1 Dalewood Conserva on Area Site # Lake Whi aker Conserva on Area Site # 2018 Seasonal Camping Permit Applica on This applica on for a permit to camp on a seasonal basis in 2018 on campgrounds owned and operated by the Ke le Creek Conserva on Authority is made pursuant to the Conserva on Authori es Act of Ontario R.S.O and Conserva on Area Regula ons made thereunder specifically through Ke le Creek Conserva on Authority s (KCCA s) R.R.O. 1990, Regula on 111. All schedules a ached to this applica on form condi ons to its comple on/acceptance. Do not tear off this page. This applica on must be signed on page 10 and submi ed intact. A copy of your applica on will be provided to you once processed. SECTION 1 Personal informa on Applicant to complete the following informa on. Please print clearly. The permit holder may register an addi onal five seasonal campers to the seasonal site for a total of six. The permit holder must register all other overnight visitors not registered to the site (age 2 and over) at the gatehouse. Overnight guests must purchase an overnight pass. Note: This applica on cannot be processed unless completed and signed by the applicant. 2 SECTION 2 Golf Cart Registra on Name: Site #: Golf Cart Descrip on: (Model and Make) Gas Powered: OR Electric ($120 fee applies): Lake Whi aker only GOLF CART RULES AND REGULATIONS: Golf carts are allowed for seasonal campers only with the permission of the Conserva on Area Coordinator and are subject to the following: 1) All golf carts must be registered at the gatehouse and approved by the Conserva on Area Coordinator prior to use within the campground; 2) One golf cart may be registered per seasonal campsite; 3) Electric golf carts may be allowed by seasonal campers on 30 amp service sites only and subject to an addi onal $120 electrical fee (Lake Whi aker only); 4) Golf cart drivers must have a valid driver s licence and must follow the rules of the road; 5) Golf carts may only be operated on park roadways. Golf carts are prohibited from walking trails, fields, woodlots and use a er 11:00 pm; 6) The number of occupants riding on a golf cart cannot exceed the manufacturer's designated sea ng capacity; 7) A person cannot occupy a trailer or device being towed by a golf cart; 8) Golf cart modifica ons designed for off road all terrain uses are prohibited; and 9) The primary permit holder is ul mately responsible for all users of the registered golf cart. Golf carts are a privilege. Failure to comply with the Golf Cart Rules and Regula ons will result in the loss of golf cart privileges and the subsequent evic on of the golf cart, user and/or owner of the golf cart from KCCA property. The applicant hereby covenants with the Ke le Creek Conserva on Authority that liability insurance coverage is possessed by the said golf cart owner and further agrees to save harmless and release from any claim whatsoever the Ke le Creek Conserva on Authority from any liability, damages or costs associated with use of a personal golf cart. 3 SECTION 3 Vehicles Registered to the Campsite You must provide the licence plate number for the vehicle(s) you are registering to your campsite. The entry fee for two (2) vehicles per campsite is included in the seasonal camping fee. Addi onal vehicles (above the two vehicles permi ed per campsite) must also be registered below. A fee of $80 will apply to each addi onal vehicle registered. The above lis ng does not apply to your campsite visitors. For the convenience of your guests, seasonal campers may purchase a $80 Seasonal Guest Pass. The Seasonal Guest Pass is not assigned to a single vehicle. Rather the seasonal camper submits a list of approved guests at the gatehouse. Upon checking in at the gatehouse these approved guests will be allowed to enter the campground free of charge. Guests must iden fy themselves at the gatehouse and must be on the list to gain entry. Every $80 Guest Pass provides 10 free vehicle day passes. So while a seasonal camper may approve as many guests as he/she wants, once 10 approved guests visit the campground regardless of the dura on of the visit a new Guest Pass would need to be purchased. It is the responsibility of the seasonal camper to update their approved guest list. KCCA must s ll issue a vehicle day pass to each visitor and will not be held responsible for misuse of the Guest Pass by the seasonal camper s approved guests. The $80 Guest Pass can be purchased at any me. SECTION Conserva on Area Fees (See page 4) The season runs from May 1st to September 30th. The 2018 Fee Schedule for