5 A few facts about the Waha and Nueces Headers Waha Header: Consortium of Carso (51%), Mastek (33%) and Energy Transfer (16%) are the owners of the Header. system. Nueces Header and Valley Crossing: Enbridge/Spectra own and operate the Header and the gas pipeline to Brownsville. Waha Header: CFEi owns 100% of the capacity on both the Header and the pipelines of Comanche Trails and Transpecos. Nuces Header: CFEi owns 100% of the capacity on both the Header and the pipeline Valley Crossing. Waha Header: The physical operator of the Header and the pipelines is Energy Transfer. Nueces Header: The physical operator of the Header and the pipeline is Enbridge/Spectra CFEi can make use of its capacity for third party marketing of services at both the Header and the pipelines up to its maximum capacity. This applies to both Waha Header and Nueces Header. CFEi has entered into agreements for wheeling at the Header and for optimization of its use with local producers. Gas does not necessarily have to end up being exported to Mexico only.
