6 From Reading Room to Public by Lynne Loftis and Diana Agy Part Three: A Library Like None Other Industrialist Andrew Carnegie established the Carnegie Library Fund to create libraries around the country. In 1900, a library committee in Jackson applied. The Carnegie Committee was composed of W. M. Palmer, S. H. Carroll, N. S. Potter, Mrs. R.H. Emerson, B. L. Carlton, B. C. Eldred, W.H. Withington, and C. W. Scotsford. Funding was calculated on a strict formula based on population, a willingness to purchase the necessary land, and monies set aside to operate the facility. Based on Jackson s population, Carnegie awarded the city $50,000. But JACKSON WANTED A LIBRARY LIKE NONE OTHER Mrs. R. H. ( Zelie) Emerson, a member of the Jackson Library Committee, wrote Carnegie via his secretary, Mr. Bertram, asking for the additional funds to build the building Jackson deserves. The current Library is located on the second floor of a good block on a business street, about in the center of the town. There is no elevator. Its quarters are pleasant, but as it occupies the whole floor; there is no chance of expansion. The book space is cramped, and the reading-room entirely too small for the growing attendance of the public-especially the children who are there in great numbers. The reason my previous letter was not typewritten is that it is in a way a personal letter to Mr. Carnegie. We were old friends in Pittsburgh years ago. Will you kindly see that it meets his eye? Zelie Passavant Emerson: 1900 They were indeed old friends. As a young girl, Zelie Passavant and Andrew Carnegie had even spoken of marriage. Her father, William Passavant, a well-known Lutheran minister, objected on religious grounds. Zelie married businessman Rufus H. Emerson and moved West to Jackson, Michigan. In addition to raising a family, she became very active in the community. In honor of their past friendship, Carnegie granted Jackson an additional $20, Dear Madam: Yours of March received. If the city of Jackson will furnish a suitable site and pledge itself to support a free public library at a cost of not less than $7,000 a year, Mr. Carnegie will be glad to give $70,000 for a building. Very Respectfully yours: James Bertram, Private Secretary 1900 Jackson City Council debated two possible sites: One on Washington Street near the Michigan Central Tracks, and the other on West Main Street. Site determination set off a ruckus in the City Council between Aldermen, Todd and Carrol. Todd felt it was time the east side should have something. About 60 percent of the library patrons live on the east side. Carroll denied that 60 percent of the library patrons lived on the east side, saying, I m surprised how few east side patrons there are. Jackson Citizen Patriot May 20th 1962 The City purchased the West Main Street property based upon the recommendation made by the Carnegie Library Committee: The property is 8 rods wide and 16 rods deep and runs all the way through from main to Pearl Street. Thus the building can be constructed away from the noise and dust of the streets and have a handsome lawn surrounding it... We have also considered the fact that it was most accessible point from all of the street car lines centering on Main Street, which makes it accessible to patrons of the library from all quarters of the city. Letter from Carnegie Committee to City Council: Aug. 5th, 1901

7 Library: A 150 Year Journey Architectural drawing of Carnegie building by Ferry and Claus of Milwaukee. The smoke nuisance continues in this town without effort to abate it. Franklin McVeigh truly said last week in Chicago that smoke is no longer the barometer of prosper to bat of stupidity. It has about reached the limit of patience and endurance here; but does it not seem stupid and wanton to beat the magnificent Carnegie library building with that filthy soft coal? One day this week I was attracted to it by the incongruous satiric spectacle of a man polishing the white walls of this building while the black sulphoric smoke from its chimneys fairly engulfed him and the marble walls. If the board imagines that it can successfully combat soft coal in the manner it will have to increase its force. Saturday Evening Star: Dec Construction began in the fall of 1903, but several problems hindered progress. Footings were replaced, some stonework was condemned and had to be recut, and the west wall collapsed. Zelie wrote Carnegie again, asking for more money to finish the job. Dear Mr. Carnegie: Two years ago you gave us $70,000 for a Public Library. The City bought a magnificent site on Main Street. The bids overrun the sum given us at least $25,000 owing to the great advance in the cost of materials and labor. Nothing could be done to lessen the cost without cheapening the construction and so spoiling the building. You would not wish us to change it in any single particular. We would deeply appreciate your favorable consideration of this matter. Whether you look into this matter or not, my dear Mr. Carnegie, believe me that the people of Jackson deeply appreciate your generous gift. The library building in its simple and serene beauty has set a new and high Ideal for public buildings in our town, and its perfect adaptation to all library needs will provide for the city a library home for half a century to come. Zelie Passavant Emerson: Feb. 14, 1903 Madam, Mr. Carnegie does not see his way to increase the amount which he considers sufficient to erect a creditable and adequate library building for Jackson. Respectfully yours, Private Secretary Bertram: Feb The new building finally opened on August 21, 1906, to great fanfare. There will be no more jibes and jeers as to when the new library will open its doors. They actually opened Monday morning. It s safe to say Librarian Waldo was the happiest woman in Jackson. But the building is a peach... and its magnificence and convenience goes far to compensate for the long delay. Hundreds of our townspeople visited the library Monday and Tuesday to inspect its beauty and several ladies left flowers. Barry sings his song All I Want is You in the opening credits of the film Juno and on the Grammy Award-winning soundtrack. He has been a regular musical performer on The Learning Channel, the star of an Emmy Award-winning television show for children, and has written songs for Sesame Street and The Weekly Reader. Barry, a pioneer in the world of books and music for children, is a five-time Parents Choice Award winner and has performed at The White House, The Smithsonian Institution and The Kennedy Center. He was given a Special Library Recognition Award for his ability to communicate with and excite children to read. We hope to see YOU on May 12 and May 13.
