4 MESSAGE FROM THE CEO ABOUT THE GREAT CANADIAN COMMUNITY HIGHLIGHTS REPORT For the past thirty-five years, Great Canadian has taken an active role in building strong communities. We believe that by supporting local charitable organizations and contributing to the social and economic fabric of a community, we can make a difference in the places where we live and work. This edition of the Great Canadian Community Highlights Report outlines the contributions we have made in supporting local communities in 2017 and provides a quick overview of some of our major accomplishments in It summarizes the activities, efforts and initiatives that are pivotal to the success of our business: community support, economic impact, anti-money laundering and responsible gambling. This year s report also highlights the stories of our people: the team members that make us proud of our name and of our legacy. As we continue to experience growth in both existing and new markets, we will use this report as a benchmark to measure our success from one year to the next Great Canadian Community Highlights Report Iam pleased to present the third annual Great Canadian Community Highlights Report was a busy and exciting time for the Great Canadian family; we grew into new markets and redeveloped a number of our existing properties, while also increasing our involvement in local communities and providing our guests with top-rate services and experiences. As our business continues to grow, so too does or commitment to share our story with our team members, guests and other stakeholders about the activities and initiatives we undertake. This report outlines five areas that are pivotal to the success of our business: community support, economic impact, the industry s antimoney laundering framework, responsible gambling programming and most importantly, our people. It also gives a snapshot into some of the major accomplishments we have achieved in Exciting developments are underway at Great Canadian and we cannot wait to share these milestones. In looking at the past year, I am proud of the contributions we have made, not just by Great Canadian as a company, but by the individual team members that go above and beyond to better serve our guests and the communities in which we operate. These dedicated team members continue to find new and innovative ways to enhance guest experience and build on our reputation of delivering unparalleled customer service. They are committed to building awareness of responsible gambling practices and, in a collective effort, finding new opportunities to support local communities and maximize our financial contributions. 5 UPDATE ON thus far has been a historic period for the evolution and growth of Great Canadian. We not only completed the acquisitions of the Greater Toronto Area (GTA) Gaming Bundle and West GTA Gaming Bundle, but we continued to reinvest in our properties, enhancing guest experience and creating new and meaningful opportunities for our team members. This section of the 2017/2018 Community Highlights Report provides a brief snapshot into some of the exciting milestones Great Canadian has achieved so far in In August 2017, Great Canadian announced that One Toronto Gaming, a partnership between Great Canadian and Brookfield Business Partners L.P., was selected as the successful proponent by the Ontario Lottery and Gaming Corporation (OLG), to operate gaming facilities in the GTA Gaming Bundle. One Toronto Gaming signed a business transition and asset purchase agreement with OLG in August 2017, and a casino operating and services agreement in January 2018, with a minimum 22-year term. The GTA Gaming Bundle was the largest awarded by OLG as part of the modernization of its casino operations. The GTA Gaming Bundle consists of: Casino Woodbine, Casino Ajax and Great Blue Heron Casino. These facilities have a combined total of over 4,000 slot machines, 60 table games and employ approximately 2,000 team members. a $1,500 catering donation and a $5,000 monetary donation. In the coming months and years, Great Canadian will undertake transformational development plans for gaming in the GTA. Our commitment for Casino Woodbine is to redevelop the site into an international destination casino resort, fully integrated with the existing racing operations, and offering hotels, a state-of-the-art theatre, performance venue, dining and retail options, as well as expanded gaming. Equally as ambitious, we intend to develop a world-class casino resort in Pickering, Ontario, located at the Durham Live entertainment district. The property will feature expanded gaming, hotel and retail amenities, restaurants and a multi-purpose entertainment venue. At Great Blue Heron, construction is already underway to expand the gaming floor and add premiere nongaming amenities including a hotel, dining outlets and a live performance venue. Our investments in these facilities will create vibrant tourist destinations in the GTA for both local and international guests, bringing new job opportunities and economic growth to these communities. In December 2017, Great Canadian announced that Ontario Gaming West GTA Limited Partnership (West GTA Partnership), a partnership between Great Canadian and Clairvest Group Inc., was selected as the successful proponent by OLG to operate four gaming facilities in the West GTA Gaming Bundle. The West GTA Partnership signed a business transition and asset purchase agreement with OLG in December 2017, and a casino operating and services agreement in May 2018, with a minimum 20-year term. The West GTA Gaming Bundle includes: OLG Casino Brantford, OLG Slots at Mohawk Racetrack, OLG Slots at Flamboro Downs and OLG Slots at Grand River Raceway. Since joining the Great Canadian family, these properties have been repositioned under the Elements Casino brand and are now known as Elements Casino Mohawk, Elements Casino Brantford, Elements Casino Flamboro and Elements Casino Grand River. These facilities have a combined total of over 2,500 slot machines, approximately 60 table games and employ more than 1,400 team members. We intend to make capital investments in each of the four properties to expand the gaming, entertainment and hospitality offerings. With these recent acquisitions, Great Canadian now operates ten casinos and two racetracks in Ontario. This marks an important milestone for Great Canadian: after many