5 TIPS Prince Edward Island On behalf of the Charlottetown Police Services, I wish to congratulate PEI Crime Stoppers on this their 27th year of operation and for producing their Annual Awareness Guide. The Crime Stoppers program plays an integral role in the fight against crime. Education, information and raised awareness are all key components in making our communities safer. Better awareness leads to better prevention, which ultimately leads to safer communities and this is precisely what Crime Stoppers achieves with the production of this guide. Crime Stoppers has been a part of our Island Community since Through the operation of the Crime Stoppers Tip Line, police agencies are able to field investigative leads that have helped solve outstanding crimes and prevent the perpetrators from victimizing others. During that time they have raised awareness among Islanders which has had positive impacts across our communities. Over time Crime Stoppers has received in excess of 9,000 tips, helped solve over 1,300 cases resulting in over 900 arrests and seen in excess of 3 million dollars in seized drugs and recovered property. Crime Stoppers cannot operate without dedicated, hard-working people. Charlottetown Police Services is proud to work with the Volunteer Board and the Program Coordinator. These individuals and the many sponsors of the program recognize the value and positive impact that Crime Stoppers has within our community. We would be remiss not to pass along our sincere thanks and good wishes to retiring Program Coordinator, Phil Pitts, and look forward to working with the new Program Coordinator, Scott Lundrigan. Chief of Police Charlottetown Police Services Congratulations are in order once again to PEI Crime Stoppers for continuing their good work, in producing their Annual Awareness Guide. Since the program began on PEI, over 1320 cases have been solved, over 940 arrests have been recorded as a result of tips, and almost 3.2 million dollars in stolen property and drugs seized. Since its inception in PEI, over 9100 tips have been received from the general public. This program is one of the greatest crime-fighting resources we have at our disposal, and it must remain as an integral component in assisting law enforcement officials in solving crime. No matter where you live in this great country, or whether you are served by the RCMP or a municipal police service, Crime Stoppers plays a significant role in identifying criminals and bringing them to justice. Crime Stoppers has always provided citizens with a vehicle to anonymously supply the police with information about a crime or potential crime of which they have knowledge and cash rewards are offered to people who call the program and their information leads to an arrest. As was mentioned above, the public nowadays is getting more involved in assisting to solve crimes and the figures speak for themselves. This program cannot succeed without the help from our communities and the tips show that. All of us must practice good crime-prevention habits and do simple things such as always locking the doors on your home and vehicles, and give your home that lived in look while you are away. Before leaving on a trip, leave the keys with trusted neighbors who can turn your radio and lights on and off at sporadic times. Also your neighbor can open and close your curtains, bring in your newspaper and all flyers, mow your lawn and keep your walkway clear of snow in the winter. Also keep in mind that the door to the house from the garage area should be as solid as all exterior entrances and equipped with the same type of safety lock. These practices will help to reduce the opportunity for would-be criminals to strike. Criminals strike when they have the opportunity and if everyone takes the time to crime-proof their property, this reduces the opportunity for the crime to occur in the first place. All police agencies must partner with Crime Stoppers and the media so the program can help officers solve crimes. The media is an integral component of Crime Stoppers. An unsolved crime can be re-enacted and shown on television or may be publicized in a newspaper or aired on radio so the media brings the program to the attention of the public. Finally, citizens must play an active role in community safety by coming forward anonymously with information in relation to crimes. Service Centre Please Help Us Solve This Crime At approximately 2:30AM on the 11th day of August 2008, Summerside Police services dispatch received a 911 call in regards to a home invasion at 107 Ottawa Street in Summerside. Officers responded to find a 93 year old male who resided alone in the residence in a confused state. He reported to police that an unknown person had entered the residence and tied him up in chains. He had bruising on his left eye, both forearms and also on his back and shoulders. Police did not locate any chains but did locate green rope in the bedroom. Missing from the residence was a white/beige safe, approximately 1 by 6 inches in size, that contained a large amount of cash and personal papers including the victim s will. A suspicious footwear impression from a Rockport shoe was located in the area of this crime. Later in the day some personal items belonging to the victim were located by the swimming pool of the Causeway Bay motel in Summerside. All possible avenues and techniques have been exhausted with the investigation into this case and it remains unsolved. 