3 ADDRESS BY THE MINISTER OF FOREIGN AND EUROPEAN AFFAIRS OF THE SLOVAK REPUBLIC PRÍHOVOR MINISTRA ZAHRANIČNÝCH VECÍ A EURÓPSKYCH ZÁLEŽITOSTÍ SR Dear Reader, Ministry of Foreign and European Affairs of the Slovak Republic Hlboká cesta Bratislava 37 Slovak Republic phone: fax: info@mzv.sk if I had learned anything in the previous nine months of my tenure as the President of the 72nd General Assembly of the United Nations, it is that a number of politicians tend to take a short view on the world matters. It might be understandable to some extent: national leaders are often too overwhelmed coping with everyday issues from addressing economic problems and in general taking care of business of running the nation to their own political survival. But more often than not being too close to a situation does not help; one needs to step back and get a little perspective, to see the whole forest instead of individual trees. The year 2018 has already brought about sweeping changes affecting a number of places around the world including my home country Slovakia, and called in question a whole lot of issues, which we had thought were already solved and decided upon. The world of 2018 is not a safer place than it was a year ago. Not by a long shot. As I have repeatedly pointed out in my speeches at various fora, we are spending way too much time and money reacting to conflicts and crisis situations worldwide, and not enough on preventing them. And by conflicts I mean more than just military engagements; I mean also collisions of worldviews, aggressive pursue of one s goals regardless of the consequences, enforcing stubbornly one s vision of the world while neglecting and often even suppressing different opinions. Survival of the fittest has once more seemingly become the overreaching trend. This has also brought about a kind of estrangement between common men and women and political forces. We see logic and reason defeated by emotions and passions. Some call it post-fact or post-truth world. Citizens have a hard time navigating through floods of information, it is ever harder to distinguish truth from falsehoods. I see it therefore more pressing than ever to talk to our citizens. To confirm them the relevance and credibility of established institutions, to show them the power of diplomacy. Because, if we don t speak to them, somebody else will. The answer to all of these challenges lies in understanding and accepting that no man and no nation, however strong it might be - can survive alone. Protectionism might work for a while, might even result in the strengthening of mechanisms or the economy, but ultimately if will fail as a policy. In an increasingly globalized world, no single person or country can face problems alone. In the same way, if a person or country fails to respond, it could affect us all. Which is why if we want the next generation to be born into a better world, we only have one option. And that is strong multilateralism, with the United Nations system at its core. Cooperation between nations has brought us tremendous benefit. It has shown us that working together yields more and better results than when we act alone. Multilateralism has also a major role in advancing peace. It has allowed us to rally in support of peace agreements, and to mobilize against threats to international peace and security. There are old and new threats to rally against from political violence to international terrorism to irregular migration. When we think of consequences of conflict, we often first think of death and human suffering, the highest price humanity can pay. Furthermore, financial and economic costs are also crippling and can set societies back by years even decades. And, in turn, can contribute to human suffering. We need to significantly strengthen prevention capacities. We need dialogue, open exchange of ideas and suggestions from humanitarian and political negotiators. We need to identify gaps, and delays, which currently exist. And we need to build a prevention toolbox that is capable of making changes happen. We have common but differentiated responsibilities for the state of our planet. To meet them, we need bold, and innovative partnerships. They must transcend traditional separations between sectors, parties, governments or societies. We do come from diverse backgrounds. We do hold different positions on the world s most pressing issues. Our interests, at times, do diverge. But we have seen that convergence can be found particularly when it comes to our human dignity, peace, the protection of our environment, and our common humanity. Multilateralism cannot be a competition where the most powerful prevail. Multilateralism cannot be something we opt into, only when it suits our interests. Multilateralism cannot see dialogue to be replaced by a sequence of monologues. If we go in this direction, we risk undermining all of the progress we have made since World War II. The problems we face are dire. More people are fleeing their homes now than in any period since the WWII. Conflict and violence have made our world the deadliest it has been in decades. We are grappling with international terrorism, which has uprooted our traditional view of peace and security. Climate change also poses a major threat not from bombs or bullets, but through silently eroding the capacity of the world to sustain us. No single action, or initiative, is enough to combat any of these threats. Multilateralism and cooperation is no longer an option. They are a necessity. Miroslav LAJČÁK President of the 72nd UNGA Minister of Foreign and European Affairs of the Slovak Republic 3

