6 6 RE The Pine Cone April 18, 2014 Dollars, a local way to ease the hardships of the Great Depression And I don t give a damn about a greenback dollar, spend it as fast as I can The Kingston Trio DURING THE Great Depression in the 1930 s, greenback dollars were hard to come by. There weren t enough jobs to go around and the term, Brother can you spare a dime, was more than the lyrics to a plaintive song. By 1933, the unemployement rate was almost 25 percent, and was still 19 percent in Millions of Americans looking for Scenic Views By JERRY GERVASE work could not find it. Meanwhile, the country s industrial production had dropped by half. Bread lines, soup kitchens and rising numbers of homeless people became more and more common in America s towns and cities. Farmers who had lost their homes and land usually headed west to California, where they heard rumors of agricultural jobs. Unfortunately, although there was some seasonal work, the conditions for these families were transient and hostile. The stories of these migrants were immortalized by John Steinbeck in The Grapes of Wrath. During 1933, workers involved in landscaping along the highway up Hill were paid in trade warrants issued by the Monterey and Pacific Grove chambers of commerce. They were yellow pieces of paper about six inches long. In, pay for similar projects was in Dollars issued by the Business Association. It was resident, Howard Brunn, while we were having coffee at Plaza, who told me about s attempt to alleviate hardship during the depression with a form of scrip called Dollars. I was just a kid when they were issued so I don t remember much about them, he told me. That sent me scurrying over to the Harrison Memorial Library s Park Branch where Ashlee Wright, our local history librarian, dug out an actual sample of a Dollar. Lo and behold, the dollar bills, known as scrip, were designed by Jo Mora and Catherine Seideneck. Seideneck was born Catherine Comstock in 1885, in Illinois. She moved to California in After her marriage to George Seideneck in 1920 and a European honeymoon, she settled in where her brothers Hugh and Hurd Comstock were early developers. She was active as an organizer in the local art colony and taught at the Arts & Crafts Summer School. (But that s another column.) Once again, whenever something involving Jo Mora swims into my ken, I contact Peter Hiller, the Jo Mora Trust Collection curator. Peter, I implored, when I asked him about the Dollars. Is there a story here? Oh yes. he replied was a town that tried to do something about keeping the economy moving. Banks were failing and unable to provide currency, so the Business Association issued stamp scrips which were a form of emergency currency. Hiller told me that used a scrip system to stimulate worker-relief and purchasing in town. When unemployed individ- uals performed jobs in the community, shop owners affixed a special three-cent relief stamp with their signed initials on the back of the scrip certificate to acknowledge the work done. Once the back of the certificate was full, the scrip owner could redeem it from merchants for goods, or for one dollar. There was space for 36 stamps. An extra eight cents paid for the printing and distribution of the scrip. Hiller said that the advantages of living in a small community constantly paid off for Mora. In he was employed in creating the design of the scrip certificates. You can imagine how artistic they were. He used the familiar icon of Father Serra and a laborer, along with a hint of the stone arch located on Ocean Avenue. On the decorative border he incorporated symbols of the dramatic and visual arts for which is still well-known. A thousand of these scrip certificates were printed and put into circulation. On the sample Peter Hiller showed me I could make out stamps for the Laundry, and one that was hand printed HALLE, which may have been signed by Arnie Halle, who was manager of the Bank of, as well as an avid art collector. More research led me to discovering that the Dairy, Drugs, El Fumidor, Holman Department Store, Hardware, the Forest Theater, Garage, and even The Pine Cone, were participants in the program. The distribution of scrip was ended when federal relief projects were established. These New Deal programs, such as the Agricultural Adjustment Administration, the Civilian Conservation Corps, and the Works Progress Administration, inaugurated by President Franklin D. Roosevelt, helped ease the hardships of the Great Depression. World War II finally put it to an end. Today, Dollars are as hard to come by as real dollars were during the Thirties. I found them on-line selling from $95 to more than $300. They are collectible relics of a time when a caring community came together to help people devastated by the Great Depression. SHERIFF From page 6RE Officer arrived on scene and determined that an elderly female crashed into a business window, reversed, and then struck a parked vehicle, causing minor damage. No parties were injured, and all information was exchanged between parties. The elderly female s vehicle was towed from the scene. The Monterey County building inspector responded and determined the damage to the building was merely cosmetic and not structural in any way. area: Transient was arrested for being drunk in public inside a local business. area: An unknown person(s) had used the identity of a resident on Portola Road to open an account. Pacific Grove: Buena Vista resident complained that his neighbor has three chickens and one rooster. He spoke with his neighbor about the constant crowing by the rooster and was told that he would seek a permit. It has been a while since that conversation, and the neighbor has done nothing to stop the crowing or get a permit. Attempts to contact the neighbor were negative, as he was not home. Pacific Grove: Loud, unreasonable noise on Pine Avenue. Married couple started to argue at the station because wife told husband she was leaving him. Valley: Vehicle burglary on Valley Road. Pebble Beach: A resident found a window screen cut. Nothing else out of the ordinary found. WEDNESDAY, APRIL 2 -by-the-sea: Lost pedometer that was in a burgundy-colored case. -by-the-sea: Person lost an MP3 player. -by-the-sea: A citizen on San Carlos reported the theft of his vehicle. -by-the-sea: Resident reported a man sitting and painting in her driveway on Monte Verde Street. The resident is concerned this is a hazard, because the artist is hard of hearing and difficult to see when seated. The resident has asked him to not do this numerous times, but he continues. The artist was spoken to by the police department and warned of the hazard, and said he will not sit in the her driveway and paint again. -by-the-sea: Resident called to report a loose dog running loose on Mission between 13th and Santa Lucia. Officer responded and transported the male brownand-black-with-gray-on-the-nose basset hound to the station for safekeeping. Negative result on a search for microchip. Found a prior report for a dog matching this description from a Junipero Street residence and a phone number. Negative result on the calling the phone number. Officer responded to the address and left note to contact the station. -by-the-sea: Man called to report losing his cell phone somewhere near the Del Mar restrooms. He wanted to make a report in case the phone was found and turned in to the police department for safekeeping. A brief description of the phone was provided. He was advised to contact the department if the phone was located. Pacific Grove: Person called in and advised seeing a subject in the street on Forest Avenue with his motorcycle turned on its side. The caller believed the subject was involved in a traffic accident. Fire, paramedics, and the officer responded with emergency lights and siren. The subject was found to be OK. He informed me he was not injured and explained that he lost his balance while he was at a stop and fell over. The subject declined any further assistance. Pacific Grove: Tax preparer tried to file resident s taxes for her electronically, but was unable to because they had already been submitted. The victim contacted the IRS, and they informed her someone else had already filed for tax refund utilizing her Social Security Number. Pacific Grove: Resident on Cedar Street reported that several of her belongings were stolen from her home over the course of one year. She did not have any evidence to support her claims and showed the officer several items that had been broken or were missing from their display box. There was no sign of forced entry. area: Male on probation for public intoxication was found to be heavily intoxicated in a public place, on Oliver Road at Mission Fields Road. He also had two warrants for his arrest. When he was contacted later, he was also under the influence of alcohol. area: Resident discovered an unknown person(s) had entered his vehicle and had stolen items. THURSDAY, APRIL 3 -by-the-sea: Woman called to report losing her iphone when visiting Beach. She thinks the phone may have fallen out of her pocket as she was exiting her vehicle. A brief description of the phone was provided. When the manager asked why she was crying, she said a man had walked by and touched her on her breast outside the store. Woman waited approximately seven hours later to report the incident to law enforcement. She stated she was unsure where the incident took place but wanted the incident to be documented, in case her daughter was telling the truth. Upon investigation, female alleged her partner was physical with her, although no marks were visibly seen. No arrests were made. Pacific Grove: Traffic stop on Congress Avenue for loud exhaust and improper lighting resulted in the arrest of a 28-year-old male, who was driving with a suspended license. area: Man was intoxicated to the point of not being able to care for himself and was in possession of a switchblade knife. Big Sur: A state parks officer was involved in an altercation with a subject who was trying to commit suicide. The subject was transported to a local hospital for a 72-hour hold and evaluation. SUNDAY, APRIL 6 -by-the-sea: At 0011 hours, 911 hangup from a Lincoln Street business with a caller only stating a subject was refusing to pay. Police arrived, and the bartender stated a patron refused to pay his bill. The patron advised he had already paid $40 and refused to pay more. It was determined the bill actually came to $52. A number of patrons advised they never saw the subject pay his bill, including the wife of the friend of the subject refusing to pay. The subjects agreed to pay the bill and left the bar.
