed Sonoran Corridor and re located UPRR railroad, which is discussed in more detail in Exhibit H.3. Pima County has indicated that they prefer the Northern 1 Alternative (see Exhibit J 8). J City of Tucson COT staff attended the stakeholder meeting and were provided the newsletters. COT has not commented on the project. J Other Stakeholders TAA is a major land owner in the project area and has provided significant input in to the development of the transmission line alternatives. TAA supports the Northern 2 and Southern 1 Alternatives and does not want any new 138 kv transmission lines built along South Swan Road, adjacent to their parcels (see Exhibit J 6). South Wilmot Land Investors, Inc. (South Wilmot) is a major land owner in the project area. Southern 1 Alternative would be partially on land owned by South Wilmot Land Investors LLC, adjacent to their planned Verano development in Section 10. They have indicated that their preference is the Southern 1 Alternative as it has the least impact on lands owned by them. Wilmot Energy Center, LLC (WEC LLC)will interconnect with the Project. Portions of the Southern 1 and 2 Alternatives are located on land owned by WEC LLC. WEC LLC supports both southern alternatives, but prefers the Southern 1 alternative (see Exhibit J 7). J.2.2 Newsletters/Fact Sheets TEP prepared and mailed two newsletters that included comment forms throughout the development of the Project. Newsletter #1 was mailed on March 12, 2018 to 16,811 residents, landowners, and interested parties including public agencies and organizations in proximity to the study area (Exhibit J 2.1). Newsletter #2 was mailed on July 9, 2018 to 16,871 residents, landowners, and agency/organization representatives in the study area (Exhibit J 2.2). Both newsletters were also ed to the stakeholders listed in Table 9. The two newsletters were sent to provide current project information, and to announce upcoming public meetings. All newsletters were provided in both English and Spanish. J.2.3 Public Open House Meetings TEP published newspaper notices of all public meetings in the Arizona Daily Star, Sahuarita Sun, and Green Valley News. Summit St, Tucson, Arizona 85756) on Wednesday, March 24, The purpose of the meeting was to provide information about the proposed substation and transmission line, as well as encourage public input on the Project. TEP representatives were in attendance to answer questions. Five (5) members of the public and four (4) stakeholders attended. Questions asked at the introductory open house meeting were in relation to the Project need, substation siting, health effects, and visual effects of the Project. One (1) written comment was received at the meeting and an additional five (5) comments were received as part of the first newsletter/meeting outreach. These are included in Exhibit J 4 and Exhibit J 5 The sign in sheet is included as Exhibit J 3.2. A second public open house meeting was held at the same location as the first meeting on Wednesday, July 18, It was attended by four (4) members of the public and three (3) stakeholders (one attendee did not sign in). Questions asked at the meeting were in relation to the Project need, substation and solar array siting, and visual effects of the Project. One (1) written comment was received at the meeting and an additional three (3) comments were received as part of the second newsletter/meeting outreach. These are included in Exhibit J 4 and Exhibit J 5. The sign in sheet is included as Exhibit J 3.5. See Exhibit J 3.3 for the posters on display at the first open house meeting and Exhibit J 3.6 for posters added at the second meeting. J.2.4 Telephone Information Line A toll free telephone information line was established on March 23, 2018 for the Project. The automated message, in English and Spanish, provided basic information and encouraged callers to leave a message requesting more information or a return call. The Project webpage address was also provided for the public to access updated Project information. The telephone number was advertised in the newsletters and on the Project website. The information line voic was checked regularly (and more frequently following newsletter mailings and public open houses). All messages that required a response were answered by one of the appropriate Project team members. To date a total of three (3) voic s has been received. All messages received were entered into the comment tracking database. J.2.5 Project Website The Internet has evolved into a primary source of information, therefore TEP maintains a website featuring their various projects throughout southeastern Arizona. The site address is A page devoted to the Project was added to the TEP website before other public participation activities commenced, and was updated throughout the planning process. The Project specific page is to wilmot/. The Project webpage was updated regularly to include both general and specific information on the Project, including the latest maps and the Project newsletters. After the public open houses, the displays and graphics presented to the public were added to the Project webpage. The webpage also allowed people to submit comments via an online public comment form called WUFOO, engage with the interactive Project map through Social Pinpoint, or to request more information. This platform also allowed the TEP Project team to track and trend all comments received. The automated comment tracking database served as a platform and universal location for the storage of all Project comments submitted by the public. To date, TEP has received two (2) WUFOO comments, which are included in Exhibits J 4 and J 5. J.2.6 Social Pinpoint Social Pinpoint is an online tool that enables community members and stakeholders to provide location specific feedback using a digital interactive mapping platform. The online map displayed individual route alternatives that provide a transmission line route to connect the proposed