7 TIPS Prince Edward Island On behalf of the Kensington Police Service, I would like to take this opportunity to congratulate PEI Crime Stoppers on another very successful year in operation here on the Island. This is tremendous and the ongoing work of the previous coordinator Phil Pitts and the Crime Stoppers Board of Directors should be recognized for the success that Crime Stoppers has had here on PEI. Over the past number of years, we have noted that more concerned citizens are using Crime Stoppers to get tips out to the police in regards to persons driving while suspended and impaired, as well as persons involved in drug activity. The information that is passed on from Crime Stoppers enables the police to carry out investigations that often lead to the arrest of persons involved in criminal activity. I d like to take this opportunity to thank Phil Pitts for all the hard work he s put into the Crime Stoppers organization and would also like to welcome Scott Lundrigan as the new coordinator; I look forward to working with him in the near future. In closing, I would like to mention that since 1988, there have been 9,167 tips provided to PEI Crime Stoppers; 1,320 cases cleared; 943 arrests made; 579 charges laid; and $3,195, worth of drugs and property seized all as a result of the tips provided to PEI Crime Stoppers. Lewie Sutherland Chief Kensington Police Service As Commanding Officer of the Royal Canadian Mounted Police (RCMP) of Prince Edward Island, I am honoured to be part of the PEI Crime Stoppers program. RCMP on the Island have a strong history with PEI Crime Stoppers to assist in solving crimes in our local communities and this new Awareness Guide is a key component for the organization to grow awareness and good faith in the communities it serves. Since beginning on PEI in 1988, Crime Stoppers have fielded 9,167 calls, which have directly impacted on 1,320 cases, resulting in 943 arrests and recovery of over $3,000, in stolen property and drugs seized. Citizens can play a vital role in keeping our neighbourhoods and our people safe by contributing to the information needed to stop crime. Often, in smaller communities, it can seem awkward to provide information to police agencies due to the fact that people are intertwined in our lives socially and professionally. Sometimes people just don t want to get involved. It is crucial that members of the general public feel secure in submitting information without recourse. The anonymity of Crime Stoppers does just that with a phone line, web site and text messaging services to ensure the ease of submitting information. Crime can be stopped and criminals can be caught. It is important that those who respect the law and enjoy a safe and secure lifestyle own some of the power of that safety by engaging in programs like PEI Crime Stoppers to stop crime. Police agencies across Prince Edward Island work with the information provided by concerned citizens, promoted by media. Over the years, the RCMP in Prince Edward Island and supporters of PEI Crime Stoppers have been fortunate to enjoy an excellent working relationship with the Manager-Coordinator, Mr. Phil Pitts. Mr. Pitts worked closely with all policing agencies across the Island to assist in solving crimes in our communities and is now passing the role over to Mr. Scott Lundrigan. Mr. Pitts will embark on a very rewarding and well-deserved retirement and Mr. Lundrigan will bring a strong policing history with him as a recently-retired RCMP officer of PEI into his new role and I am sure that he will continue the great work in Phil s footsteps. A hardy thank you to both of you for your work in the administration of the program. On behalf of the RCMP on Prince Edward Island, I would like to thank the volunteer Board as well as the many members of our community who provide direction and support to the Crime Stoppers program through fundraising, public awareness, education and numerous other activities on a volunteer basis. 