services and facili es provided at KCCA campgrounds is included on page 4. For more informa on, please call KCCA at (519) or e mail KCCA at campgrounds@ke lecreekconserva on.on.ca. The KCCA mailing address is: Ke le Creek Conserva on Authority R.R. #8, Ferguson Line St. Thomas, Ontario N5P 3T3 Please note that all fees are due according to the Payment Schedule noted in Sec on 5 in order to guarantee your site number. Failure to meet this schedule will result in the loss of seasonal camping privileges and your site will be opened up to new seasonal camping requests. KCCA requires an updated database on available sites by March 15 in order to a ract new seasonal campers. This helps us to control the cost of camping, which benefits you and KCCA. Charge for NSF cheques is $40.00 each. KCCA will not accept post dated cheques. If an NSF cheque is received by KCCA, regardless of reason, all future payments will only be accepted by cash, money order or cer fied cheque. 3

4 2018 Conserva on Area Fees Reserva on fee by telephone $15 Reserving a camping site ahead of me is a convenience. This fee covers administra on costs, is in addi on to camping fees and is non refundable. For reserva ons call Dalewood or Lake Whi aker Online Reserva on $12 Reserve online at lecreekconserva on.on.ca Group Camping Group camping is available at Dalewood and Lake Whi aker Conserva on Areas. A minimum of 20 campers is required to qualify for adult group rates. Youth groups are also accommodated at Dan Pa erson Conserva on Area at a reduced rate. An applica on form is required. Please call for details. Dalewood or Lake Whi aker Change/Cancella on $10 There is a non refundable fee of $10.00 for each change or cancella on made to a reserva on online or by telephone. Please refer to Sec on 17 of the Seasonal Camping Applica on. Day Use fees Day use fees allow all occupants of a vehicle entrance to the conserva on area and access (by foot/car) to designated areas. Seasonal passes are cost effec ve and valid at all KCCA areas. Fishing fees help support a sustainable fishery at Lake Whi aker. These fees include entrance fee. Please call Group Camping Organized youth groups are welcome to camp overnight at a flat rate of $160 per night. Arrangements can be made by calling Conserva on area fees and opera ng dates are subject to change. Taxes (HST) included. 4

5 SECTION 5 Reserva on Payment Schedule KCCA s seasonal fees include all applicable taxes and provide for two vehicle permits, an addi onal fridge per campsite and an opportunity to make improvements to the site. Please see Sec on 7 Seasonal Camping Standards. All payments must be made prior to 4:00pm on the required day outlined within the payment schedules below. Failure to meet the schedule will result in the loss of seasonal camping privileges. Under no circumstances will par al payments be accepted a er May 1. Seasonal status is a privilege and should be viewed as such. Seasonal campers are no longer just paying to camp. KCCA is reserving a site for the en re season. There is a price associated with that service. Seasonal rates at Dalewood Conserva on Area include a hydro deposit. Seasonal Campers at Dalewood Conserva on Area should read Sec on 17. RETURNING SEASONAL CAMPERS Returning seasonal campers can choose three payment op ons as outlined below: 1) Pay in full by September 30 (Pay current year s rate!) 2) Pay in full by March 1, or 3) Pay in full by May 1 Regardless of the payment op on a minimum of $400 in payments is due by March 1. Failure to meet a deadline in any of the op ons noted below will result in the campsite being deemed abandoned as outline in Sec on 9 of this agreement. BENEFIT: Campers paying in full by September 30 will be charged the current year s fee. (remaining balance including hydro deposit, DWCA only, see Sec on 17) Par al payments may be made up to May 1; Full payment is required by May 1. Failure to meet this deadline will result in camp site being deemed abandoned as per Sec on 9 of this applica on/agreement. BENEFIT: Flexible payment op on and more me to make full payment. NOTE: Payment schedule Op on 3) results in the following: a $100 surcharge applied; no early entry to campground to site trailer; and permit available only at gatehouse on May 1. Campsite Change Requests: An exis ng seasonal camper may apply for a new campsite between September 1 and September 15. A campsite change form must be submi ed complete with a site layout applica on. Where possible, new camp site assignments will be considered and approved by September 20. Once wri