Sonoran Substation to the Wilmot Energy Center. Users are prompted to drag a pin to points on the route alternatives that they felt should be considered or avoided, and asked to provide detailed comments about their pin location. The tool was originally launched on March 9, 2018 and the tool was updated on June 27, 2018 with the alternative routes included in the application. Six (6) comments were received (three of which came from the same user, and were merged in our analysis). All Social Pinpoint comments are included in Exhibits J 4 and J 5. J.2.7 Comment Tracking Database (Exhibit J 19) At the time of preparation of the application 18 public comments were received regarding the proposed Project from the various sources discussed above. The comment database was then sorted by the issue area/concern (e.g. health and safety, project cost, appearance, location, and miscellaneous). This information was used to better understand the concerns of the community in regard to the Project and incorporate the preferences and concerns into TEP s plans where possible. J.3 Public Comments Received A total of 21 comments were received and categorized. Comments were sorted into the following categories: health and safety, cost, appearance, location, and other. Figure 4 shows the percent of each type of comment received. Respondents frequently indicated that location was of interest to them, with location being relevant to 53% of responses from the public. Health and safety was of interest in 37% of the responses. Of note, nearly a quarter of the comments received addressed issues outside of the Project scope, for example, they expressed desire to see public improvement projects in the study area, concerns over grazing rights/access, and additional miscellaneous concerns. Public Comments and Concerns by Topic TEP took into consideration the public s concerns and preferred alternatives for the Project. Of the 21 members of the public who provided public comment for the Project, 19% of respondents expressed their support for the Project based on its purpose and need. Respondents were provided multiple means for expressing their support for a specific alternative route throughout the duration of the public engagement process. Six (6) respondents expressed a route preference during the first public outreach phase of the Project, which, at that time, included six (6) alternatives that connected the planned Sonoran Substation to TEP s existing South Loop Substation (see Figure 5). All six (6) of those alternatives utilized the same South Swan Road corridor for that segment of the Project, therefore the six (6) comments expressing a preference for what is now Northern 1 and Southern 1 in this application, is documented separately herein because these comments have somewhat lost their relevance. Of note, four (4) of the six (6) respondents live in Sahuarita and the remaining two (2) respondents from Tucson do not live in the Final Study Area. J 9 Exhibit Page 325

Within this small pool of responses, Northern 1 received one (1) comment in favor, Northern 2 received two (2) comments in favor, Southern 1 received one (1) comment in favor, and Southern 2 received three (3) comments in favor. Figure 6 depicts the preference of the public for the Northern 2 Alternative, and Figure 7 depicts the preference of the public for the Southern 2 Alternative. TUCSON, AZ MARCH 2018 Tucson Electric Power (TEP) has proposed building a new 138 kilovolt (kv) substation, switchyard, and transmission line south of Tucson to strengthen electric reliability for customers, meet future energy needs in the area and support what will become TEP s largest local community-scale solar array and battery storage system. The planned 100-megawatt (MW) solar array and accompanying 30 MW energy storage system (the Wilmot Energy Center) will be owned and operated by an affiliate of NextEra Energy Resources. The systems are expected to be in service by the end of 2020 and will provide enough power to serve up to 21,000 homes. The intent of this newsletter is to provide information and solicit comments from the public regarding the project. TEP encourages residents and other stakeholders to share their comments to help inform the company as it refines plans for the project. PROJECT STUDY AREA AND ALTERNATIVES Sonoran Substation TEP expects to build the proposed Sonoran Substation on 30 acres within an approximately one-square-mile area extending south and east from the intersection of East Old Vail Connection and South Swan roads. This location was identified through TEP transmission, distribution and land-use planning analysis and in consultation with Tucson Airport Authority (TAA), which owns the property. TEP is conducting resource studies to identify the best location for the substation within the one-square-mile area being studied. Selection of this area for the substation was based on projected energy needs in the area of Pima County s Aerospace Parkway, proximity to several existing TEP 46kV and 138kV transmission lines, and proximity to the planned Wilmot Energy Center, which will include the solar array, battery storage system, and supporting infrastructure. Wilmot Switchyard The proposed Wilmot Switchyard will be sited within the Wilmot Energy Center. 138kV Transmission Line TEP has developed a preliminary study area and is currently studying six alternatives for the proposed transmission line. These six alternatives are shown and described herein. PROJECT DESCRIPTIONS Sonoran Substation The proposed Sonoran Substation would house transformers and other equipment to reduce the voltage from the 138kV transmission voltage to distribution-level voltages for delivery to customers and interconnect to existing 138kV transmission lines. The substation would interconnect with the Wilmot Energy Center, support customer growth in the area and alleviate overload conditions on nearby circuits under contingency conditions. Wilmot Switchyard The proposed Wilmot Switchyard would interconnect the Wilmot Energy Center to TEP s electrical system through the proposed 138kV facilities. 