1 EX ALDERMAN NEWSLETTER 363 AND CHESTERFIELD UNAPPROVED 308 January 6, 2019 FIRST HOUSE FOR NEW SUBDIVISION The 6-Home Lochenheath subdivision was approved over a year ago to be built near the end of Barrett Station at the edge of the Thornhill Subdivision. Here are the plans for the first of six houses: 1

2 THE DOG SWAMP In June there was a water line break at the Queeny Park Dog Park that began to turn part of the large dog section of the park into a SWAMP. The County jumped right on this and began to ignore it immediately. They did nothing to stop the water as dogs would either crawl under the plastic fence or roll in the mud that extended beyond the fence. Some dogs began to get sick from the stagnant water/mud and others developed skin infections. I took this photo in August. In six months all that the County has done is watch the water and mud swamp expand. Here are some photos I took at the end of December: Apparently the County won t fix the water leak problem. They will only extend the fence. 2

4 And then there is this new mud hole! I m not sure what the mud caked orange cone does. It certainly does not keep dogs out of the mud. WE GET A BREAKDOWN OF CITY ATTORNEY S BILL: Last week report that once again the bill for the Curtis, Heinz, Garrett & O Keefe law firm did not explain 1/3 of the activity done on the bill. See below: We made an Open Records Sunshine request to obtain what the $4,326 bill was for. We planned to do this every month that Curtis, Heinz, Garrett & O Keefe tries to hide what they are billing. 4

7 Even the itemized bill raises questions. Here are a few: Belcrest Subdivision: This is the new subdivision on Mason Road being built by Rob Rehnquist. This is where the land was supposed to be protected as woodlands and would only allow three home sites. Rehnquist challenged it and the city backed down despite their own survey and the tree cutting was finished and bulldozing is underway for seven new homes. Why didn t Rehnquist present a package that only required to be reviewed once instead of four times? SUNSHINE LAW: Steve Garrett billed the city seven times in November for Sunshine Law research. What are the issues and since it is a State of Missouri law why isn t the Missouri Attorney General s Office providing an opinion? We have made a Sunshine Request for copies of the Sunshine Requests for November and December of CONTINUED FAILURE TO DOCUMENT BILLING: On 11/13/18 Garrett billed for meeting with Mayor Dalton and staff on various city issues. On 11/28/18 Garrett billed the city for meeting with City Administrator Bob Shelton on various city issues. This immediately raises the question WHAT CITY ISSUES? Also why weren t the city issues listed for the benefit of elected officials and the public? WOMAN ARRESTED FOR ASSAULTING HER MOTHER: The domestic assault occurred on South Mason Road, but the arrest was made on Clayton Road at the east entrance to the Principia School on Sunday December 30, Here is a photo of the arrest scene. 7

8 Kaylie Reed This is from the police department: On 12/30/2018 at Approximately 18:03 we received a call to 1166 South Mason Road for a report of an assault. At 18:32 we arrested Kaylie Reed W/F 22 yoa (1996) residing at 21xx Central Parkway at Clayton and Chapel Hill on the charges of Domestic Assault (ordinance) and Possession of Drug Paraphernalia (ordinance). She was released pending warrant application through the Town and Country PA office. Mugshot is attached. The is the police dispatch report: 8

9 LADUE DOCTOR CHARGED WITH ASSAULTING AND TRYING TO KILL HIS WIFE: Dr. Michael J. Naughton is an oncologist and a professor at the Washington University School of Medicine with offices in the Central West End and in Creve Coeur. Besides trying to save the lives of cancer patients Dr. Naughton of has tried to strangle his wife to death and kill her with a kitchen knife. The difference is instead of having a support staff of nurse and other doctors, Naughton, 50, was interrupted by the couple s children. Naughton tried to kill his wife Shauna on December 13 in their house at 15 Paxton Lane off of Price Road in Ladue. His arrest was covered by the Post-Dispatch and a couple of TV stations. However we have obtained the court documents spelling out what happened.. 9

12 If you noticed, Naughton now cannot go 5 miles of his house at 15 Paxton Lane as part of his bail. His Creve Coeur office is 6.9 from the house. His St. Louis office is 7.7 miles from the house. 12

