It turned out the weekend the meeting was held was also a three-day holiday. ( Columbus Day.) This caused a conflict for some who had made plans to be elsewhere. Sorry about that; we ll correct it for next year. Many members have asked about what, where and especially when will we start making the improvements to the airpark? I m glad you asked. So here is the situation that exists today, keeping in mind that it may change tomorrow. So be patient and flexible as much as you can. Now that. the Nationals are over, the airport managers are gearing up to meet the training needs of the military. Since they are one plane short (remember they crashed one of the Otters) all hands are on deck to: a) fix the damaged plane and b) keep the others flying. What does this mean? It means most of the airport s employees will be working to meet the needs of the military first, and anything else will come later. Along with meeting the needs of the military, the grader operator has left for an unknown period of time. Airport management is in the process of finding a replacement. All of this sounds gloomy, but there is a light at the end of the tunnel. As we continue to work with the airport, it is hopeful we will complete the majority of the improvements by the end of this year. In reality this is good news. Rome was not built in a day and neither will our airpark. Remember, the airport s main business is the parachutist s and military training.
2 The Ultralight Squadron of America Newsletter November 2017 Page 2 of 8 President s message continued from page 1: Secondly, what s going on with the donated hanger and airplane? Well, I have an answer. Mark Carnighan has signed a Transfer of Title and Ownership giving our club ownership of his hanger and MX. By taking ownership of the hanger and plane, we can now make arrangements to move both of them to our airpark. What the final disposition of the property will be is up to the membership. In addition to all of the above, I have another project to discuss. I took the time to look at our club trailer in order to come up with ways to improve its function and overall appeal. With the help of other members, we came up with a list of materials to remodel the trailer s interior as well as repaint the exterior. The interior would include repairing and replacing the ceiling as well as replacing the wall paneling and replacing the old carpet. The trailer s exterior would be repainted. Estimated cost would be between $3,500 and $4,000 dollars. Keep in mind this cost is lower than trying to buy another trailer. Please think about this, and we ll discuss it at the next meeting. Speaking of membership, I have some terrible news. Our dear friend Ron Gonci has been diagnosed as having Leukemia. He was admitted to the hospital on Oct. 13 th for treatment. After several tests and treatment, it appears Ron may be released from Loma Linda Hospital by the 26 th. According to Ron, the treatments are working and hopefully he will be able to regain his strength within a few weeks. Please pray for Ron s recovery, and I will continue to give you updates on his condition. Until then... See ya in the air! Officers present are James Farthing, Secretary, John Mock Treasurer, Abdul Lozano Sergeant-At-Arms. Abdul Lozano led the Pledge of Allegiance and Moment of Silence for those no longer with us. Individual introductions were made by members and guests. Visitors: Dave Pompei a GA pilot interested in flying his Weedhopper. Dave Gardiner this is Dave s second club visit; Dylan Cerven who came as a guest of Joe Micalizzi. Dylan is working on his Private ticket. OFFICER REPORTS President Absent. Secretary Jim Farthing (acting President) opened the meeting and called for a motion from the floor to approve the September Minutes as published in the Ultralog. The motion was made, seconded and approved. Treasurer John Mock presented the status of the Club treasury to date; a motion from the floor to approve the Treasurer s Report as published in the Ultralog was made, seconded and approved. The Treasurer asked for a reckoning of the Owners and Occupants of hangars H11, H21 and H22. Sergeant-At-Arms Abdul Lozano reported the status of the airport as good. OTHER REPORTS Calendar Review Nov 4 Club meeting Vote Stan Hauxhurst Dec 2 Club meeting Christmas party Jan 6 Club Meeting Top Gun Award for 2017 October Competition There was no competition this month. SAFETY John Kratz recognized Bob Chase for his service to the Club as past Safety Officer. John discussed the value of completing a pre-flight your plane before you take off. He also stress that we not become complacent about maintaining our planes and using checklists; he discussed future training and readiness for emergencies around the field. OLD BUSINESS Jim Farthing (acting president) noted that the International Skydiving Competition was a success and our runway was used as a drop zone. The disposition of Mark Carnighan s hangar is in work awaiting Mark s return from out-of-town. NEW BUSINESS Nominations for Stan Hauxhurst were made: Larry Preston nominated John Kratz, Jim Farthing nominated Larry Preston; and John Kratz nominated Bob Chase for his long time service to our club. There will be three names on the ballot next meeting.