11 TIPS Prince Edward Island Coordinator s Message: I d like to introduce myself - I am the newly-appointed Project Manager/Coordinator for PEI Crime Stoppers, and I m slowly ge ing used to the responsibilities of this position. I work with a great group of Volunteers, who maintain our program and direct our course. Their tireless commitment to this organization is what makes this program work so well. This publication shows some of the things we have been involved with this past year on our Island home. I would be remiss if I did not thank the out-going Coordinator, Phil Pi s. He helped get me started on the right path, and continues to offer valuable advice and tips on this challenging job. In the coming year we hope to be more involved in our Island Schools, working more closely with our seniors, and partnering with the Provincial Government. We receive great support from our communities, media and the law enforcement partners, but without you, the public, calling us, sending web tips, or sending text tips, we would not be able to assist our law enforcement community and help keep our Island safe. Sco Lundrigan Program Coordinator PEI Crime Stoppers 2017 General Meeting Of PEI Crime Stoppers On Thursday, January 26, 2017 the Annual General Meeting of PEI Crime Stoppers was held in Charlottetown. The past year s operations of Crime Stoppers were reviewed with statistics presented showing 596 tips received from the public which assisted Island Law Enforcement to solve 47 crimes and make 37 arrests. With the seizure of over $118,00.00 in recovered property and illegal drugs this year, it brings the amount seized since our inception in 1989 to over 3 million dollars. Guest Speaker for the event was the Adam Binkley, Executive Director of the Summerside Boys and Girls Club. He spoke of the value of partnership in general and specifically the partnership with PEI Crime Stoppers and the Toonies for Youth 50/50 Draw and how it has assisted his organization in the development of the Youth Engagement Centre and the work done with youth there. Crime Stoppers President, Don Reid, and Coordinator, Phil Pitts, both thanked all of our sponsors, community partners, the media and the public who provided tips. 13 ARSON - Hillview Drive, Stratford On May 30, 2016 at approximately 5:30 a.m, the Queens District RCMP received a report of a structure fire at 5 Hillview Drive in Stratford, PE. The fire was deemed an arson. The house was vacant at the time. VANDALISM - Vernon River School Between August 27 and 28, 2016, the Vernon River Consolidated School located at 5505 Murray Harbour Road in Vernon River was vandalized with graffiti. Multiple images and text was spray-painted on the outside of the school with black and blue spray paint. The initials THT and TCD were clearly written on the walls in spray-paint. THEFT OF GENERATOR - Vernon River On September 1, 2016, the Kings District RCMP received a complaint of a stolen generator from a construction site in Vernon River. The item stolen was an Extreme 9000 Generator which had been chained to a fence. The person(s) responsible for the theft cut the chain, then proceeded to take the generator. The theft occurred between August 31, 2016 at 1700 hours and September 1, 2016 at 0700 hours. POSSIBLE ARSON - O'Leary On September 23, 2016 at approximately 2:30 a.m. the West Prince RCMP were called to a reported disturbance at a residence in O Leary. When police arrived they observed flames inside the home. Police requested the assistance of the O Leary Fire Department who attended and extinguished the fire. There was extensive damage to the home and a family pet was lost as a result of the blaze. The Provincial Fire Marshal and L Division Police Dog Services attended the scene. A short time later at 4:37 a.m. in Glenwood, a second structure fire was reported to the West Prince RCMP. The O Leary Fire Department attended and extinguished the blaze. The abandoned home had no power to it and was a complete loss. DAMAGE TO FARM EQUIPMENT - Green Meadows Shortly before 7:00 a.m., on October 13, 2016, the Souris RCMP were called to a farm in Green Meadows after it TIPS Prince Edward Island UNSOLVED CRIMES Anyone with information regarding any of these Unsolved Crimes is asked to call Crime Stoppers at (TIPS) Remember: We want your information, not your name! was reported that several pieces of farm equipment had been extensively damaged with damage estimated at $50,000- $55,000. In total, three tractors, two wind rowers and one potato harvester all sustained significant damage. At least one tire on each of the six pieces of farm equipment had been punctured. Also, a sugar or sugar-like substance was poured into the gas tank and oil tank of each tractor. These deliberate acts of mischief and vandalism occurred between 8:45 p.m. on October 12, 2016 and 6:00 a.m. on October 13, THEFT OF TUNA FISHING EQUIPMENT - North Lake Sometime between the hours of 11:00 a.m. on October 13, 2016 and 12:00 p.m. on October 14, 2016, unknown suspect(s) stole 5 tuna fishing rods from a fishing boat stationed at the North Lake Wharf. The brand names of the fishing rods taken are: 3 Penn rod and reels, a Shimano rod and reel, and a Kite rod and reel. The value of the items taken is approximately $10,000. DAMAGE