2 FOREWORD This report is the fourth in the series showing the results of the 2011 Housing and Population Census. The first was published in November 2011 and contained the results of the Housing Census which preceded the Population Census by a few months. The previous two reports covered the demographic and fertility characteristics and the educational characteristics of the population. The present one deals with disability. The longer delay in producing the Population Census tables is due to the larger volume and greater complexity of the population data as compared to the housing data. Data published in this report have been prepared at different geographical area levels. The code in the left-hand margin of the table of contents indicates the geographical level at which the tables are presented, namely, I: island level, D: district level and R: Municipal Council Ward and Village Council Area level. Like all census data, the figures presented in the tables may still contain slight inaccuracies, which will be too costly to identify and correct. However, these do not in any way detract from the quality of the data and their usefulness. It is hoped that the present report will be particularly useful to administrators, planners and policy makers, and the public in general. This report is the result of the efforts of many persons and organisations and I am grateful to all of them. 5 Introduction 1. Background The history of census taking in Mauritius dates back to the eighteenth century. The Population Census conducted in year 2011 was the eighteenth for the Island of Mauritius and the eighth for the Island of Rodrigues. 2. Strategy The 2011 Housing and Population Census, which cost about 200 million rupees and mobilised some 7,200 field officers, was taken in two distinct rounds: the Housing Census followed by the Population Census. The main reason for adopting this procedure was to obtain at the Housing Census a list of names and addresses of heads of households which served as frame for the Population Census. The Housing Census was conducted from 31 January to 19 June 2011 and the Population Census from 20 June to 31 July 2011 in respect of all persons alive on the night of 3-4 July The Population Census questionnaire, a copy of which is at the end of the report, was filled in by fieldstaff with information provided by respondents. The data was captured by making use of scanning and recognition technology. The software EDMS.Imaging was used to check for scanning errors and for correction using the Key from Image (KFI) technique. Coding was done through a computer-assisted program while validation and tabulation were done using the software Integrated Microcomputer Processing System (IMPS) for Censuses and Surveys, which was developed by the International Programs Center of the US Bureau of the Census. 3. Coverage The Housing and Population Census covered the Islands of Mauritius, Rodrigues and Agalega. As regards St Brandon, only a count of persons spending the census night was made; these islands are mainly fishing outposts, with no permanent residents. 4. Population enumerated The Census counted all persons present on Census night in all private households and communal establishments, including collective quarters, as well as usual residents who were absent on Census night. Combinations of answers to questions asked on whereabouts and usual address enable both the present population (de facto) and the resident population (de jure) counts. i

6 At the 2011 Census the "de facto" population was 1,237,299 in the Republic of Mauritius whereas the resident population was 1,237,091. The exclusion of the very small resident population in Agalega does not affect the usefulness of the tables. As for St. Brandon, there were no permanent residents at the time of the census, although 25 men, mostly fishermen, were present on the island on Census night. 5. Area level of tabulation Different area levels of tabulation are used in this publication. An indication on the area levels at which tables are presented is given in the table of contents. Several census tables have been prepared down to the level of Municipal Council Wards or Village Council Areas (MCW/VCA). Maps showing boundaries of the Municipal Council Wards and Village Council Areas are included in the Appendices together with a list of these areas within each district and their codes. All Municipal Ward and Village Council Area boundaries are given as they were on 3 July 2011, and all census data are in relation to these boundaries. Comparison of the 2011 Census data with the 2000 Census data at MCW/VCA level should be made with caution since there have been revisions of boundaries between the two censuses. As regards Rodrigues, 6 local regions grouping adjacent localities were demarcated at the 2011 Census and some tables are published accordingly. A map showing the boundaries of these 6 local regions as well as a list of localities found therein are included in the Appendices. ii

