10 Monthly Board Meeting Minutes Callender Lake Property Owners Improvement Association Saturday, March 11, 2017 The CLPOIA Board meeting was called to order by President Debra Abbuhl at 1:06 PM in the Callender Lake Community Center with 14 guests in attendance. The invocation was given by Debra Abbuhl. All attendees voiced the Pledge of Allegiance. Board Members Attendance Director Jo Ann Ishmael, as acting Secretary for the meeting, stated that today we have 6 Board members present. Matt Palazzetti, Rusty Rowe and Tilla Strickland were absent. Approval of Agenda President Abbuhl asked if there were changes to the agenda. There being no changes, a motion was made by John Harwood to accept the agenda as presented. The motion was seconded by Jeff Smith, and there being no further discussion, the motion passed unanimously. OFFICER'S REPORTS Secretary s Report: Jo Ann Ishmael reported that the minutes from the February 2017 Board meeting were circulated via and published in the CL Lines. As there are no changes or corrections requested, Ms. Ishmael moved that these minutes be accepted and filed for record. It was seconded by John Harwood. motion passed unanimously. Treasurer s Report: John Harwood stated the Cash, Reconciliation, and the Profit & Loss Statements for February 2017 are available on the back table if you haven t picked one up. If you have any questions please see me after this meeting and I ll do my best to answer them. STANDING COMMITTEE REPORTS Recreation: Jo Ann Ishmael reported that it s time to start planning for the Annual Easter Egg Hunt which is scheduled for April 15 at 2:00pm. Children up to 12 years of age living in our community or having family members in the community are invited. Prizes will be given for the child who traveled the farthest and for the youngest participant. Also there will be a prize egg in each of the three age sections. The Recreation Committee is requesting small candies to fill the 3000 eggs for the hunt. Please no chocolate, as it will melt. Bring your donations to the office prior to April 11th. The Community is invited to participate in stuffing the eggs in the Community Center on April 13 at 9:00 AM. Maintenance: Public Areas: Paul Jenkins reported that the work performed by Doug Ferris this month included: Placed additional rock at culvert outfall on CL Drive Assisted with dump station repair Picked up limbs at parks and roadways Filled potholes (see map for locations) Packed dumpsters Blew and mulched leaves at children's park Cut trees on Dogwood, Timber Grove and Terrapin Picked up trash at parks and dumpster area
11 Boat Storage: Paul Jenkins reported that the Boat Storage committee has met twice, and identified some goals and duties. We're still in the process of identifying the last known registered owners of the boats, trailers, etc. The next step is to run a notice in the Lake Lines, letting our members know what we're trying to do and request they contact us if they have property in the storage area.. At some point we'll contact the owners that we can find and go from there... Architectural Control: Jeff Smith reported that the ACC met on March 4, Five applications for building were submitted. Two applications were approved and three were denied. Homeowners were contacted to amend their applications and resubmit. The committee agreed on 12 new violations of the neat and orderly restrictions and approved of twelve additional letters to homeowners to encourage compliance with current restrictions. The committee is very appreciative of the homeowners responses to its initial recommendations for improvements to the neat and orderly care of the private residences in the community. Thanks to all and let s make Callender Lake clean and orderly again. Publicity: John Harwood confirmed the date of the new Phone book publication is still set for Sept The date for final input is August 1. A phone directory without ads is being considered due to lack of skilled volunteers needed to set up the ad art work. The Committee does not typically receive "camera ready art" which is necessary to produce the same quality as last publication. Security and Fire: Jeff Smith reported SFC meeting was held on 2/25/17. New burn ban signs were ordered for the gate area as signs that had been used before have not been located. SCF contacted the VZC Fire Marshall in regards to vacant and abandoned properties. The Deputy Fire Marshall advised that as an HOA we have more power than the county and advised that we proceed on our own. SFC and ACC will work together to determine the best course of action to take on this issue. Thank you to Lorraine Bradfield for her efforts on both of these items. 28 secondary cards and 3 call boxes were turned off for non-payment of dues. Fish and Wildlife: Debra Abbuhl reported that the committee made 26 fish structures which will be placed in the lake on the 13th of March. The locations of the structures will not be published but can be obtained by contacting Matt Palazzetti, Larry Giles or another FW Committee member. The fishing regulations, boating regulations and fish guide were updated on the Callender Lake website. All bids have been received for repair/replacement of the covered fishing dock. The Committee needs to meet to evaluate the bids so that a recommendation can be made to the Board. AD HOC COMMITTEE REPORTS Dam: Debra Abbuhl reported that the hand wheel for the canal gate on the dam outlet has been purchased and is in the Community Center. A formal request has been made to Corey Fentress for Velvin & Weeks Engineering to prepare an O & M plan for the Callender Lake dam. None NEW BUSINESS
12 OLD BUSINESS None QUESTIONS & ANNOUNCEMENTS Beautification Committee is sponsoring a community work day for April 1st beginning at 8:30am to clean flower beds. Please bring your tools. The Van Zandt Master Gardeners have one gallon geraniums $8.00 each. Three color options: cherry red, fuchsia or coral. Events will include airplane and helicopter rides, silent auction, a chance to win two round-trip tickets on Southwest Airlines. Lots of children activities to be enjoyed and everyone is invited free of charge. F&WL still has available T-shirts for $15 and Caps for $10. A guest from the floor asked a question regarding an update on the sales tax issue? President Abbuhl said there will be a meeting scheduled with all three committees that are affected to discuss the issue. Another guest from the floor related that at Slater Creek and Callender Lake Drive there is a felled tree left there by the tree trimmers that needs to be removed. President Abbuhl said she will look into the situation. Another guest from the floor asked a question about an issue raised in an earlier meeting about the installation of a Siren Warning System and an update was requested. President Abbuhl said this is not an option for the community since a dedicated line and phone bank system would be required to support the warning system. With no further business before the Board, President Abbuhl entertained a motion to adjourn. Motion was made by John Harwood and seconded by Paul Jenkins. Meeting was adjourned at 1:27 pm.