TO FARM EQUIPMENT - North Carleton On October 17, 2016, the East Prince RCMP were called to a report of damage to 4 farm vehicles. The vehicles are: 2 tractors and 2 potato harvesters - had their tires drilled into, flattening the tires. The damage occurred sometime between the evening of October 15 and the morning of October 17. The vehicles were parked in a field adjacent to the 7 Mile Bay Church in North Carleton when the damage occurred. POSSIBLE ARSON - Mount Royal On October 20, 2016 at approximately 2:30 a.m., West Prince RCMP responded to a structure fire at 1385 Buchanan Road in Mount Royal. The fire is deemed to be suspicious in nature. The O'Leary Fire department responded to the call and put the fire out. POSSIBLE ARSON Tyne Valley On November 1, 2016, at approximately 8:30 p.m., the East Prince RCMP received a report of a structure fire on Route 167 in Tyne Valley. The Tyne Valley, Wellington, Lennox Island and Miscouche Fire Departments responded and extinguished the fire. The building, which was a total loss, was vacant at the time and there were no injuries reported. continued on page 13 11

15 BREAK, ENTER & THEFT OF ATM - O'Leary Kwik-Way During the early morning of Sunday, November 13, 2016, West Prince RCMP responded to a complaint of a break and enter at the O'Leary Kwik-Way store located at 471 Main Street. Thieves smashed the front window in order to gain access to the store and once inside stole the Automated Teller Machine (ATM). ARMED ROBBERY Charlottetown Charlottetown Police Services responded to a report of a robbery in the early evening of December 12, 2016 at the Super Nova Convenience Store on Beach Grove Road in Charlottetown. Police were informed that an unknown male entered the business wielding a knife and demanding money. The culprit fled the area with an undisclosed amount of cash before the police arrived. Police cordoned off the area and utilized the RCMP K-9, however the suspect could not be located. BREAK, ENTER & THEFT OF ATM Mount Stewart Irving During the early morning of Tuesday, January 3, 2017, Queens District RCMP responded to a complaint of a break and enter at the Mount Stewart Irving station store located at Route 2. Suspects smashed the front window in order to gain access to the store and once inside stole the Automated Teller Machine (ATM). RCMP is requesting the public's assistance in identifying the male in the photographs or for any other information regarding this break, enter and theft TIPS Prince Edward Island UNSOLVED CRIMES Anyone with information regarding any of these Unsolved Crimes is asked to call Crime Stoppers at (TIPS) continued... TAGGING PROPERTIES - Charlottetown & Summerside Police are investigating numerous instances of someone tagging properties in both communities in 2016 and These instances of tagging are linked by the tagger s handle, Tekoe. There are thousands of dollars in damage related to these tagging incidents, and any help would be appreciated in identifying the responsible person. BREAK, ENTER & THEFT Charlottetown On Wednesday, May 24, 2017, Charlottetown Police attended the scene of a break and enter into a large container at the corner of Sherwood and Malpeque Road. The container had been placed at this location in preparation for the installation of a new water line. Approximately $10, worth of various copper parts were stolen. DAMAGE TO PROPERTY Buell Rd, Abney On March 9, 2017, RCMP received a complaint that over the past several days someone on ATVs had entered a property on the Buell Road in Abney, Kings County and smashed windows, tore doors off an unoccupied home and smashed up a truck on the property. BREAK, ENTER & THEFT OF ATM Bloomfield In the early morning hours at approximately 2:00 a.m., on January 9, 2017, suspect(s) broke into the Shell Gas Station in Bloomfield, stealing the Automated Teller Machine (ATM) from inside. The suspects caused damage to the business and managed to get away with the ATM. The RCMP Major Crimes Unit, Police Dog Services and Forensic Identification Units were called to the scene to assist with the investigation. BREAK, ENTER & THEFT OF ATM - Mount Mellick At approximately 2:30 a.m., on February 13, 2017, suspect(s) broke into the Pownal Rink in Mount Mellick, stealing the Automated Teller Machine (ATM) from inside. The fire was started sometime between June 9 and June 12, There were also two other suspicious fire in the general area, one on June 11 and the other on June 4. The complainant believes they may have been sold for scrap. Approximate damages were estimated to be $20,000. It is believed that this happened in mid-march BREAK, ENTER & THEFT OF FIREARMS Fanning Brook On March 15, 2017, at 5:00 p.m., Souris RCMP received a complaint of a break and enter to a residence in the Fanning Brook area. Sometime between March 12 and March 15, suspects entered the residence causing damage to the door. 18 homicide