7 6. Publication of results The Housing Census data were published in November 2011 as Volume I of the series of the 2011 Census reports. Volume II dealt with demographic and fertility characteristics while Volume III dealt with educational characteristics of the population. The present one deals with disability. Several additional reports will follow; these will give information on economic, household and migration characteristics. 7. Concepts, definitions and classifications (a) Household A household is either: (i) a one-person household, i.e., a person who makes provision for his own food or other essentials for living without combining with any other person to form part of a multi-person household; or (ii) a multi-person household, i.e., a group of two or more persons living together who make common provision for food or other essentials for living. The persons in the group may pool their incomes and have a common budget to a greater or lesser extent; they may be related or unrelated persons or a combination of both. (b) Family nucleus A family nucleus is either a couple with or without unmarried children, or a lone parent with unmarried children. (c) Household type One person household is defined as a private household with only one usual resident. A nuclear household is defined as a private household consisting entirely of a single family nucleus. An extended household is defined as a private household consisting of any one of the following: (i) a single family nucleus plus other persons related to the nucleus (ii) two or more family nuclei related to each other, without any other persons (iii) two or more family nuclei related to each other with other persons related to at least one of the family nuclei (iv) two or more persons related to each other, none of whom constitute a family nucleus iii

8 A composite household is defined as a private household consisting of any one of the following: (i) a single family nucleus plus other persons, some or none of whom being related to the nucleus (ii) two or more family nuclei related to each other plus other persons, some or none of whom being related to any of the nuclei (iii) two or more persons related to each other, none of whom constitute a family nucleus plus other unrelated persons (iv) two or more family nuclei not related to each other (v) Non-related persons only (d) Enumerated population (e) Present population (f) Resident population This category includes all persons who spent census night in the household (whether private or communal) as well as persons who usually live in the household but were absent on census night. This category includes all persons who spent census night in the household. The resident population is a count of all usual residents of a country at the time of the census. For census purposes, usual residence is defined as the place at which the person lives at the time of the census, and has been there continuously for the past 12 months or intends to live there continuously for at least 12 months. (g) Languages read and written (literacy) Persons were asked to state the language(s) in which they could, with understanding, both read and write a short, simple statement in their everyday life. (h) Educational attainment For persons not attending school, this refers to the highest level of education completed, whereas for persons attending school it refers to the standard, form or course being attended. Post-secondary education of the type that leads to an award not equivalent to a first university degree has been classified as vocational and technical training if the course has a "practical" orientation aimed at skilled and iv

9 responsible employment. (i) Disability Persons were asked about any long-term disability, i.e. any limitation to perform a daily life activity in a manner considered normal for persons of their age. Persons were asked to report all disabilities that they had. However, each disabled person was counted only once. The classification used for tabulation is as follows: EYE - A: Seeing even if wearing glasses EAR - B: Hearing even if using a hearing aid MTION - C: Walking or climbing stairs LEARN - D: Remembering, concentrating or acquiring education and learning PERSONAL CARE - E: Looking after oneself with regard to feeding, personal care and hygiene SPEECH - F: Speaking and talking MANU - G: Manual activities such as gripping and holding BEHAVIOUR - H: Disturbances of behaviour, including antisocial behaviour, maladjustment and liability to self injury (j) Currently employed This category includes (i) any person, aged 16 years and over who worked for at least one hour during the week from Monday 27 June to Sunday 3 July 2011, and (ii) any person who held a job during that week although he/she did not do any work. Work means any work for pay, profit or family gain, including selfemployment with or without employees as well as work without pay in a family enterprise or farm; but it excludes housework in one's own home. (k) Currently unemployed These are persons aged 16 years and over who had not worked for at least one hour during the week from Monday 27 June to Sunday 3 July 2011, and did not hold a job during that week, and took active steps to look for work anytime during the previous 4 weeks, and were available for work during the week ending 3 July (l) Currently active This category consists of the currently employed and the currently unemployed population. v

10 (m) Currently inactive This category consists of persons who were currently neither employed nor unemployed. (n) Occupation (o) Kind of business, industry or service This was the job at which the person worked the most hours during the reference period. The National Standard Classification of Occupations, an adapted version of the 2008 International Standard Classification of Occupations was used for coding. This was the kind of business, industry or service activities carried on at the person's place of work. The National Standard Industrial Classification of Economic Activities, based on the International Standard Industrial Classification of Economic Activities ISIC Rev.4 of 2007, was used for coding. vi