4 WORDS BY THE MINISTER OF ECONOMY PRÍHOVOR MINISTRA HOSPODÁRSTVA Dear Readers, We have started another year and the good news is that the Slovak economy is doing well. Among other things this is confirmed by evaluations of rating agencies that value dynamic economy growth, steady inflow of foreign investments, reduction of public debt and stable public finances. In 2019 the growth of the Slovak economy should gradually accelerate to 4.5%. The Ministry of Economy will continue to work on its priorities, but we are also preparing for new challenges that will emerge this year. Year 2018 began successfully for the economy department, when parliament passed a new important law on regional investment aid. The law responds to current challenges and trends in this area. We have redefined the investment aid philosophy so that we have a legislative instrument to help us reduce regional differences and to direct investment aid especially to the least developed districts in central and eastern Slovakia. With the help of the new law we have completely changed the architecture of providing investment incentives. Investment support will shift from West to East and from direct to indirect investment incentives. By this law we said definitive goodbye to the period when we were the so-called assembly workshops country and we have created a space for building a modern economy with high added value. We will also support investments into research and development. The Slovak Investment and Trade Development Agency (SARIO) has elaborated approximately one hundred investment projects, thank to which 5 billion EUR could be reinvested in Slovakia. There are investors from all over the world, from the automotive, engineering or electrotechnical industry, as well as from the tourism. Two-thirds of these investments should be directed to the eastern and central Slovakia, half to the least developed districts. The changes that we want to make in the field of energy are waiting for us in the legislative area. At the ministry we are already working on a new legislation on renewable energy sources. We want to preserve all rights for existing manufacturers, perform so-called centralization of the electricity purchase and establish local resource institute. In any case, changes we are preparing will not boost the price of the final electricity prices for customers. At the same time we are preparing the reform of tariff for system operation. I believe that our measures from the first antibureaucracy package we are working on along with a number of ministries and deputy prime minister for investment, have touched entrepreneurs in a positive way. Last year, we introduced a change of more than 147 laws, 68 decrees, 8 measures, and 12 government orders, and in such a way we declared war on bureaucracy. For example, an extract from the property title, Business Register and Trade Register, as well as extract from the Criminal Register, will be no longer enclosed to various applications by citizens or entrepreneurs, but they will be viewed directly by the authorities themselves. Furthermore, they will be able to do that in real time. We are currently evaluating how are the first proposed measures applied in practice, but we are also working on the second package of measures. Same as in the first case, we are trying to include measures that are proposed by the entrepreneurs themselves. We are doing the reform based on people s experience from practice and not from the table. I believe that by common forces we can simplify the life of entrepreneurs in Slovakia and they will have more space to do their business instead of the administration. I look forward to the further support we are preparing in the field of electromobility and intelligent solutions for self-government. In both cases it is a support for new progressive areas whose further development means benefits for citizens, and at the same time it is moving Slovakia towards modern ecologically-oriented countries. Last year, we have successfully launched a subsidy program to support a sale of electric cars and plug-in hybrids. The project continues this year as well. I hope I am not disclosing more than I should when I say that this year we want to continue supporting electromobility by another project. But this time we want to focus on the infrastructure. The Ministry is actively working on the Smart City concept. We realize that more intelligent solutions for cities mean more convenience for citizens. The concept mainly enables small and medium-sized enterprises to enforce and implement their progressive ideas into practice in Slovakia and hopefully abroad as well. The Ministry has decided to financially support deployment of smart solutions in Slovakia and will announce a call intended for small and medium-sized entrepreneurs. In conclusion, I would like to inform you that my fellow members are finalizing the Economic Policy Strategy by This is an important strategic document we want to present to the public this year. Slovakia lacks a comprehensive concept of economic policy, and we want to define the country s priorities in this area so that Slovakia has a diversified, competitive and growing economy by Last but not least, I would like to wish all of us to meet the goals we have set for ourselves in work area and also in private life. Over the years, the company has become one of the leading suppliers of cutting equipment and has supplied more than 2,450 machines worldwide in cooperation with strong channel partners spread in 55 countries. More than 30 % of the company s products are complex machines which require continuous development and research for new, innovative technical solutions. Today, MicroStep is able to offer the full range of contemporarily used cutting technologies along with a great variety of additional equipment and software for drilling, tapping, countersinking, laser marking, inkjet marking, micropercussion marking, process synchronization (scanners, CCD cameras) and material handling. As a producer of not only machine mechanics but also control systems and CAM software the company delivers solutions that perfectly fit actual customers demands and are future-proof with respect to machine extensions in size and additional technologies. Moreover, MicroStep machines can process several types of material including sheets, pipes, profiles, domes and elbows while implementing advanced processes such as automatic welding seam preparation. All of MicroStep machines are operated by imsnc, a multi-tasking PC-based control system developed and produced in-house. Our goal is to provide solutions that improve everyday job in the factories assure higher precision, minimize downtimes, assure more convenient and more effective