TIPS Prince Edward Island COLD CASE: HOMICIDE Byron Carr, 1988 Byron Carr was last seen alive at approximately 3:30 a.m. on Friday November 11, 1988, which was the beginning of a long Remembrance Day weekend. He was driving a 1987 white Ford Tempo westward on Sydney Street near the corner of Great George Street, Charlottetown. Thirty-one hours later, he was found dead in the bedroom of his home at 24 Lapthorne Avenue, Charlottetown. Time of death was determined to be between 3:30-9:00 a.m. on November 11th. Evidence at the scene indicated that his death followed a sexual act with a male. Carr was strangled and stabbed, and the killer left a note saying ''I WILL KILL AGAIN!'' Investigators are interested in speaking to anyone who may have been on city streets at that time. No matter how insignificant your information may seem to you, it may be important to investigators. Remember, "Crime Stoppers is not about telling on people... it is about protecting your family, your home and your community!" 1. Releasing the photo is another step in the investigation. 2. The message was located on a wall within the victim s residence and is believed to be have been left by the person responsible for the death of Byron Carr. 3. Stephen Duggan, Royal Canadian Mounted Police Officer of the Year; and Kim Griffin, representing event sponsor Maritime Electric The 2017 PEI Crime Stoppers Police Officer of the Year awards were presented on Friday May 19th at a luncheon at the Rodd Charlottetown Hotel. This event is held in conjunction with National Police Week. Crime Stoppers holds the event to acknowledge and thank all the fine members and support staff of our Island Police Services that work 24-7 year-round to make our communities safe. Crime Stoppers recognizes that often the men and women of our police services go above and beyond to make PEI a better and safer province, both on and off duty. The Police Officers of the Year Awards is an event designed to recognize that extra effort. Local radio personality Scott Chapman acted as Master of Ceremonies and guest speaker for the event was PEI Police Commissioner Gerard Mitchell. Commissioner Mitchell spoke of the good work being done by all of our Island Police Services in a very difficult profession and the extra they do that is not always recognized. He also spoke of Crime Stoppers in PEI and its importance in support of law enforcement. Our PEI Crime Stoppers Board is composed of citizen volunteers and three police advisors. Two of those police advisers, Cpl. Steve MacDonald of the RCMP and Cpl. Wade Ryder of the Summerside Police Service are moving on and their many years of dedicated service were acknowledged. Awards were presented in two categories; one to a member of the Royal Canadian Mounted Police and one to a member of a Municipal Police Service. Nominees must have been currently working in the province of Prince Edward Island. Nominations were judged independently by a three-person panel consisting of a retired RCMP officer, a retired Charlottetown Police Services officer and a member of the PEI Crime Stoppers board of directors. His nomination also cited his involvement in a number of community initiatives and activities as well as his work with local, provincial and national Police Associations. Cst. Jonathan Kennedy of the Summerside Police Service was selected as runnerup for this award. Cst. Kennedy was nominated for his response to a medical emergency and his compassion and ongoing concern for the family. The 2017 Royal Canadian Mounted Police Officer of the Year was Cst. Stephen Duggan of the Queens District office. Cst. Duggan was recognized for his work in promoting highway safety throughout the province and, in particular, relating to impaired driving, distracted driving and seatbelt use. His nomination cited his efforts in the education aspect of traffic safety and his passion in getting the message out to the public in particular, to younger drivers. 21 TIPS Prince Edward Island 2017 Pink Shirt Design Contest With sponsors ADL and the Charlottetown Islanders, PEI Crime Stoppers ran an Anti-Bullying contest for Grade 7-12 students on PEI. They were to submit an original design to be used on the 2018 Anti-Bullying Pink Shirt. While many great designs with strong Anti-Bullying messages were received the winners were: 1st Place a prize of $500 sponsored by ADL, went to Samantha MacLean, a grade-12 student at Bluefield High School 2nd Place - a prize of a team-autographed Charlottetown Islanders hockey stick, went to Andrew McKenna, a grade-7 student at École Francois Buote. 