2 Ivangorod Municipality is situated 136 km away from St. Petersburg and 214 km away from Tallinn on the right bank of River Narva, which is a border river separating Russia and Estonia, and, as of 2005, the European Union. The municipality area is 5,400 hectares. In 2009, Ivangorod s population is 10,560 inhabitants, of whom 5,120 are economically active. There are two secondary schools, one college, and a number of kindergartens in the town. There is also a community centre with various hobby classes, a TV station, and an amateur theatre; a sports centre has just been opened, and a swimming pool is under construction. The international M21 motorway connecting Tallinn and St. Petersburg and the railway connecting Tallinn, St. Petersburg, and Moscow pass through Ivangorod. There is direct bus service to Kingisepp, Ust-Luga, Slantsy, St. Petersburg, Veliky Novgorod, and many destinations in Estonia.

3 Ivangorod was founded in 1492 by decree of the Grand Prince Ivan III of Muscovy and began with the erection of a stone fortress on the Maiden Mount, which has been preserved till present time following numerous modernizations through the centuries. By 1498, Ivangorod citadel became the first regular fortress in Russia. The town was built as an outpost on the western border of the Princedom of Muscovy for defence against the Livonian Order. Moreover, in the 16th century, it was the only Russian port on the Baltic; trade with European countries a very busy one with the towns of the Hanseatic Union took place through it. In that period, servicemen, merchants, and artisans were the majority of Ivangorod s population. Ships laden with cargo kept arriving at the wharf; many of them were portaged to go on to Pskov and Ostrov through the lakes and rivers.

4 There are 423 registered enterprises in Ivangorod, 280 of which operate in productive industries. There are four large enterprises that formed the town. They are the flax and jute factory, the branch of Lenpoligrafmash (St. Petersburg), Narva GES and the plant producing boiler and auxiliary equipment and pipelines, which supplies its products to Russian thermal and nuclear power plants and, in the past, used to export them. There are other enterprises although they are smaller, they account for quite a substantial share of the town s industry. Some of these are the smoke-drying department of Pishevik fish factory producing general fish products and small batches of tinned food for use by astronauts in space, Kapir company producing packaged planting stock for gardening, OOO Poliron producing furniture and joinery, and OOO EstRuDoor producing fireproof doors and partition boards, which have been issued all the certificates required in Russia. Smaller businesses are involved in creating a frontier service infrastructure, offering services of maintenance and repair work, cargo traffic and passenger operations, as well as other consumer services. Most enterprises operate in the areas of commerce and catering.

5 At present, many of the enterprises that once used to form the town have available production facilities for hosting and operating various types of manufacturing activity. All of them provide infrastructure required for production and can be used by companies that wish to start producing car components for St. Petersburg s car assembly plants aiming to meet the stipulation of replacing the car components shipped from Europe with the ones produced in Russia. In addition, as construction of the second stage of Leningrad Nuclear Power Plant begins at Sosnovy Bor, there is growing interest in manufacturing equipment for this facility by companies of Ivangorod, which is situated fairly close to the construction site (85 km). Manufacture of largesize components will enable the client to achieve a dramatic reduction in the time of assembly directly at the site, where assembly work is often inconvenient and weather conditions may greatly affect the quality. The volume of construction will allow the new enterprise to be provided with work for years. Premises completely free of any equipment and supplied with crane facilities, communications, and transportation links are available to be used for these purposes. There is a production unit with the area of 10,300 sq. metres and the power input of 2 megawatt, a group of units of the boiler and pipeline plant with the area of up to 30,000 sq. metres including access railway links and a diesel locomotive on the lot of 23 hectares, as well as smaller units on the territories of the flax and jute factory and the VNIIG production plant. Ivangorod s general layout includes an area of 58 hectares with detailed planning which is intended for the construction of warehouses, a hotel, cargo customs clearance services in both directions, catering facilities, and shops. Electric power supply and other necessary service lines (heat and water supply, sewage) will be provided at the area s boundaries.

6 The town has prepared several project proposals for tourism development that are aimed at improving the infrastructure of this economic sector, which is quite important for the town. One of these is building a leisure water park with a hotel, conference facilities, water rides, and cafes. Information on this project can be found at under International projects. A feasibility study has been performed for a water route on River Narva (see online at A single tourist product has been developed for the two unique fortresses Ivangorod and Narva that stand facing each other on the opposite riverbanks at the distance of 150 metres. This project proposes stationary accent lighting for riverside sections of the fortresses and construction of access roads (see online at Implementation of these projects will attract additional numbers of tourists into the town.

7 Leningrad region has adopted a number of programmes supporting business development in the region. Some of these are tax benefits for newly established enterprises up to the breakeven point, small and medium-size enterprise crediting including partial repayment of bank interest, and issue of non-repayable initial grants. Businesses taking part in exhibitions are refunded up to 90% of the expenses incurred for this purpose. Also subject to refund is money spent to obtain product certification to meet both Russian and international standards.
