13 Toktsøknad (Cruise application) Cruise application to be delivered via web based cruise planning system: See Hinnsiden/Toktprogram in left column under Vanlige tjenester Cruise application to be delivered to the Cruise committee before 1 September the year before the cruise is planned to be executed Joint UiB/HI cruise committee meets in September National cruise committee (NTK) and Ocean Fleet Exchange Group (OFEG) meets in November Annual cruise program is usually ready in December

18 Nasjonal toktkomité (NTK) (National cruise committee) Coordinate use of Government owned or rented research vessels and equipment to maximize the utilization and run the fleet as cost effective as possible Through the NTK it is possible to barter shiptime and use of equipment and instruments. No money involved! NTK members are: HI, UiB, UiO, UiN, NP, NGU, UiT and UNIS

22 Ocean Facilities Exchange Group (OFEG ) A European barter group with the aim to save resources through bartering of ship time, equipment and personnel Members are England, Germany, France, Spain, the Netherlands and Norway Meets twice a year Website

24 Toktbemanning (Cruise manning) IMR has its own cruise manning committee who is responsible for correct manning of all IMR cruises The Cruise leader shall fill in the required cruise expertise and number of staff in the cruise application, and the cruise manning commmittee shall allocate the right persons
25 Scientific equipment and instruments Request for mobile scientific equipment and instruments to be listed in the cruise application Establish communication as early as possible with the vessel crew, Seksjon Elektronisk instrumentering and Seksjon Fartøydrift/ Redskapslageret to check availablity of equipment, necessary modifications/ adjustments, preparation, calibration, transportation, loading on board etc Many types of scientific equipment require dedicated instrument personnel!

28 Diplomatic clearance If the cruise includes sampling in other countries economical zone permission must be sought through diplomatic channels It is the cruise leader s responsibility to develop the application and send it to Rederi who will relay the application to UD, and who will distribute the approval to those who needs it Normal processing time is at least 3 months, but for Russia it is 6 months If the application needs to be translated, make sure to include extra time for that! It is the responsibility of the cruise leader to follow the conditions given in the diplomatic clearance!

32 Risk assessment and risk management Risk management is necessary in order to ensure the safety of personnel, equipment and the nvironment. In Elektronisk Kvalitetshåndbok (EK) you can find descriptions, procedures etc for how to conduct risk assessment in due time before cruise commencement

34 Safe Job Analysis (SJA) and certification of equipment For non-routine operations SJA shall be done on board before cruise commencement All equipment which will be lifted, towed, handled by cranes and/or winches must have certified lifting points, lifting wires, towing wire etc Self insurance principle applies. If equipment is lost the equipment owner is responsible if gross negligence from the crew can not be proved or substantiated
35 Where to find SJA Seek for SJA
36 Course and station net It is very useful for the captain to receive early indications on planned course and station net in order to check if there are potential conflicts with wrecks or other obstacles Olex electronic charts are commonly used on board. Some have also have Maxsea Check planned port of departure and arrival, and port visits in the cruise programme vs planned course and station net! Informer the crew about planned port visits during the cruise Plan with economical speed and bad weather!
37 Health certificate and safety training All cruise personnel are considered as ship workers and must therefore have a current health certificate from an approved seafarers doctor All cruise personnel sha,ll as a minimum go through a one-day safety training ( draktkurs ). The captain can give dispensation to guests, students etc and give the necessary training/instructions on board before crusie commencement
38 Logistics (transportion, intermediate storage) Contact Redskapslageret as early as possible about transportation and storage needs! Use Marking of equipment and goods! Self-insurance principle applies also to transportation of equipment on own vessels Important to store equipment temporarily ashore instead on board if possible! HI transport/logistics agreement shall be used for transportation with commercial companies

44 Chemicals Check if it is on board already before bringing more! Check if necessary data sheets are on board Ensure proper marking of chemicals before transportation and loading on board Ensure that proper protective equipment is in place on board, and that necessary training/information regarding handling, storage etc is given A responsible for chemicals shall be appointed before cruise commencement. He/or she should also be responsible for the preparation of chemicals for the cruise

53 Instrument personnel main tasks and responsibilities Calibration, operation and maintenance of scientific instruments and equipment on board Operation and maintenace of IT networks and communication equipment Assist in maintenance of navigation equipment Ensure that current measurement methods are in use and quality assurance of acoustic data
54 Instrument chief role Calibration, operation and maintenance of scientific instruments and equipment on board Together with cruise leader decide and if necessary execute calibration of acoustic instruments Ensuring thay collection adn processing of scientific data is done iaw approved QA-procedures Assist the cruise leader in analysis and interpretation of data on board Ensure that collected data are stored properly on board and transferred ashore (Norwegian Marine Data Center) Writing an instrument technical report after the cruise
55 Data collection, storage and transfer Reference data (time-, position- and weatherdata) is collected continuously during the cruise and distributed on the vessel network for merging with the scientific observation data Scientific data are collected iaw established procedures for collection of data for different categories of equipment, ref KS-manuals for the Instrument section Alle collected scientific data, including reference data stored on board on the vessel s server for a minimum of 6 months After the end of the cruise all cruisedata is copied to mobile discs (USB2- discs) for transporation to NMD via Instrumentseksjonen NMD perform quality control and manages the data for future use
56 Software IMR s standard software including postprocessing software for acoustical data (Large Scale Survey System LSSS; ( L-trippel-S ) and for CTD is availabke on board Other licensed software for analysis and processing of scientific data can be brought on board for installation and de-installation after the cruise If particular software is planned used, it can be useful to contact the instrument chief before the cruise to explore what possibilities are available

59 Safety briefing Information Cruise leader information to all about the cruise Cruise leaders instructions to cruise personnel (choice of HSE-responsible, chemical responsible, division in to work shifts, routines for the cruise duties etc) Daily meeting/talk with the captain about today s and/or tomorrow s planned tasks, changes due to weather forecasts, technical problems etc
60 AMU Work environment committee A HSE responsible (verneombud having done the 40 hours course) shall be appointed among the cruise personnel for each cruise Verneombud for the cruise personnel cooperates with the verneombud for the crew Verneombud for the cruise personnel shall be invited to AMU-meetings held on board during the cruise
61 Leadership Visible leadership and management! Follow up of cruise personnel at their work places on board Cruise personnel needs and expects the cruise leader to see them and be concerned about their working conditions, results, productivity and efficiency Cruise leader shall cooperate with the captain about the work environment, flow of information, handling conflicts, motivating people etc!
62 Alcohol regulations See HI Retningslinjer for oppbevaring og bruk av alkohol In general it is forbidden to bring on board and drink alcohol on board The captain can apply to Rederisjefen for permission to serve alcohol in given quantities at special occasions in port and at anchor (Africa) Breaches to be reported to responsible line manager ashore!
63 Work and rest regulations Working periods regulated by the ILO 180 convention Rest period regulatoins given by Sjøfartsdirektoratet These regulations apllies to everyone on board, including the cruise leader! At least10 hours rest during any given 24 hours period. Rest can be divided in two periods, of which one must be at least 6 hours and the interval between rest periods shall not exceed 14 hours Rest period form to be filled in by everyone and be delivered to the captain before leaving the ship

68 End of cruise duties Make sure that all scientific work is stored, packed, labeled and shipped Check cleaning of labs, packing of equipment etc Check chemical log, bring ashore left overs Make sure that all goods to be shipped is prepared, properly packed and labeled