25 by Don Reid When you volunteer, you give part of yourself your time, energy, skills and feelings. You give to your family and friends, to your neighbours, to your community. Sometimes you are giving to people you don t know, to people thousands of miles away. Through volunteers, Crime Stoppers has become recognized throughout the world, as the leader in fighting crime. From its humble beginnings in New Mexico, Crime Stoppers has grown and prospered to where there are hundreds of programs worldwide and is represented in over thirty countries throughout the world. PEI Crime Stoppers, to me, was a win-win-win situation. Having been a volunteer since the age of sixteen, the opportunity was perfect. My mentor in life was, and is, Retired Senator Catherine Callbeck. Senator Callbeck showed me the true values of respect for all people and things that enter your space in life. Some say, had it not been for the then-premier Catherine Callbeck, there would not have been a PEI Crime Stoppers. Thank you, Senator Callbeck! I am currently employed with the Department of Justice in Youth Custody and work with troubled and misguided youth from the Police and/or Court on a daily basis. We all certainly know that the teenage years can be filled with turmoil and tribulation. Volunteering creates a stable foundation that provides a strong base upon which you can build your character. Volunteering allows you to grow and achieve heights you never thought possible. So when I was approached to become a member of the PEI Crime Stoppers Board, I didn t have to think about it for a second. Volunteering goes beyond your career search. For me, volunteering is a lifetime activity. Working with Crime Stoppers is often hard work, but with the great people on the board it is rarely dull. We are a very giving group and I guess giving is one of the reasons why people volunteer. Their contributions to others and to their communities bring them feelings of a self-fulfillment and the knowledge that they have made a difference. VOLUNTEERING WORKS Volunteering is also a way of saying thank you. It s a way of recognizing the countless others who, in big and small ways, have made life richer and better through donations of time and effort. But there is more to volunteering than giving. As a volunteer, you also reap personal benefits and enhance your personal growth. You: increase social awareness learn through service (I am also a Summerside Lions Club Member) enjoy better health gain self confidence discover your strengths and talents build a sense of independence expand your social circle If you are a youth, volunteering gets you ready for the workforce by: developing new skills gaining work experience exploring career options developing a job-finding network As a youth, you will find volunteering a great experience. But it doesn t stop now. By catching the volunteer bug, you will be giving yourself a lifetime of rewarding experiences. With a strong resume and new skills, you ll find it easier to strut your stuff to prospective employers, fill out university or college application forms, talk to scholarship or bursary officers, or take on more challenging volunteer positions in the community. That s the thing about volunteering. You get as much out of it as you put into it! And often, you get a whole lot more. It will develop you as a person, too. You will discover new parts of yourself, make friends, try new experiences and know the satisfaction of helping others and being part of a community. What are you waiting for? Volunteering Works! You give a little and you get a lot. 23

26 Social Media/Web Page In 2010 the Charlottetown Police Service introduced a new website and PEI Crime Stoppers implemented a Facebook page and upgraded their website. While these initiatives resulted in a significant increase in web-based tips into 2013 we have seen a decline in web based tip that mirrors an overall reduction in tips received over the past two years The following chart again shows a slight decrease over last year s web-based tips. Overall they seemed to have leveled off but remain very significant accounting for 65% of our total tips in 2015 compared with 59% in WEB-BASED TIPS We continue to receive support from our webmaster, Seabreeze Consulting, to ensure our website remains current with developing technology. Disposition Reports An important part of our program is our ability to tell our story to ensure continued support. The law enforcement community plays an important role in this since we rely on them to investigate and report back to us on the disposition of the tips received. In the past year we fell back to 75 % from 82% in 2014 and 91% in 2013 which again means we will have to work together to improve this in This is significant in that we do not get a full and accurate picture on the effectiveness of our program when we do not know the results of almost 25% or our tips. Thank you to all our law enforcement officers who do make the effort to provide disposition reports and to our police advisors who champion this within their services. While we continued to enjoy and work on existing media, police and community partnerships we are always seeking new opportunities for working together.
