Call to Order Chair Brown called the meeting to order at 1:40 p.m. II. III. IV. Roll Call Members were sufficient to establish a quorum. Pledge of Allegiance Chair Brown led in the Pledge of Allegiance. Moment of Contemplation Chair Brown led in a moment of contemplation. V. Public Comment Chair Brown opened public comment. There was none. VI. Approval of Previous Meeting Summary August 21, 2018* Motioned by Stu Marvin and seconded by Derek Doughty, the TAC approved the summary unanimously. VII. Presentation: Tampa Riverwalk Planning, Randy Goers, COT

4 Randy Goers gave a presentation on all the accomplishments and completions of the entire Riverwalk. Mr. Goers described in detail completed segments and those which will reach completion soon on the West side of the River, including Julian B. Lane Park, University of Tampa, Layfette Place, Two Bayshore Condominiums, Tampa Prep, Stewart Middle School, and bridge connections along Brorein and Cass Street. Mr. Goers also informed the TAC, that new and renovated Senior Housing units will be included in this mixed use project. VIII. Other Business Chair Brown mentioned that the date of the annual Holiday Boat Parade will be announced soon. Chair Brown also stated that the River cleanup on September 15, 2018, was a success. Mr. College stated that the October TAC meeting will be held at the Cruise-A-Cade boat club and reminded the TAC, that the 36 th Annual Planning & Design Awards will take place on Thursday, October 25, 2018, and welcomed and encouraged all TAC members to attend. Mr. College invited and reminded the TAC of the River Board Meeting on October 22, 2018, at the Temple Terrace City Hall building, at 9:30 a.m. Mr. College noted that Commissioner Higginbotham will be recognized for his service as he is retiring, and it will be his last River Board Meeting. Gerald Loesch of FDEP, introduced himself to the TAC. Heather Young mentioned that new Regional Planning Council employee Sarah Vitale was shadowing her, in order to assist her with her work load.

Permits: None found Complaints: W o Date: 12/30/2010 o o o Owner: Meridian River Development (River Place Apts.) Complaint: The sewage pump station at River Place Apartments was overflowing and it drained to the Hillsborough River. The p/s has overflowed several times in recent months. It is located near the dumpster and the overflow drains to a s.w. trench that directly feeds the adjacent River. Findings/Outcome: The property is served by two sewage pump stations, one on the north end and one on the south end of the property. The n. pump station, the subject of this complaint, was found on the narrow strip of property on the north side of the property, just outside the apartment building. It is about 75' from the edge of the River. There was no evidence of discharge outside of the wet well. The control panel and wet well were locked. A "United Electric" sticker was observed on the panel box. The edge of the River was observed and there was no evidence of any recent discharge. Note that any prolonged overflow from the L/S would eventually flow down gradient to the River. Lourie DeBlasio, Property Mgr, was consulted in the Leasing Office. She indicated that the alarms must have worked because she was notified by a resident early in the morning. She called U.E. and they promptly responded. Apparently, a pump was clogged, which caused high levels, but not to the point of spilling outside the well. She was advised to monitor the station routinely and ensure that it is working correctly. The complainant's allegations were explained to her. She explained that one pump in the south L/S had been replaced over the summer and that another one was to be replaced in the north L/S. In any case, the system appeared to work in this event: the alarms activated, noticed by a resident, who in turn notified the Mgr. Subsequently, the repair company arrived before any overflows reached the environment. U.E. will be called to confirm what repairs, if any, still need to be completed.

17 Called United Electric (# ): Brian indicated they still have the monthly maintenance contract but have not made any pump replacements; they provided a bid about 1.5 months ago following another L/S overflow but did not get the job. To his knowledge, the L/S (north) is equipped with two working pumps now. Note the south station is just a manhole with a single pump, apparently a low spot in the collection system. 5/4 FUI: L/S appeared in adequate condition and there was no evidence of any recent overflows. The control panel and wet well were locked. The manager was reminded to monitor the station and ensure that it is routinely equipped with two working pumps and high level alarms. She confirmed they still have a monthly maintenance contract W o Date: 09/15/2005 o Owner: Meridian River Development (River Place Apts.) o Complaint: There is a sewage overflow at the subject address o Findings/Outcome: 1715: Upon arrival to subject address just north of MLK Blvd, C.O.T. Wastewater crew had already pumped out the overflowing manhole in the center of Riverside Dr, near the n. property line of Rive place Apts, which fronts the east side of Hills. River. C.O.T. indicated that they it appeared to be a minor o/f caused by a grease log. They would televise the lines on the following day to be sure. There were no pump stations that were known to be down. Enforcements: None found The o/f drained into storm drains on the street near the manhole. C.O.T. pulled the cover to the culvert s.w. drain to the west of the manhole and the line did appear to discharge directly west to the River. That side (east) of Hillsborough River was walked and two s.w. culvert outfalls were located that were likely the discharge points for the contaminated storm drains. There were no wastewater plumes visible and the water clarity was good. The o/f did not appear to reach the River. C.O.T. estimated it was a minor overflow and that they would likely report it in the 100 to 200 gallon range. Their vac trucks had were beginning to pump out the storm drains at about 6:15 pm. The affected areas in the street were already washed down. The complainant from Channel 8 was called but was unavailable. It was explained to Morris Child, another staff member, that the event appeared to be a minor overflow properly responded to and corrected by C.O.T. As a follow up, C.O.T. indicated they would televise the collection lines in that area on the following day.