operation and easier maintenance. We achieve this through higher automation levels, interconnection of control systems, CAM software and ERP systems at customer s site (our production management software MPM has already found its application in several enterprises in Europe and Asia either integrated into customer s ERP system or standalone), and through development of more sophisticated equipment. And our customers obviously agree: e.g. our patent pending technology ACTG a system that reduces the setup time of bevel head from hours to a couple of minutes has already been delivered with more than 350 systems and is proving its high relevancy in daily operations worldwide. The cutting equipment is going through a massive change worldwide. New systems bring new possibilities to cutting processes so there is a continuous need for integration of these technologies into CNC machines. This puts new demands on machine mechanics and controls. Thanks to the continuous and effective R&D in the fields of new mechanical components, electronic modules and control systems software, MicroStep has been able to adapt quickly to the new trends. In addition to our own R&D base we work closely with departments of the Slovak Technical University in Bratislava and the Institute of Materials & Machine Mechanics of the Slovak Academy of Sciences on utilization of latest achievements in design and control of machinery. 42 WORDS BY THE PRESIDENT OF SAFC PRÍHOVOR PREZIDENTA SPPK The need of consolidation of market positions of the Farmers and Food Producers is still more and more actual topic not just in Slovakia, but also in EU. It would be good if Slovakia was able to take advantage of this boom. Unfortunately, during last years, we have not done step forward in this direction, but backwards. Retail chains dominate to the market, which is represented by more than 60 % of food products from foreign countries on the shelves in markets. There is significant absence of legally binding rules to prevent abuse of dominant position of retail chains. It turns out that primary producers should be more involved into marketing organizations and use their synergies to ensure input. Unfortunately, in this respect we are still at the beginning and are not moving into right direction. It is very important that European Union included the topic of abuse of dominant position of retail chains into the schedule tasks for This topic belongs to big problems of Slovak farmers and food producers. The European Union also opened very important discussion about the future of The Common Agricultural Policy It is forced to drawn into the debate also Slovak farmers and food producers. Therefore we, as representatives of a self-governmental organisation, but also representatives of Ministry, government and Slovak MEPs, have to do everything to adopt the reform in the most acceptable way. The public still perceives the Slovak agrifood complex rather negatively - especially as the recipient of large grants. It is necessary to change this and to improve missing Slovak patriotism. It is not enough just to talk about the importance of buying local food, but it also calls for targeted support, and especially long-term sustainable campaign. We have already made intensive preparatory work and we believe, that we will manage to put it into practice soon. We understand, that to be truly successful, we need to get the best possible support. We started negotiations with several business networks, which will continue. We discuss our internal structures, but also outside them, because the situation is very important. We consider current situation to be alarming. None of our neighbouring countries, that had entered EU at the same time as Slovakia, has such a low percentage of local food sold on the domestic market. Time will show, whether these negative trends can be changed, or if the Slovak producers will be under pressure to release more space for the import of foreign agricultural and food products. Trade itself admits that there is a potential that could contribute to increasing the representation of domestic agri-food goods in its supply. This is one of the key challenges for our chamber. All efforts would be useless, if there is not local sufficient domestic production available to the market. 45 WORDS BY THE PRESIDENT OF SCCI PRÍHOVOR PREDSEDU SOPK Message by the President of the Slovak Chamber of Commerce and Industry The year 2018 is marked by the 25th anniversary of the Slovak Republic and 25 years of the independent Slovak economy. The Slovak Chamber of Commerce and Industry (SCCI) is not only an integral part of the 25-year-long history of entrepreneurship in Slovakia, but also of its future. The main message of the economic development in Slovakia over the past 25 years is that we have clearly demonstrated our viability and proved that Slovakia was not that part of the former federation for which others lost out economically. The key message for Slovakia and its future is to remain proud and bold, to be able to correctly set its priorities and ensure future sustainability. This is where I see the future of the Slovak Chamber of Commerce and Industry both from the point of view of internal developments and in confrontation with the external environment. From the economic perspective, I would like to highlight three interlinked areas, characterised by mutually dependent interactions, i.e. areas which must be addressed simultaneously: education, research and development, and the restructuring of the Slovak economy. I consider them not only with respect to the economic development, but also at the level of society to be the main challenges for the government, the business sector and for the Slovak Chamber of Commerce and Industry. Since its establishment in 1992, the Slovak Chamber of Commerce and Industry has been the most representative group of the business sphere in Slovakia. It has managed to create an efficient regional structure which provides daily services to businesses. Its highly professional staff are able to react to the demands of the Chamber s members. The SCCI Arbitration Court has long been the most recognised place of arbitration within