1 MINUTES OF THE REGULAR MEETING OF THE BOARD OF DIRECTORS PROPERTY OWNERS ASSOCIATION OF ARUNDEL ON THE BAY TUESDAY, OCTOBER 9, 2018, 7 p.m. At the home of President Dawn Davis, 1344 Chestnut Ave Approved ATTENDEES: Board: Chair Lori Strum, Mike Adams, Tee Allen, Brigid Haragan, Alan Hinman, Dick Peyton. Officers: President Dawn Davis, Vice President Donna Watts-Lamont, Treasurer Tim Wighton, Secretary Susan Cook. A quorum being present, the meeting was called to order at 7:06 p.m. Approval of the Minutes The Minutes from the Board Meeting of September 11, 2018 were reviewed. Mike Adams moved that the Minutes be approved. The motion was seconded and approved. OFFICERS REPORTS President s Report: 1. An informally-named Street Parking Committee has been formed and recently met. Work is in progress. Members are Dawn Davis, Susan Cook, Brigid Haragan, Jennifer Abner and Mike Adams. 2. An oyster-growing project is in place on the Newport Pier. The project is in conjunction with the Chesapeake Bay Foundation. The oysters have been attached and will be tended to over the winter, then removed in the spring. People should be cautioned not to touch or move the ropes suspending the oysters in the water. Exposing the oysters to cold air could kill them. Don t touch please! 3. A Black Widow spider was located in a storage area used by the Association that is located on the Strums property. That particular spider has been killed courtesy of Lori Strum, but folks are cautioned that such spiders have appeared elsewhere in the community so beware. 4. The County is still spraying for mosquitos as the warm, humid weather continues. 5. There has been a raccoon bait program. 1

2 6. The President has received reports of persons who have been asked to leave the area of the Disputed Roads as they were defined in the Magnolia Ave litigation. A discussion ensued as to how the Association should respond. By unanimous Officer and Board Consensus, it was determined to refer the matter to our attorneys with a request to remind Plaintiffs that rights of community access are part of the Magnolia Avenue settlement agreement. 7. The question of the possibility of improvements to the crabbing Pier was discussed. It was agreed that the President should talk to a possible volunteer manager for the project. If he is still interested in overseeing the project, the President is to request that he put together a plan to discuss with the Board. 8. The question of a shed on the property next to the playground was discussed. Lori Strum noted that because of logistical considerations, the shed would need to be constructed on site. There is also an area of fence that would have to be constructed. Lori agreed to obtain estimates for such construction. 9. The President reported that there is interest in the community for the construction of a community pool and suggested that an exploratory committee be formed. She has someone in mind for the committee and will investigate. TREASURER S REPORT Tim Wighton presented the October Treasurer s Report, attached hereto. (The first page of the report was corrected at the 11/13/2018 BOD Meeting, and it is the corrected version that is included herein.) Gail Adams will be assisting him as Bookkeeper and is in training with former Treasurer Roxanne Veal. It was also reported the community dinner at Jack s Fortune made $300 for the Association s Contributions Account. Tim noted that there appears to be a $985 fee per month charged by the auditor. He has questions concerning the amount of that fee and whether the Contributions Account is subject to an audit requirement. He will follow up on that and report back. COMMITTEE REPORTS Pier & Boatramp Committee: Tee Allen reported on the ongoing minor repair work being done to the Newport Pier. Even though the pier was checked and repaired at the beginning of the season, additional screws for the decking were needed. Repairs to the Crabbing Pier were necessary due to a problem with the braces underneath the pier. He noted he has all the paperwork on the Kayak racks from Kathy Conaway, and will be coming up with a joint document to govern both the pier and the kayak rack. He also reported that the Pier combination was just changed. 2

3 Security Committee: Mike Adams reported that Deputy Mike Harris checked on the car on Cedar that has been parked on the street years without current registration; the tag on the car is from Virginia and dated The President raised a question concerning whether Mike Harris was able to issue a ticket if he observed violations of the law. Mike Adams stated he would check on that and report back. Beach/Shoreline Project Ad Hoc Committee: Lori Strum reported on behalf of Ed Conaway. The temporary orange fencing has been removed. Minor adjustments and additions continue to be made to the area, and work is timed around recent high water events caused by the excessive rain we have experienced this year. Planning & Development Etc Committee: Alan Hinman reported that there is no lock yet on the electrical panel at the Newport Pier; that addition is awaiting the return of David Delia from vacation. Ad Hoc Constitution Committee: Dick Peyton reported on the formation of a new committee to update the Constitution and Bylaws. He is just beginning his work and will report further at the next meeting. As a matter of general interest, it was reported that the publication of the AOTB History Book, long awaited, is imminent.
