ISWM-TINOS IWA Regional Conference on Waste and Wastewater Management, Science and Technology «A Development of a Scheme for the Integrated Management of Municipal Solid Waste in Pyrgos and Panormos in Tinos Island» D. Malamis, K. Moustakas, M. Loizidou, A. Vidalis June 2013, Lemesos, Cyprus
EU LIFE+ ISWM TINOS The EU LIFE+ project aims at the planning and development of an Integrated Solid Waste Management scheme for solid waste in Pyrgos and Panormos communities in Tinos Island in line with the Waste Framework Directive 2008/98/ΕC Beneficiaries (1) Municipality of Tinos (TINOS) (2) National Technical University of Athens (NTUA) Duration: 32 months Start: End: (3) Università degli studi di Verona (4) Chemical Process and Energy Resources Institute (CPERI)
Municipality of Tinos Location in South Aegean Region
TARGET AREA OF THE PROJECT ISWM - TINOS PANORMOS COMMUNITY 400 INHABITANTS PIRGOS COMMUNITY TINOS
EU & National targets for MSW WFD (2008/98/EC): Recycle 50% (w/w) of MSW by 2020 Landfill Directive (1999/31/EC) By 2013 and 2020 the total amount of biodegradable waste produced in 1995 shall be reduced to 50 and 35% respectively Greek Law 4042/2012 (in agreement with WFD): binding national quantitative targets of 5 and 10% w/w minimum increase of bio-waste source separation by 2015 and 2020 respectively Recycle 55 to 80% (w/w) of the totality of packaging waste by 31 December 2011 and attain the following targets for materials contained in packaging waste: 60 % by weight for glass; 60 % by weight for paper & paperboard; 50 % by weight for metals; 22.5 % by weight for plastics;
MSW production (tn) ISWM - TINOS MSW MANAGEMENT IN TINOS ISLAND In Pyrgos and Ormos Panormou communities neither treatment facilities nor safe disposal sites of MSW are currently in operation. MSW: 210 tonnes per year in 2012 with an increasing trend Estimation of MSW production
MSW production (tn) ISWM - TINOS MSW MANAGEMENT IN TINOS ISLAND The biodegradable waste amounts to 63% w/w of the total MSW generated Plastic, glass and metal are equal to 27 w/w of total MSW Estimation of MSW production
NEED FOR ISWM PLAN IN TINOS ISLAND Significant potential for increasing MSW collection and recycling rates in Pyrgos and Ormos Panormou communities. The development of a rational ISWM plan for the case of Pyrgos and Ormos Panormou communities is of major importance in order to contribute towards the EU and national mandatory targets for the effective and sustainable management of MSW.
ISWM TINOS selection of collection method Among the different source separation methods the curbside collection was considered more appropriate due to the specific characteristics of the selected communities (i.e. small pathways inaccessible even to small size vehicles). The curbside collection system that will be applied in Pyrgos and Panormos communities includes the source separation of the following materials Waste paper & paperboard glass plastics & metals (joint collection) bio-waste Colour Yellow Orange Red Brown
INDOOR Temporal storage equipment MSW fraction paper & paperboard glass plastics & metals (joint collection) Bag Yellow Orange Red 10L reusable bags MSW fraction Bio-waste Bin brown Baskets of 10L & biodegradable bags
OUTDOOR Temporal storage equipment Considerations for estimating the number the capacity of outdoor bins for the effective collection of MSW fractions: total generation of each MSW stream the potential capture rate of each MSW fraction targeted the compatibility of the bins with the available waste collection vehicle the existing sites and capacity of the mixed waste bins (percentile collection coverage of bin sites) the collection frequency Outdoor wheelie bins of 240L for segregated dry recyclables Outdoor wheelie bins of 120L for segregated biowaste
OUTDOOR Temporal storage equipment
Network of outdoor equipment Panormos community PANORMOS COMMUNITY
ISWM plan for dry recyclables ISWM - TINOS Separately collected Paper/paperboard Glass Plastics & Metals (joint collection) INDOOR EQUIPMENT 10L reusable bags OUTDOOR EQUIPMENT 240L for segregated dry recyclables Transportation to MRF in Attica Region Storage to 3 separate containers near the communicities Collection & Transportation of dry recyclables
ISWM plan for bio-waste ISWM - TINOS Separately collected Bio-waste INDOOR EQUIPMENT OUTDOOR EQUIPMENT 10L Baskets Biodegradable bags 120L brown bins for segregated bio-waste Prototype Composting Unit Collection & Transportation of segregated bio-waste
Prototype aerobic composting unit The systems which comprise the composting unit Shredder for shredding the collected biowaste Feeding bin: for supplying the shredded organic material to the feeding compartment of the composting unit. Feeding compartment: for lifting the feeding bin & unload the biowaste within the composting bioreactor Composting system: The bioreactor which has a total volume of 21 m 3 The hydraulic & motor system for moving the substrate
Prototype aerobic composting unit Bioreactor: The process is implemented in four successive stages in a continuous mode The duration of the process is 60 days (15 days at each stage) The movement of the substrate from one stage to another is performed through a hydraulic cylinder which provides motion to a diaphragm (No agitation system lower cost). Forced aeration & hydration piping systems for oxygen diffusion & water addition A deodorization system for treating air emission by applying an air suction system & a biofilter PLC system for controlling the hydration, aeration & deodorization systems
O Composting Unit Panormos Pyrgos Containers
Monitoring & Evaluation of the ISWM For the monitoring and evaluation of the ISWM scheme in Pyrgos and Panormos communities a set of indicators are being recorded. the specific waste generation rate, the source separation ratio, the ratios of materials in the residual MSW, the ratio of impurities in sorted materials and the participation rate.
Initiation of the ISWM plan & Raising Awareness The plan initiated 10/06/2013 & Raising event in Pyrgos & Panormos Communities Information on how they can be involved and what input might be required from them. Distribution of the required equipment for sorting MSW Distribution of informative material
Next tasks Installation of the prototype composting system for the onsite treatment of segregated bio-waste (September 2013). Operation, demonstration and optimisation of the composting unit Study of the anaerobic digestion of biowaste in pilot scale at the experimental hall in Treviso in Italy Evaluation of the results of the ISWM system operation/ demonstration period economic feasibility, environmental benefits (Life Cycle Assessment) social benefits Suggestions for full-scale implementation of the ISWM system in Tinos Island
