3 Charles Wright (proxy) Cameron Young Welcome Introduction: As there were a number of new owners at the meeting, Wil introduced all the members of the Board and welcomed all there. Minutes: Minutes of last year s October 27, 2014 annual meeting were available for attendees to read and review. Wil called for a motion to approve the minutes. Rick Olesko so moved and Jessie Swenson seconded. The minutes were adopted and approved by the members. Financial Report: Jessie Swenson presented the financial report and statement of operations. There was a balance sheet as of September 30, There was a profit and loss comparison of October 2014 through September, Each item was presented. Cathy Bass proposed that the statement be accepted as presented. Tis Olesko seconded the motion. Wil discussed and read over the proposed budget for 2016 to those present and answered questions. The cost of watering came up and it was made clear that we must use culinary water we do not have the option to use grey water, nor does Farr Orchard get a commercial rate for our usage. Because fertilizer had been spread on the lawns, we watered during this last month despite the rain. Water was shut off by the city on Tuesday, October 20 th (today) so there will be no more watering done this year. Cathy Bass proposed that the 2016 budget be adopted. Cameron Young seconded. The 2016 budget was approved by the members. Voting/Ballots: The residents were then asked to turn in their ballots. Kathy Rodriquez and Cameron Young were selected to count the ballots and proxies for the Board.
4 Operational Review Wil thanked Gaylene Opheikens and Jesse Glidden for voluntarily planting and maintaining the flower beds at the end of Fort Lane and Brinker and Creekside and Brinker. The large beds along Monroe are planted by our grounds crew. We had extensive concrete repairs completed during 2014, focusing on damaged curbing and hazardous sidewalk areas. What had been planned for 2015 in the way of leveling the roads and a sealcoating applied has been postponed until 2016 because of other expensive repairs made this year. The front flower beds on the south side had been severely damaged by a runaway vehicle. Since the association had a $5,000 insurance deductible and the costs were under $4.000, we had the planter and associated damages fixed by our contractors. We had the stone pillars along Monroe sealed and the stone fronts on individual units also sealed. Phase II will be done in We replaced the street lighting and lights at the entryways with LED lights. The initial outlay for this was some $4,800, but the bulbs are meant to last 25 years and we have already saved significantly in electricity bills. In fact, those savings should allow us to recoup our investment sooner. Several members commented on how much brighter the project is at night. Members were asked to report any outages of street lights. Even though significant areas along sidewalks and entryways were jacked up during this year, owners of Unit #79 reported additional settling and also asked if the manholes would be lifted in front of their unit. Wil assured them this would be done. Wil explained that the roofs in Phase I were now 15 years old and that the owner of Unit #13 had reported a water leak in the upstairs master bedroom. Upon checking the roof, Stewart Roofing had found that plastic flashing around roof vents had cracked and caused the leak. We had consequently asked the roofer to check the roofs of all 31 buildings. We had to replace 136 flashings and some shingles at a cost of $8,200. Wil explained that Farr Orchard had been constructed over a five year period. It would cost $25,000 per building to replace roofs and siding, at today s prices. We currently
5 have some $ in our reserve fund. Our reserve study, which is mandated by the state legislature and must be redone every 5 years, recommended we increase our monthly HOA fee to $175 (it was $105 at the time of the study in 2013). We thought to increase it by $20 at that time and have now raised it $25 to $150 to bring our reserve closer to the recommended level. The Board feels that now that these large increases in the HOA dues have been made, it will need to increase only in $10 increments, and that only every 2-3 years. For new owners, Wil explained that an HO6 policy is critical. New laws passed by the state legislature mandate that the association be responsible for the inside and outside of each building, except for what s loose and would fall out if the unit were turned upside down. Details of the insurance coverages and deductibles are available on our website. A question and answer period followed. The owner of Unit #79 requested that we investigate whether we could install a mailbox for packages at our cluster mailboxes. They had had 2 packages stolen which were left on their porch. The owner of Unit #24 reported seeing youths with backpacks running among our parked vehicles at 2 am, when she returns from work. Discussion followed about keeping vehicles locked, porch lights on, installing motion lights, and fully lowering garage doors. Dave Rodriguez mentioned that as he was canvassing for proxies, unit owners had asked that we make needed stucco repairs. Also, they were concerned about dying trees in the east quadrangle. The owner of Unit #16 asked that the tree in her front yard be looked at, as she felt it had died. Questions came up about how much pest control the association does. Right now, the yard crew sprays the fruit trees, the lawns, and does weed control in the stream bed. Wil replied that should pests become a larger issue, we would call in an exterminator. The owner of Unit #58 had had significant issues with the laundry vent. A discussion followed during which a number of owners had had the same problem and called in contractors to redo the venting inside their units. Wil assured members that the association does clean outside laundry vents yearly. Gifts and Door Prizes Congratulations to those homeowners who won the door prizes as set forth below: Bryan Wahlquist and Alison Keefer each won 1 month of HOA dues. Kelly Gonino won a $50 certificate to Lowe s. Amy Pressler won the $50 certificate to Home Depot.
6 Two $50 certificates to Smith s were won by Tis Olesko and Kathy Rodriguez. Greg Owens won a $55 certificate to Walmart and Chrissie Taylor won a $50 certificate to Target. Announcement for Election Results: The total number of people including proxies constituted a quorum (20 ballots were cast and 41 proxies turned in) and after counting, the following individuals (all incumbents) were elected to a new term: Wil van der Stappen Michael Horr Carolina Wahlquist Dave Rodriguez Leslie Fisher Meeting was then adjourned at 8:00 pm.