en approval is provided and if the requested campsite is available and/or vacated, the seasonal may move any ancillary items to the new site as per the approved site layout between the approval date and September 30. Seasonal Reserva on Cancella on: If wri en no ce of cancella on is received by March 1 a full refund is provided. Cancella ons received a er March 1, but before May 1, will receive a refund minus a $400 reserva on fee. Please refer to Sec on 6 Refund Policy for cancella ons a er May 1 st. If the Seasonal Camping Permit Applica on and associated fees are not received by March 1 st the Intent to Camp Agreement will be voided. Any items remaining onsite will be removed by KCCA or their designate at the owner s expense. The seasonal site would be reopened to new seasonal camping requests. The current camper must reapply for status as a seasonal camper, at which me full payment would be required to process the applica on. NEW SEASONAL CAMPING REQUESTS A list of available seasonal sites for the upcoming camping season will be posted/adver sed on the KCCA website and social media accounts by March 15 of each year. Applica ons for new seasonal campers will be accepted up un l April 15 th. New applicants must submit the full seasonal payment with their applica on. New seasonal payments must be made by cheque. Sites are assigned by KCCA and are not necessarily assigned on a first come first served basis. It is the sole discre on of KCCA as to whether seasonal camping requests will be entertained a er April 15 th of each year. Interested campers should speak with the Conserva on Area Cooridnator regarding associated campsite constraints before submission of an applica on for seasonal camping. 6

7 SECTION 6 Refund Policy Non refundable fees apply for cancella on of seasonal reserva ons a er March 1 as prescribed in Sec on 5 based on the associated payment op ons. If circumstances change and you do not wish to return to camp, please provide KCCA with wri en no ce. All refund requests must be made in wri ng using Ke le Creek Conserva on Authority's Refund Request Form. No cash refunds will be issued. All refund requests are processed through Ke le Creek Conserva on Authority s Administra on Centre. Requests may take up to 30 days to process. If a refund request is approved by the Director of Opera ons a cheque will be mailed to the address provided by the camper. Camping is an outdoor experience. Therefore, no refunds will be approved for discomforts of nature including rain, snow, temperature changes or insects. Campers evicted from the campground for any circumstance are not eligible for a refund. Upon approval of the Director of Opera ons, refunds are calculated based upon the funds received minus the fees normally charged for the months, weeks, and nights already used prior to departure. SECTION 7 Seasonal Camping Standards Seasonal camping standards are outlined in this sec on. Seasonal campers must adhere to these standards. Campsite improvements are welcomed but are subject to wri en approval of the Conserva on Area Coordinator before work begins. SEE SECTION 18 FOR CAMPSITE LAYOUT APPROVAL FORM. A er delivery of one wri en warning by the director of opera ons or conserva on area coordinator, should a seasonal camper con nue to neglect an accepted standard of maintenance and care of their campsite, campground staff will perform the work required to bring the campsite up to standard at a rate of $30.00 per hour per staff person. The seasonal camper will be responsible for mely compensa on for works completed, as outlined on a KCCA invoice. Should the seasonal camper not pay the amount shown on the invoice, in full, by the prescribed date noted on the invoice, seasonal camping privileges may be lost. Early departure from the campground will result. The conserva on area coordinator will exercise reason and fairness in the enforcement of seasonal camping standards. The conserva on area coordinator has power of sole discre on to determine what personal property may be allowed or constructed on KCCA property. Sec on 7 con nued on page 8. 7