the Slovak Republic. During its 25-year-long activities, the SCCI has always been able to respond to the critical social and economic challenges of our country. The international position of the SCCI reaches far beyond the weight of the Slovak economy in European and global dimensions. Its social mission and level are definitely better appreciated and recognised abroad than at home. The SCCI holds a leader s position in the International Chamber of Commerce and in the World Chambers Federation. It plays a key role within the Association of European Chambers of Commerce and Industry Eurochambres and in the Silk Road Chamber of International Commerce. Through its involvement in these institutions, the SCCI represents and coordinates the common business interests of its members in Slovakia and abroad. It has also set up the underlying relations and structures that enable Slovak entrepreneurs to directly establish contacts with European and world business organisations. It closely cooperates with the European Commission, the countries of the Central European Initiative and with other international economic institutions and associations. The creation of the advisory Committee for Business and Industry (BIAC) of the OECD, the Economic and Social Committee (ECOSOC) as the advisory body of the European Commission, and of the National Committee of the International Chamber of Commerce (ICC Slovakia) represents the basic steps towards full participation of Slovak economic entities in the decision-making processes within the international economy. Besides its standard functions, the Chamber is currently focusing on ethics in business. Being aware of the fact that ethical business can only be done in an ethical and transparent environment, we became one of the initiators and signatories of the Rule of Law appeal, which was accepted by the Government in 2015 as part of its action programme. The SCCI considers it important to spread this programme into new areas and achieve major progress in the field of ethics, fight against corruption and increased personal responsibility in society. The Slovak business community entered the year 2018 with mainly positive expectations. Their fulfilment, however, will be influenced not only by our own activities, but also by other internal and external factors which will either confirm or hinder the expected development. It is therefore necessary to restore a better quality of dialogue between the political decision-making sphere and business institutions, as we witnessed during the formation of the Slovak Republic, the transition period or while dealing with the impacts of the economic crisis at the end of the 2000s. Such dialogue has always brought results and solutions that have moved us forward. I am convinced that this publication can partly contribute to improving the business and economic relations and contacts between Slovak businesses and their foreign partners. The total number of the entrepreneurial subjects in 2016 was aprox The traditional industrial branches of the region are the machine engineering, metal processing, electrical engineering, chemical industry, building material production and the automobile industry. Based on the excellent climatic and soil conditions very important are also the agricultural production and the food processing industry. Concerning the size of entrepreneurial subjects there are typical here small and middle sized companies, which went through the transformation process to the market economy easier and more flexibly as many big factories in other parts of the Slovak Republic. In the recent ten years there was established here a large number of new producing companies by local Slovak entrepreneurs, which are successful not only on the Slovak but also on international markets. The objective advantages of the region have been invented also by well-known foreign companies, from which many are present here with strong investment projects. To the most important foreign investments of the region belong such manufacturing plants as for example the HEINEKEN SLOVAKIA JSC Hurbanovo /beer and malt production/, Giesecke & Devrient Slovakia Ltd. /smart plastic cards/, MATADOR AUTOMOTIVE JSC Vrable /automobileparts/, IDO EET Ltd. /special engineering production/, SLOVENSKÉ ENERGETICKÉ STROJÁRNE JSC Tlmače /produces and supplies steam boilers for combustion of coal, oil, gas and biomass/, Duslo JSC, Šaľa /fertilizer production/, Low&Bonar Slovakia, a.s. /industrial and coated fabrics and composite materials/, KABELSCHLEPP SYSTEMTECHNIK Ltd. /systems of energy carriers/, Pastorkalt JSC /production and delivery of refrigeration equipment/. The most important investors came to the region from Germany, Austria and Holland. Besides these direct investments a large number of local industrial companies cooperate very intensively with partners in the European Union supplying for them semi-products or carrying out certain finalizing operations on their final products. The region has very good transport infrastructure with dense network of roads which contributes to the further intensification of the international contacts. The administrative centre of the region the town Nitra has direct highway connection with the capital Bratislava and thus also with the slovak-austrian border. Thanks to this highway connection and the good geographical position three international airports /Bratislava, Vienna, Budapest/ are available within three hours. In the town Nove Zamky 30 km southernly from Nitra there is one international railway junction and in the suburb of the town Komarno is the second most important river port of Slovakia on the river Danube. After the opening of the Rhine-Maim-Danube channel the region has direct ship connection with the Black and North Sea. Nowadays, the main task of the Regional Chamber of Commerce and Industry Nitra in the international sphere is the further support of commercial and cooperational contacts between Slovak and foreign companies. This target is based on the high interest of the local entrepreneurial circles for the intensification of business contacts mainly with the countries of the European Union and of Middle Europe.