18 138kV Transmission Line The proposed 138kV Sonoran to Wilmot Switchyard to South Loop Transmission Line would provide additional transmission capacity for area customers and provide additional reliability to the existing 138kV transmission system. The line would extend approximately 10 miles from the proposed Sonoran Substation in the City of Tucson to the proposed Wilmot Switchyard to TEP s existing South Loop Substation, near South Nogales Highway and Pima Mine Road in Sahuarita, Arizona. The line would cross land owned by the State of Arizona and private land in Tucson, Sahuarita and unincorporated Pima County. TEP would build the line with steel monopoles, each about 100 feet tall. REQUIRED APPROVALS The City of Tucson would need to issue a land use permit before the start of construction for the substation. TEP expects to file an application for a Special Exception Land Use Permit in June The Arizona Revised Statutes requires TEP to secure a Certificate of Environmental Compatibility (CEC) for the transmission line and switchyard from the Arizona Corporation Commission (ACC) prior to construction. The Arizona Power Plant and Transmission Line Siting Committee (LSC), a committee established by the ACC, will review the application in a public process and may issue a CEC for the project. The ACC will then review the CEC and make a final decision during a public meeting. Alternative C, shown with an orange line on the map, begins at the proposed Sonoran Substation and continues south along South Swan Road to the Wilmot Switchyard, then continues south for over three miles until co-locating with TEP s existing Green Valley to South Loop 138kV transmission line on new doublecircuit transmission monopoles. These co-located facilities would continue for over four miles to end at TEP s existing South Loop Substation. Alternative D, shown with a red line on the map, begins at the proposed Sonoran Substation and continues south along South Swan Road to the Wilmot Switchyard. The route then turns west and continues for three miles, turns south and continues for two miles, turns west and continues for one mile across Old Nogales Highway before it turns north and continues about a quarter mile to end at TEP s existing South Loop Substation. TUCSON, AZ JULY 2018 Tucson Electric Power (TEP) has proposed building a new 138 kilovolt (kv) substation, transmission lines and switchyard south of Tucson to strengthen electric reliability for customers, meet future energy needs in the area and connect the local electric system to what will become TEP s largest local community-scale solar array and battery storage system. The planned 100-megawatt (MW) solar array and accompanying 30 MW energy storage system located at the Wilmot Energy Center (WEC) will be owned and operated by an affiliate of NextEra Energy Resources. The systems are expected to be in service by the end of 2020 and will provide enough renewable power to serve up to 21,000 homes annually. TEP encourages residents, stakeholders and members of the public to share their comments and help inform the company as it refines plans for the substation and transmission lines. STUDY AREA AND PROJECT DESCRIPTIONS Selection of the study area for a new substation and 138 kv transmission line to the WEC was based on projected energy needs of nearby residential and commercial customers, anticipated growth around Pima County s new Aerospace Parkway, and proximity to several existing TEP 46kV and 138 kv transmission lines. The study area also is located near the planned WEC, which will include the solar array, battery storage system and supporting infrastructure. In spring 2018, TEP transmission planners reduced the scale of the project because transmission studies indicated that existing and planned infrastructure would provide adequate capacity to accommodate the new facilities and new connections to TEP s South Loop Substation in Sahuarita were unnecessary. The project name was then changed to Sonoran Substation to Wilmot Energy Center from Sonoran Substation to Wilmot Switchyard to South Loop transmission line project. See the attached map for more details. Sonoran Substation TEP expects to build the Sonoran Substation on about 40 acres at a site located southeast of East Old Vail Connection and South Swan roads. See the map for an approximate location. Transmission planners identified this site, located within Tucson city limits, through TEP transmission, distribution and land-use planning analysis, resource studies and in consultation with Tucson Airport Authority (TAA), which owns the property. The Sonoran Substation would connect TEP s existing 138 kv transmission system to the WEC. It also would house transformers and other equipment to reduce voltage from TEP s 138 kv transmission voltage to lower voltages for delivery to customers. The additional capacity would help improve reliability by reducing the stress placed on existing circuits, and support customer growth in the area. Wilmot Switchyard The Wilmot Switchyard, which would be located within the WEC, would interconnect the new solar and battery storage systems to TEP s electrical system through the proposed 138 kv facilities. AROUND THE WORLD IRAN 11 die as plane crashes on UAE-Turkey flight TEHRAN A Turkish private jet flying a group of young women from the United Arab Emirates to Istanbul crashed Sunday in heavy rain in a mountainous region of Iran, killing all 11 people on board, authorities said. Days earlier, the doomed aircraft carried a bachelorette party bound for Dubai, although it was not clear who was on the plane when it went down. Iranian state television quoted a spokesman for the country s emergency management organization as saying the plane hit a mountain near Shahr-e Kord and burst into flames. Shahr-e Kord is some 230 miles south of the capital, Tehran. Villagers