8 SECTION 7 Seasonal Camping Standards (con nued from page 7) 1. All seasonal setups, including site improvements, must be approved by the Conserva on Area Coordinator. The CAMPSITE LAYOUT APPROVAL FORM (Sec on 18) must be completed and approved prior to commencement. 2. Compromises will not be made for any reason for non compliant site improvements which occur without prior approval of the Conserva on Area Coordinator. 3. Approved site improvements involving construc on must be completed prior to the Wednesday of the Victoria Day weekend. 4. Site improvements a er the Labour Day holiday weekend may be permi ed subject to submission of the Inten on to Camp form (pg. 11) and associated fee for the following year`s camping season as outlined in Sec on Site must be kept in a clean and dy condi on at all mes. This includes decks, sheds and any other items that may be on site. 6. Trailers must be road worthy, licenced and dy at all mes. A trailer entering or exi ng a campsite must do so without occupying another adjacent site. A trailer must be posi oned on a campsite to allow for expedi ous removal. 7. Awnings are considered to be part of the camping unit and must be permanently a ached with a track. Awnings must be factory made for use as travel trailer awnings and made from vinyl or canvas. Awnings may not exceed the trailer body length and must be approved by the conserva on area coordinator. 8. An outside deck may be permi ed. All decks must be approved by the conserva on area coordinator. Decks may be constructed using wood, pa o stones or carpet. Pallets are not an acceptable building material. Deck size is restricted to a maximum of 250 sq.. with a maximum width of 10. However, the deck cannot exceed the trailer body length and may not protrude past the extent of the awning. The deck must be removable by hand (sec oned) and affixed at ground level (no cement foo ngs). The deck height must not exceed 2. In addi on to the deck area, a maximum of 64 sq.. of pa o stones (16 24 in. stones) may be placed near the fire pit and shed area. All decks must be approved before construc on. 9. Sunrooms, Florida rooms and add a rooms are not allowed, except those that are prefabricated and specifically designated for park model trailers. All prefabricated add a rooms and sunrooms must be approved by the conserva on area coordinator. 10. No more than three pieces of equipment per site, only one of which may be a trailer or tent trailer. Dining tents and sheds are considered pieces of equipment. 11. Sheds must be no larger than 80 sq.. All sheds and their loca on must be approved by the conserva on area coordinator. 12. Excava on and site obstruc ons, including constructed barriers and privacy fences are not permi ed on the site. 13. Delivery of firewood by an outside source is not permi ed in the campground. KCCA supplies seasonal campers with bulk firewood sales. Any firewood or uncut boards (pallets, lumber, etc.) must be cut and stacked neatly. Firewood stacks must not exceed 32 cu.. (4'x4'x2'). No skids or pallets are permi ed. 14. Seasonal campers are responsible for grass cu ng and must supply their own lawnmower and gasoline. 15. Due to conserva on efforts, lawn watering and vehicle washing are prohibited. 16. Gravel pads are allowed for trailers, but no crushed asphalt. All pads must be approved by the conserva on area coordinator prior to construc on. 17. Outside full size refrigerators must be stored in a locked shed, for the safety of children. No form of appliance or household furniture is allowed on the site, unless it is in a shed or trailer and approved by the conserva on area coordinator. 18. Permanent clotheslines must be higher than 6 feet so as not to pose a safety hazard to people. Clotheslines are not to be affixed to any trees. 19. All boats, including canoes, must be registered at the gatehouse. 20. U lity trailers and boats must be stored in the visitor parking lot or they will count as one vehicle on the site. 21. Black water (toilet water) must be contained within the holding tank and disposed of at the proper facili es. Grey water (sink/shower water) must be disposed of according to health standards. 22. Due to electrical demands on individual sites, the use of air condi oners and/or electric golf carts is only allowed on 30amp (or higher) serviced sites. 23. Campsites are delineated by the corner posts at the front of the site; the back of the site is delineated by the servicing post or natural ridgeline/tree drip line. No altera ons, construc on or encroachments of any kind are allowed beyond the back of the site. If you are having difficulty determining site boundaries, please consult with the conserva on area coordinator. 24. Removal of items on the site may be requested and enforced at any me due to maintenance and/or safety concerns and site standard enforcement. 25. In addi on to the standards noted above KCCA's R.R.O. 1990, Regula on 111 applies. This is not an exhaus ve list. 8

