9 Some SR 189 Study Purpose and Need Statements Provide for the seamless and efficient movement of goods, people, and information consistent with a congressionally designated High Priority Corridor (CANAMEX) Provide sufficient capacity on SR 189 to accommodate the expansion of the Mariposa LPOE. For 2040, provide sufficient traffic capacity and efficient operational characteristics on SR 189 and related intersections, including at the I-19/Mariposa Road TI and at Grand Avenue. 16 Draft Resolution of Support NOW, THEREFORE, BE IT RESOLVED BY THE REGIONAL PLANNING AGENCIES as follows: That it is the intent of the respective Regional Planning Agencies to work cooperatively to jointly advocate to the Arizona Department of Transportation, the Federal Highway Administration, the State Transportation Board, Arizona s Congressional Delegation, the Arizona Legislature, and other public and private stakeholders, to explore additional funding, creative financing, and additional statutory flexibility in order to advance the construction of the preferred build alternative for SR 189 into the ADOT Five-Year Transportation Facilities Construction Program while holding harmless those projects currently programmed therein. 18 2014 Description of Alternatives ALTERNATIVE 1: SR 189 CORRIDOR MANAGEMENT (Identified as most reasonable corridor alternative) Would provide improvements, upgrades, and implement access management strategies along the existing SR 189 corridor. Estimated cost: $50 to $70 million ALTERNATIVE 2: EXPRESSWAY TO I-19, ALONG SR 189 Would provide an elevated divided highway with limited access along the existing SR 189 alignment along with flanking one-way frontage roads. The expressway would convey traffic from the LPOE directly to I-19. Estimated cost: $150 to $215 million ALTERNATIVE 3: CONNECTOR ROUTE TO I-19 Would provide a new divided highway with no access points between SR 189 and I-19 along with access management changes along the existing SR 189 corridor. 19 Implemented Interim Improvements Add dual EB left turn lanes on SR 189 at the I-19 Mariposa TI NB on-ramp (Complete) Widen the throat of the I-19 Mariposa TI NB onramp (Complete) Coordinate/optimize traffic signals on SR 189 between Frank Reed Road and Grand Avenue (Complete) Improvements at the Mariposa TI should adequately meet operational requirements for 5 years depending on the amount of background growth of local truck, bus, and passenger vehicles.