said they saw flames coming from the plane s engine before the crash, according to a report by Iran s state-run judiciary news agency, Mizan. The plane took off late Sunday afternoon and climbed to just over 35,000 feet. A little over an hour later, it rapidly gained altitude and then dropped drastically within minutes, according to FlightRadar24, a flight-tracking website. WORLD A11 FRANCE Far-right party could become National Rally LILLE French far-right leader Marine Le Pen proposed renaming the National Front party co-founded by her father 46 years ago as National Rally, opening a new era after her resounding defeat in last year s presidential race. Le Pen s proposal culminated her closing speech at the party s two-day congress in Lille, the capital of the National Front s northern heartland. The name National Rally must be approved by party members in a mail vote, and it was not clear over the weekend whether they would accept the change. POLAND Warsaw rally shows solidarity with Jews WARSAW Hundreds of Poles gathered Sunday in Warsaw to express their solidarity with Jews who perished in the Holocaust, were expelled from Poland 50 years ago or feel targeted by a new wave of anti-semitism today. Speakers at the demonstration denounced policies of the current Polish government that have led to a dispute with Israel and sparked a wave of anti-semitic rhetoric. They gathered late Sunday afternoon at the Gdanski train station, the departure point for thousands of Poles of Jewish descent who were forced to leave the country in March 1968 by the Communist regime of the time. TEP has proposed building a new 138 kv substation, transmission line and switchyard south of Tucson to strengthen electric reliability for customers, meet future energy needs in the area and connect the local electric system to what will become TEP s largest local community-scale solar array and battery storage system. Residents and others are invited to attend an open house meeting to learn why the project is needed and how improved facilities will provide benefits to customers. I took everything in, he said of the cowboy art created by artists such as Charles M. Russell, known as the Cowboy Artist, and Frederic Remington, painter and sculptor. It s something that really inspired me. His wife, Mary, said her husband lives to paint. He just loves what he does. He hasn t left this room, she said while we stood in Barbosa s garage-converted studio in their Enchanted Hills home near Kennedy Park. After years of selling his art during the weekends in local shopping malls and the Pima County Fair, where he won some awards, in the early 80s his art began appearing at the Mountain Oyster Club and El Presidio Gallery. In 1992 he earned second place at a Western art show in Prescott. In won Best of Show at the 2011 Empire Ranch Show and the 2015 Arizona-Sonora Desert Museum-Four Corners Gallery Show. His studio is filled with finished and uncompleted art pieces. Several bookshelves are crammed with books about art and Western history. He has boxes of photographs. He visits places from Texas to Flagstaff to draw inspiration and ideas. Also this comment is from Town of Sahuarita and is not a Public comment. 7/7/2018 Resident in Study Area There is no mention of how much emf radiation will result from these transmission lines and the health impact of people residing along side the lines aka clusters of cancer. There is no mention of fencing which should be used to keep people out of the transformer substation. The solar panel farm should be open range and remain unfenced for cattle grazing and hiking. Alternative 2 is preferred over Alternative 1 since the future airport expansion will have the runway crossing S Swan just north of Old Vail Connection Rd. Otherwise taxpayers will be expected to pay to have the poles moved from along S Swan when the runway expansion actually takes place. Note this is the same as the Northern 2 Alternative. Alternative B is preferred over Alternative A since Diamond Ventures was approved to build a neighborhood in the section along S Wilmot and will have a higher density of homes needing more electricity and the prisons need a lot of electricity as well. S Swan is expected to connect to Sahuarita Rd. and that work might require the poles to be moved if the road is widened. Note this is the same as Southern 2 Alternative. If new 138kv transmission facilities to the South Loop Substation are needed, please evaluate a corridor on the north side of Pima Mine Road, adjacent to the existing overhead transmission facilities, which could be a modified version of Alternative D, where the new transmission line accesses the South Loop Substation from the north. Note that Alternative Routes E and F in the Final Study Area is equivalent to Northern 1 and Southern 1, however, no other options for this segment of the line were provided in the first public outreach. This leg of the transmission line needs to run to the far east side since future airport expansion has the runway crossing S Swan Rd just north of Old Vail Connection Rd. Otherwise once the airport expansion happens the poles will need to be moved at taxpayer expense if it runs along S Swan Rd. Note this is equivalent to the Northern 2 and Southern 2 Alternatives. This southern quadrant should have the transmission lines run on the east side of this block since there is already an approved development for Diamond Ventures to begin its housing on the S Wilmot Rd section of land. The demand for electricity will be higher once that more densely populated area is build and the prisons use a lot of electricity for lighting. The lines should be buried in this area for aesthetic purposes for when the homes go in. Note that this is the equivalent of Southern 2. The res point property near I 19 and Pima mine has large areas made useless due to where lines were place. I expect you to optimize usefulness of the land you cut through. You haven't in the past.