9 SECTION 8 Rules and Regula ons Seasonal campers are responsible to read and adhere to KCCA s rules, regula ons and standards policy and zero tolerance policy. These policies can be found on the back of your camping permit, within the Visitors Guide or by visi ng KCCA s website ( lecreekconserva on.on.ca). Copies are also available at the Gatehouse. Seasonal Campers must recognize that the staff of KCCA are responsible for interpreta on and enforcement of these rules, regula ons and standards. Note: On the Victoria Day Long Weekend an alcohol ban will be enforced. Open consump on or possession of alcohol will result in evic on. SECTION 9 Campsite Abandonment A campsite will be deemed abandoned when a seasonal camper does not: a) Complete an Inten on to Camp form and submit required fees by September 30 for the next year`s season, b) Or complete a seasonal camping permit applica on form and submit all required fees by March 1 (See Sec on 5); c) Or complete all seasonal camping payments by May 1, 2018 (see Sec on 5); d) Or remove any accommoda on unit and ancillary facili es/equipment a er a no ce of evic on or cancella on of a seasonal camping permit. e) Or fail to pay any and all fees associated with their campsite (i.e. hydro deposits) By signing this applica on, the camper agrees to the removal of any accommoda on unit and ancillary facili es/ equipment occupying the campsite, by KCCA staff or their designate, when and if the campsite is termed abandoned as outlined above. The accommoda on unit and ancillary facili es/equipment will be towed by KCCA or their designate, at the trailer owner s expense, to a compound or to the address provided in this applica on. If the accommoda on unit and ancillary facili es/equipment is towed to a compound it will be held for 90 days a er which me, if the accommoda on unit and ancillary facili es/equipment is not claimed by the owner and/or the outstanding balance is not paid, the accommoda on unit and ancillary facili es/equipment will be liquidated by KCCA to cover its costs including unpaid fees and staff me. Any unpaid accounts will be forwarded to a collec on agency. SECTION 10 Campsite Assignment When the Seasonal Camping Permit Applica on is completed and signed by the applicant and therea er approved and executed at the discre on of the director of opera ons, the applica on(s) becomes agreement(s) in support of a permit(s) to be issued under Ke le Creek Conserva on Authority's R.R.O. 1990, Regula on 111. The Seasonal Camping Permit is issued to the applicant and applies to a designated or assigned campsite. A seasonal camper wishing to leave during the season, or wishing to sell the trailer, should contact the director of opera ons or conserva on area coordinator for proper procedures. Campers should speak to the conserva on area coordinator before star ng any transac ons. A seasonal camper MUST NOT ATTEMPT to sell, transfer, lease, sublet, or assign the campsite and the responsibili es, privileges, and obliga ons provided under an Applica on or Permit, in total or in part, to another person. A seasonal camper must not a empt to deny access to the campsite to KCCA or its designated representa ves for the purpose of campground maintenance, opera ons, servicing, development and security. KCCA will not accept campsite assignments by seasonal campers. Campsite change requests are at the sole discre on of KCCA and will not occur un l the site is vacated, restored and approved by KCCA. SECTION 11 Trailer Iden fica on and Insurance Seasonal camper trailers must be licenced and insured. The applicant hereby covenants with the Ke le Creek Conserva on Authority that insurance coverage for any type of damage to the trailer or appurtenances, including golf carts, at the assigned campsite is possessed by the said camper/ trailer owner. KCCA will not be held responsible for any type of damage not caused directly by Conserva on Authority staff or those providing services to the KCCA on behalf of staff. 9

