1 City Council Workshop Agenda Item #3 May 8, 2018 LED Streetlight Replacement Project For several years, the City of South Portland along with a consortium of other communities have been working to allow municipalities to purchase and operate the streetlights within their communities from Central Maine Power (CMP). Now that these efforts are complete, the City is in the process of converting approx. 1,900 streetlights to LED fixtures. At a recent meeting, Council approved the planned purchase of these streetlights from CMP. Now we are faced with the question of: what do we replace the existing lights with? The City has been evaluating the possible streetlight fixtures and lighting options and conducted a pilot project at five sites in South Portland. The City received feedback on color temperatures and the different fixtures. The various sites were: Testing different color temperatures: Site 1: Broadway from Ocean to Cottage Site 2: E St Site 3: Broadway & Westbrook St Site 4: Pine St & Chase St Testing different fixtures: Site 5: Wermuth Rd in Redbank Village In addition to an online public survey, the City requested feedback from the Police, Fire, Public Works, and Bus departments. As noted in the attached memo from Sustainability Director Julie Rosenbach, the departmental overall preference differed slightly from the public feedback, but was also varied depending on the department. Public Works was mostly concerned with the glare (wanting the mid-color temperature) while the Police response preferred the higher-color temperature (whiter). Based on this feedback, staff is recommending the Cree fixtures as a 3,000 Kelvin temperature. We will explore these results with you in greater detail at the meeting, with the intent of obtaining Council feedback as to which manufacturer and color temperatures the City should select for the new LED streetlights. This input will inform future design and costing recommendations to be completed by RealTerm, the consultant with which the City is working to complete an investment grade audit. The City s Planner Director (Tex Haeuser), Finance Director (Greg L Heureux), and Sustainability Director (Julie Rosenbach) will be at Tuesday s meeting to provide further information and answer questions. Five pilot sites were set up at various locations around the city to test different variations of color temperature and fixture types on both local/residential streets and main arterials. Three color temperatures on the lower end of the Kelvin spectrum (2700K, 3000K, and 4000K) and three different fixture types (Acuity, Cree, and Eaton) were tested. Testing different color temperatures: Site 1: Broadway from Ocean to Cottage Site 2: E St Site 3: Broadway & Westbrook St Site 4: Pine St & Chase St Testing different fixtures: Site 5: Wermuth Rd in Redbank Village The pilot ran for the month of April, and a total of 27 people responded. Overall, the public preferred the 3000K color temperature lights and the Cree fixtures (see the survey results attached). City staff from the police department, fire department, bus service, and public works were also asked for their input. With a public safety perspective, they indicated a mixed preference for 3000K at two locations and 4000K at two locations. They also indicated a preference for the Acuity fixtures (see the survey results attached). Recommendations Staff recommend going with the 3000K lights for several reasons: 1) there was a clear preference for this color temperature among the public and several department reviews, 2) the American Medical Association supports the conversion of streetlights to LED technology at

ROSENBACH Sustainability Director lower Kelvin levels, specifically 3000K over 4000K, which is in line with this feedback, 3) the 2700K lights are new and therefore not widely in production so their availability is limited, and 4) the difference between 2700K and 3000K is minimal and often not able to be determined. Staff recommend going with the Cree fixtures. The public clearly favored the Cree fixtures while departmental input favored Acuity. In looking at what other communities have chosen, both Portland and Scarborough selected Cree fixtures and Falmouth is likely to select the Acuity fixtures. Both the Acuity and the Cree fixtures have benefits, and staff weighed them equally, but ultimately decided to recommend the Cree because the Cree fixtures were designed to have less glare, a key complaint of LED streetlights and staff chose to go with the fixture most recommended by the public.

Portland states that lights can't invade other person's space... could the arch be changed a bit 17 You need to figure out how to direct the light down.