13 Naughton hasn t only tried to kill his wife, but also the motoring public. On August 18, 2017 he was arrested by the Olivette Police for DWI on Olive Blvd and Price Road. He pled guilty on November 8, 2017 and left the court room with a No-Points and No- Fine SIS probation. There was no companion charge where he was fined. He was placed on a 2-year SIS probation term. I wonder if trying to kill your wife 12 days before Christmas would be considered a Probation Violation with Olivette Court officials. UNAPPROVED CHESTERFIELD NEWSLETTER 308 MONARCH WEBSITE SHOWS EASTERN CHESTERFIELD IS THE PLACE TO BE, PLUS SANTA IS APPARENTLY COMING EARLY FOR 2019: On Friday December 28, 2018 I took this snap of the Monarch Fire Prevention Website. At the time it was a brisk 34 degrees in Town and Country, but up the road it was apparently much nicer with a temp of 69-degrees, Also apparently Santa will be at the Fire District Headquarters. Kids could either file complaints about what they got in 2018 or get their 2019 Christmas requests in very early. I just hope Monarch is fighting fires better than they are updating their website! 13

14 I wrote District Fire Chief Cary Spiegel asking if Santa was back in town. Here is his response. 20 NO NEW YEAR S EVE DRUNK DRIVERS: There were NO DWI arrests on New Year s Eve or New Year s Day in either Town and Country (the regional leader in DWI arrests) or Chesterfield. Times have changed as one of the departments had a short overnight shift on New Year s Eve. Back in the 1970s and 1980s departments used to pay overtime to put more officers on the street to make DWI arrests. One admin officer thought a combination of people being more aware of DWI arrests on New Year s Eve and officers handling more calls, like loud parties, illegal fireworks or gunshot calls reduced the time to make traffic stops. In Town and Country there was once again no citations for illegal fireworks discharges. There was 15 minutes of illegal fireworks behind my house in the Mason Valley subdivision. This is despite a recent new ordinance making it illegal even to be issued a fireworks permit for a residential area. Again in Town and Country it is a case of laws with no enforcement. Also it is clear the illegal fireworks people hate their neighbors dogs. This continues a long unwritten policy in Town and Country of not enforcing the law on residents. 21 SHOPLIFTER JUST OUT OF PRISON FOR BURGLARY PUNCHES MACY S STORE DETECTIVE: On Saturday December 29 around 2:10PM Darion Ellis of North County with another male attempted to steal clothes at Macy s in Chesterfield Mall. A Store Dectective stopped Ellis who then punched him. Chesterfield Police arrived and arrested Ellis. Ellis In 2009 Ellis was arrested for three different burglaries in North County by the County Police plus a felony stealing and misdemeanor property damage. He was placed on probation after pleading guilty in In 2012 he violated the probation and was sentenced to five years in prison. At Christmas time 2018 he is in Chesterfield stealing and punching a store detective. Normally if you commit an assault while stealing that escalates the charges to robbery. However there are so many cases like that now, Bob McCullough s office will not normally issue charges of felony robbery. At the time of his arrest Ellis was attempting to steal a felony amount of merchandise. You would have to think that the new prosecutor effective January 1, Wesley Bell will not change that. Darion Ellis also has 13 traffic charges pending against him or in warrant from North County Police Departments. FRANKLIN COUNTY THIEF WITH NUMEROUS PENDING CHARGES GET CAUGHT IN CHESTERFIELD AT WALMART: David D. Flood, Jr., 29, of Franklin County has been busy. Here are some of the pending cases against him: 03/22/17 2-counts Felony Stealing pending St. Louis PD 04/04/17 Felony Stealing pending Glendale PD 21

22 05/05/17 Felony Stealing Glendale PD 03/21/17 Felony Stealing pending St. Louis CO PD 03/26/17 Felony Stealing pending St. Louis CO PD 11/17/17 Misd Stealing pending Washington PD 01/07/18 Misd Stealing pending Washington PD Flood also has 10 traffic charges in warrant in various municipalities. On Friday December 28 Flood came to the Chesterfield Wal-Mart to switch price tags on merchandise in a theft attempt. He was caught. He then gave the Chesterfield Police a false name, because he had been issued a trespass notice for all Wal Mart store stating that if he was found on the property he would be subject to arrest for Trespassing. Flood 2018 Flood Nov 2017 Flood June 2017 DWI CRASHES INTO JEEP ON I-64 AND SENDS TWO TEENAGERS TO HOSPITAL: The person arrested was Donald A. Newsham, III, who is 26 and lives at 2305 Crimson View Court in Ellisville. He was driving his 2012 Honda Accord when on December 27, 2018 at 10:45pm when he caused the accident by rear-ending a Jeep occupied by two teenagers forcing it off of I-64 and causing it to overturn. Newsham was arrested for DWI and refused to take a breath test and amazingly despite two teens being taken to the hospital the prosecutor s office (Bob McCullough s last week in office) refused to issue a search warrant to draw blood. On July 27, 2018 he was ticketed in St. Charles County was running a red light. Eight days before this crash Newsham was cited by the Highway Patrol for Speeding 20 mph over the limit. 22