4 The Ultralight Squadron of America Newsletter November 2017 Page 4 of 8 There was a water leak under the club house last week that soaked the ground under the south end of the trailer causing it to shift about 6 inches towards the ditch. As a preemptive fix John Kratz jacket the tongue of the trailer up and put blocks under it to take weight of the stanchions. After the mud dries the stanchions will be replaced and the trailer repositioned back to the deck. Past member Jeff Cox passed away from complications of diabetes. He is survived by his wife Jan and two children. Joe Micalizzi proposed the Club make Mark s plane and hangar available for a CFI to fly out of our Airpark and provide two-seat Ultralight training. The acting president suggested that further discussion is warranted after we get the hangar move to the west of the road. The Club will not be used as a training FBO at the Perris Airport. Any arrangements to conduct flight training at the Perris Airport will have to be worked out by the CFI directly with the Airport Management, Pat Conatser. PROGRAM No program Scheduled Meeting was adjourned at 11:00 AM James Farthing II, Secretary 10/08/2017 What is the Stan Hauxhurst Award? What is it about? It is certainly more than doing your own thing that will not get you the award. It is more than dragging the field once a year, or spraying the weeds once a year, or keeping your tie-down clean and safe it is more than being a member of the Board once in a while. It is not just what do you do for the club, but what do you do for the club year after year. It is about giving to the club consistently over and over again in many ways, and in a way, of being the club for the rest of us. Not because you have to, but because you want to. Because you care that your fellow club members are safe and enjoying ultralight/light sport aviation and fulfilling their dreams to the best of their ability. It is about personal responsibility, being safe, helping new members, helping the club, participating in club activities, not every time, but often when possible. It is about making the club your club for everyone and more. The Stan Hauxhurst Award is the I care award. I care about aviation, safe aviation, I care about helping new members, I care about being a consistent and regular part of life at our field; I care about our club. Whoever is selected for this award is selected because he has been all of the above, time and time again. He is one of the many who have always been there to help, to serve, to guide and to encourage. Many club members are have been deserving of this award, and others have been nominated this year; and but one will be voted as most deserving this year. Thank you ALL for your excellent support of our Club. 5 The Ultralight Squadron of America Newsletter November 2017 Page 5 of 8 AMERI-KING ELT Airworthiness Directive If you were one of the people that had to transform your fat ultralight into E-LSA aircraft before the January 20 th, 2008 deadline or have since added an ELT (Emergency Locator Transmittor) to your bird using models AK-450 or AK-451 from Ameri-King, then you may want to read on. Our friends at the FAA had received numerous complaints from the field concerning its ability to trigger signals upon a detrimental event with Mother Earth or perhaps via a collision with some type of man-made creation that just happened to be in our way. Because of this, the FAA had preliminary proposed in December 28, 2015 a cease-and-decease order against various ELT equipment that Ameri-King manufactured. After a period of public comments from the aviation community including Ameri-King, this was downgraded to the issuance of a final ruling resulting in airworthiness directive AD effective on October 24, The directive mandates periodic inspection of the unit by a qualified inspector to see if any suspect malfunctions exists in the unit. If so, repairs are to be performed only by authorized repairmen authorized to work on such devices. Periodic testing is suggested in the unit s operating manual however it is difficult to determine without a radio if signals are actually being sent other than having faith that the little red diode is working on the face of the ELT or the remote switch unit on your instrument panel. You may want to consider a replacement for the AK-450 which only transmits signals on the unmonitored and MHz frequencies. The newer AK-451 model transmits these same two frequencies but also transmits on the MHz frequency which is monitored by search and rescue crews. Although the FAA does consider these units to be unsafe and below its quality standards, the AD does not mandate a replacement on our types of aircraft but it does suggest and require on certain types of GA aircraft that mandatory testing and corrective action occur within 12 months of the issuance of the AD by authorized personnel. Those with the AK-451 model would be best served to check the proper functioning of the unit for a proper transmitting signal during the normal acceptable test period (the first 5 minutes of each hour) with a radio. Those with the AK-450 may want to consider replacing it to a unit that transmits the 406 MHz frequency. However, in both units, it remains to be seen if they will properly operate upon impact which is hardly the time to see if it passes a live test.
