1 Public To consider extending Park lands above River Mile 7.0 on the Little Spokane River for the conservation and limited recreation qualities they contain is this request. Could this be included in your Alternatives selection for further study? The area in question centers on 3 parcels owned by WDFW and known as Waikiki Springs. Private adjacent lands with similar values could also be explored for creating continuity between public holdings near St Georges Ep. School-Waikiki Rd. River Mile 7.0 and to River Mile 10.5 downstream of the Rivilla Residential community and also below Dartford Drive. A group known as Save Our Switchbacks - SOS is actively shaping this idea for conservation and recreation through volunteer stewardship with WDFW in Region 1. We would like to explore conservation of the broad meanders/floodplain of this roughly 3.5 mile section with associated hiker trail development and public access. A limited system of trails could be developed on south facing slopes well above the 100 year floodplain which could link with Waikiki Road. Conservation qualities could be enhanced through native plantings, education, and closing off of unnecessary trails within the sensitive Waikiki Springs area. The new restrooms in the CG are apparently to have a bright security light. Ugh. We take telescopes to stargaze when we camp out there and this will just ruin the night sky experience for us and all campers. Kids will never know there's a Milky Way up there, never see the Orion or Lagoon Nebulae. Please,please, PLEASE no bright high pressure sodium, halide, or those horrible bright LED streetlights they're putting up in Spokane that are polluting the beautiful and natural darkness we need to be healthy. We'll bring flashlights and the CG would be fine with dim knee high solar powered lights along the paths to the restrooms; these would more than suffice to light the way at night. It is supposed to be dark at night! For the Fisk Property, I sure hope Parks develops this area for boat in/hike in camping/recreation and secures it from the teenage drinking and four wheeling/trashing the land parties that threaten this beautiful place. 3 I am hoping that no more of Riverside Park is traded out for Real Estate purpose as it has been in the past. The habitat for deer, owls, coyotes and loss of trees was devastating. Please keep our park intact. Date 1/28/2018 Riverside Planning Nine Mile Falls WA Zip I am out of town during the meetings for public comment. Please take a few minutes to read my comments below. I am a bordering landowner of Riverside Park. The area of interest to me is the park property along Pine Bluff road and northwest of Carlson Rd ( adjacent to the parking area at Carlson trailhead). I have lived at my current address for 20 years. The last 5-10 years the use of the park in this area has definitely increased. For the most part, I see this as positive. People getting out in nature and enjoying the park...good. Of concern to me, however, is the number of undesignated trails that have cropped up in this area - mainly in the last 3 to 4 years. My observation is that they are made by mountain bikers. I ride a mountain bike and horse in the park. I understand how fun the single track trails are but believe more trails in this area are undesirable. This is one area of the park that has managed to stay a little more "wild" compared to the area on the other side of 7 mile by airstrip. I believe it is important as a small wildlife sanctuary and a "quieter" section, not criss-crossed by multiple trails. One of the many "new" trails developed over a section of my property. I have put up signs and moved logs over trails. Initially those logs were moved by those individuals using the trails. More recently left in place but other off-shoot trails continue to be used. I would be happy to be part of a positive solution for this and desire to be

4 a good neighbor of the Park. It is a multi-use park for humans but also for animals, flora, geology... I believe new signs at multiple areas where the undesignated trails take off from main trails would be helpful. Also education of all users. Area sporting good shops could potentially be helpful in the education of respectful use of Riverside... REI has multiple workshops for bike maintenance, trail riding etc... Information could be given out there as well? The bike expo coming up Feb would be a good place for Riverside Park to have a booth... I would also be happy to try to give volunteer time to help educate for respectful use of trails etc.. THANK YOU FOR TAKING TIME TO READ THIS, Sincerely, Date 1/28/2018 Zip Riverside Park planning project As an elderly person, it is extremely difficult to enter and exit my boat from the Long Lake Campground ( Lake Spokane ). There was a floating, lake level dock attached to the permanent dock a few years ago and is no longer there. A boaters easy access platform is needed due to the elevation distance between the lake level and the dock surface. I no longer use this launch site for safety reasons. I am not the only one to experience this, for everyone I talk to about this subject states the same thing. Can anything be done to address this problem? I miss taking the family there for an outing. I'd like the trails system to be expanded. I'd like land to be designated for conservation and wildlife habitat. I'd like no reduction or sale of public land. Ideally, parkland to the west, near the lake, would be expanded and promoted. As a lifelong resident of Spokane, RSP has always been my backyard. From hiking to biking to picnics and other family fun, Riverside is a jewel of local treasure. Maximizing the shared use of all areas of the park should be a high priority. Individual usage groups who try to carve out portions of the park for their own use should be given the lowest priorities. The trail system is what makes

6 Riverside great and the fact that those trails are almost all shared-use is a model for park management everywhere. I regularly ride mountain bikes and hike on RSP trails and enjoy greeting other trail users, whether they are on foot, bike, ski or horseback. Keeping the trails open to all should be a prime goal. Also, in this age of ever decreasing budgets, allowing increased public volunteer participation in sanctioned trail building and trail maintenance should also be considered. Thank you for your consideration, Ken Date 2/13/2018 Riverside Park planning project Organization River Park Estates Property Owners Association Nine Mile Falls Washington Zip RiverPark Estates Property Owners Association is located one mile up from Highway 291 at the Painted Rocks Trail parking area. Our Neighborhood has 24 Lots, 18 of them with houses. In the 13 years that I have lived here we have had to deal with issues because of our private road or easement road which we are required to maintain, that leads up to our development and has parkland trails around it. The public parking lot at the base of our road gets very busy in the summer, and its not unusual to see broken car windows while hikers are off hiking, or cars parked illegally along the roadway up to our homes. The "nodogs allowed sign" on the Park's sign, no one pays attention to. The road is also used to walk their dogs on and hike up the hill on. We frequently have people use our neighborhood as a place to park and to drink or take drugs. We have had thefts in our neighborhood. We have people straying off the trails and into our yards. Please keep us in mind if you plan on further

7 developing our neighboring property lines at top of the hills behind our homes. I believe its called Knothead Trail that currently skirts around our neighborhood, and connects to the Painted Rocks Trail on Rutter Park Rd. Thank You.