24 DRUGS, DRUGGED DRIVING AND ASSAULTING A POLICE OFFICER: Patrick Leonhardt has a drug charge pending in Franklin County. He also has an arrest warrant for a traffic violation in the City of St. Louis. 24

On May 23, 2017 Keland Baker was arrested by Chesterfield Police after he pulled a gun on a co-worker in the kitchen. DEER ON I-44 SENDS WOMAN TO HOSPITAL: On Sunday morning 12/20/18 at 3:17am Alisha Roney, 29, of Rogers, Arkansas was driving her 2004 Toyota Camry, were she tried to steer around a Deer in Westbound lanes of I-44 in Pulaski County. She lost control and droveinto the median striking median cables. She was transported to Mercy Hospital in Lebanon. DEER ON THE ROAD OUTSIDE OF SPRINGFIELD SENDS TWO TO THE HOSPITAL: At 1:54 PM on New Year s Eve a 51-year-old driver of a Volkswagen slowed because a deer was in the road on Missouri State Route M just outside of Springfield. 71-year-old Chester Wilhite of Fairplay, MO rear-ended the Volkswagen when the driver slowed because of the deer. Wilhite and his 70-year-old wife were both transported to the hospital in Springfield. 25

26 22-YEAR-OLD WOMAN TOTALS 2018 GMC SUV AND GOES TO HOSPITAL AFTER HITTING A DEER: At 6:37 PM New Years night Allyson Krebbs, 22, of Sikeston, MO struck a deer on US 60 Hwy outside of Charleston, MO causing extensive damage to her 2018 GMC SUV. She went to the Missouri Delta Medical Center for treatment of her injuries. HERE ARE A FEW OF THE MANY DEER INCIDENTS LAST MONTH IN CHESTERFIELD: A full report will be in our next newsletter. 27 December 16, 2018 December 8, 2018 THE GIFT OF CASABLANCA: There are some movies I can watch over and over again. Casablanca is one of them. Still considered by critics to be one of the best movies made, if you look closely over half of it is set in the movie set of Rick Café. The entire movie was shot on a Warner Brothers set expect one airport scene shot at the Van Nuys airport. It was on Turner Classic Movies over the holidays. What really amazes me are the amount of quotes from the movie still used everyday often by younger people who never saw the movie, just heard their friends say the quotes. Frankly my dear, I don t give a damn. From Gone with the Wind might be at the top of the list of movie quotes along with a couple from the Wizard of Oz, but there were so many from Casablanca, like: Round up the usual suspects. Orders to the police at the beginning and at the end of the movie 27

28 Here is looking at you kid. This was said by Rick (Bogart) to Isla (Bergman) four times in the movie. I m shocked, shocked to find out there is gambling going on in here. Capt. Renault, after having to find a reason to shut down Rick s Café on orders of a Nazi general. Of all the gin joints in all the towns in all the world, she walks into mine. But I have to admit that my favorite scene in the movie is the battle of the bands, started by German soldiers singing a patriotic German song drowned out by the house band playing and patrons singing the La Marseillaise. 29

Too many young people refuse to watch TCM and have never seen one of the best movies ever made. Here is a chance to make someone under 35 go and watch a classic movie at a theater. Casablanca is being shown on Sunday January 6 at 4pm, Monday January 7 at 2pm and Wednesday January 9 th at 2pm at the Des Peres Cinema on Manchester Road and at Ronnies on S. Lingbergh. Dan promised it later. He lied. It never appeared. Bad newscasting, why not just send the staff to work at KSDK? Then Jamie said there was "freezing rain on cars only." What? Did the freezing rain avoid mailboxes, patio chairs, the grass and have the ability to direct itself toward cars only? 30