For the purpose of this applica on and any resul ng permit issued by KCCA, trailer is defined as a mobile unit of occupa on and includes ancillary facili es such as shed, deck, and associated landscaping. 11 SECTION 16 INTENTION TO CAMP (2019 SEASON) This inten on to camp reserves your current seasonal site for the 2019 camping season and permits the storage of ancillary items during the off season upon campgrounds owned and operated by the Ke le Creek Conserva on Authority and is made pursuant to the Conserva on Authori es Act of Ontario R.S.O and Conserva on Area Regula ons made thereunder specifically through Ke le Creek Conserva on Authority s R.R.O. 1990, Regula on 111. TERMS AND CONDITIONS: 1. KCCA will reserve seasonal campsite # un l March 1, 2019 at which me the submission and approval of the 2019 Seasonal Camping Permit Applica on agreement will extend your reserva on un l the issuance of the 2019 seasonal camping permit. 2. Only ancillary items, such as decks, sheds or other structures approved by the Conserva on Area Coordinator are permi ed to be stored upon the above noted campsite for the off season. KCCA does not permit the storage of trailers. 3. A minimum payment of $200 is required before 4:00pm on September 30, 2018 to accompany this agreement as per Sec on 5 of the Seasonal Camping Permit Applica on. 4. Acceptance of the Inten on to Camp is at the discre on of the Director of Opera ons or Conserva on Area Coordinator. 5. All ancillary items are to remain on the above noted campsite between October 1, 2018 to February 28, Arrangements for removal of ancillary items may be considered between March 1 to April 30, 2019 at the discre on of the Director of Opera ons or Conserva on Area Coordinator and subject to suitable ground and weather condi ons. 7. It is the responsibility of the permit holder to ensure that the campsite is le neat and dy, and to implement any reasonable measures for deferring or preven ng vandalism or the of the ancillary items remaining onsite. 8. An addi onal minimum payment of $200 is required by March 1 as outlined in Sec on 5 of the Seasonal Camping Permit An applica on and fees according to the fee schedule in Sec on 5 must be submi ed to automa cally extend the term of this agreement to May 1, The undersigned acknowledges and accepts that neither Conserva on Area personnel or Ke le Creek Conserva on Authority personnel are providing any type of campground security from October 1 April 30 with respect to the use of the campground and facili es/contents thereon, including the said ancillary items, by the public. 10. The undersigned hereby undertakes to save harmless and agrees to indemnify the Ke le Creek Conserva on Authority, its successors and assigned agents any liability incurred by or a aching to it by reason of the gran ng of the said agreement and any works, occupancy or use undertaken or realized in accordance therewith. 11. The Ke le Creek Conserva on Authority reserves the right to revoke the agreement at any me without no ce. 12 SECTION 17 Hydro Deposit (Dalewood Conserva on Area) Seasonal Campsites at Dalewood Conserva on Area are equipped with hydro meters. The cost associated with hydro use of the seasonal campsite is charged to the permit holder based on the following: 1. At Dalewood Conserva on Area the total seasonal camping fee for 15 amp and 30 amp sites consist of a base rate and a hydro deposit. In 2018 the fees associated with seasonal sites at Dalewood Conserva on Area are as follows: Site Descrip on Base rate Hydro Deposit 15 amp $2,000 $ amp $2,000 $ The hydro deposit forms part of the seasonal fee and is due in accordance with the Reserva on Payment Schedule out lined in Sec on 5 of the Seasonal Camping Permit Applica on. 2. Hydro to the assigned seasonal site is metered. The permit holder agrees to pay all charges in respect to electricity use at the site. 3. Hydro to the site will be turned on May 1. A monthly statement of hydro usage will be prepared and distributed to the permit holder using the mailing address or e mail address provided in Sec on Hydro rates will be billed at a per kilowa hour rate for the en re camping season and will be deducted from the hydro deposit. The hydro per kilowa hour will be confirmed by March 1 of each year. Note: The rate per kilowa hour will change on an annual basis based on the total average cost per kilowa hour charged to the Authority. 5. When the hydro deposit reaches a balance of $50 the permit holder will be no fied. The permit holder may be invoiced for an addi onal hydro deposit for the remainder of the season based on the monthly usage for the site. 6. Failure to make the payment within five (5) days of being invoiced for an addi onal hydro deposit and/or hydro used may result in the camping permit being revoked as outlined in Sec on 12 of the seasonal camping permit applica on or hydro being turned off to the site. 7. If there is a balance on the hydro deposit as of September 30 the balance will be refunded or carried forward to the next camping season as directed by the permit holder. 8. The Ke le Creek Conserva on Authority reserves the right to revoke the agreement at any me without no ce.