continued on next page... 6 OUR PEOPLE RON URQUHART Executive Director, Ontario Gaming East LP Ron began his gaming career in 2001 when he applied for a summer job at Casino Nova Scotia Halifax while in school. He never left that summer job, and over the past 17 years Ron has grown in the gaming industry and held progressive roles in Slots, Table Games, Casino Operations, and Guest Experience. Ron was the General Manager as Shorelines Casino Belleville during the opening of the gaming property, which gave him the opportunity to work with, train and learn from over 250 team members. This experience lead him to his current role as the Executive Director of Ontario Gaming East LP, where he is now working towards the opening of another gaming facility in Ontario. Ron is a big believer in continuous learning and was part of Great Canadian s Leadership and Executive Advancement Program, where he learned skills that have become the foundation of his leadership style. We are PROUD to have Ron on our team! Great Canadian Community Highlights Report years of hard work, we have completed our pursuit in Ontario s gaming modernization plan, which represents a historic opportunity for Great Canadian, our team members and shareholders. In addition to the exciting achievements made in Ontario, we have also made significant investments in our properties in other regions. In February 2018, River Rock Casino Resort launched a Grand Reveal Celebration to unveil its refreshed casino floor with enhancements to its gaming and non-gaming amenities, including a VIP Privé Slots area, four new food court outlets, and Starbucks Evenings. The Starbucks Evenings is a Starbucks location licensed to serve a selection of alcoholic beverages and small plates, and the addition to River Rock is the second location of this type to open in British Columbia. More detail on the activities undertaken by Great Canadian in 2018 will be available in the spring of In May 2018, View Royal Casino officially relaunched as Elements Casino Victoria with a Grand Opening Celebration. New features include an expansion of the gaming room floor, with six new live dealer table games and an additional 220 slot machines. New non-gaming amenities include additional and modern dining options, such as a buffet, casual lounge and bar, quick service restaurants, and a multi-purpose entertainment venue that accommodates up to 600 guests. Finally, we expect to complete construction of the new Shorelines Casino Peterborough in the second half of This facility will replace the current Shorelines Slot at Kawartha Downs and will include approximately 500 slot machines, 22 table games and a buffet restaurant. As Great Canadian continues to lead the charge on gaming and entertainment in 2018 and beyond, we remain committed to providing exceptional experience for our guests, rewarding opportunities for our team members, responsibly-driven financial returns for our provincial governments, economic support for our communities, and superior value for our shareholders.

In 2017, she was named one of Great Canadian s PROUD Champion winners for her work with the Ann Davis Transition Society (ADTS). She currently acts as the ADTS Board President and supports the programs and services offered by this important organization. For Rhonda, the best part of her job is the people that she gets to work with every day. The friendly guests and supportive team members have made the past 19 years fly by. She also loves all aspects of the gaming and entertainment business and meeting new opportunities as they arise. 8 A LOOK AT OUR PROGRAMS: Here is a collection of the programs we've created at Great Canadian that unite our community outreach efforts and bring our PROUD brand and philosophy to life. Community is at the core of our business. We are committed to finding new ways to support our communities where we live and work. One of the ways we do this is through our PROUD programs. PROUD encourages Great Canadian team members to get behind a cause that is important to them and to use their position to make a difference in the community. Through our PROUD Programs, we support non-profit organizations, community associations and charities that are important to our team members. Team members from Shorelines Casino Belleville volunteered at a local senior s home for PROUD s 12 Days of Giving. 11 OUR PEOPLE TONY PAVICIC Project Manager Development, Great Canadian Tony Pavicic became a member of the Great Canadian team in early 2017 as a Project Manager, Development. In his short time at Great Canadian, Tony has been instrumental in leading two of Great Canadian s projects in BC - the River Rock Casino Resort refresh and the redevelopment of Elements Victoria. He is responsible for working closely with local vendors, trade contractors and key stakeholders and driving project initiatives that support new opportunities. Tony is an outstanding communicator, highly organized and has a good blend of project management experience and leadership. 13 LEGACY PROJECTS In all of Great Canadian s community endeavours, we strive to leave a positive imprint in the most meaningful way we can. From coast to coast, our community-based legacy projects are a primary example of how we continue to find new ways to support the many communities we are a part of. Hastings Child Care Centre was built by Hastings Racecourse in 2011 and provided 44 full-time spaces for children in the Hastings Sunrise community. The cost of the project was $4.4 million. RICHMOND CHILLIWACK & VIEW ROYAL & VANCOUVER VICTORIA HALIFAX & MONCTON MAPLE RIDGE MAPLE RIDGE VICTORIA SYDNEY In 2004 $5M was invested in civil engineering upgrades that included road work, new rail crossing and a boardwalk for public use. In August 2009 in partnership with Great Canadian opened opened the park the Park and Ride lot at the Bridgeport Canada Line mass transit station, which has quickly evolved into a key tranportation hub. Performance-based payments are provided to the charitable associations that sold the operations to Great Canadian in both Chilliwack and Maple Ridge. As part of a 20 year agreement, Chances Chilliwack provides an annual payment to the Knight Road Legacy Association (KRLA). Since 2012, KRLA has received $1.4M. Performance-based payments from Chances Maple Ridge provide financial support for 38 non-profit associations in the community. Great Canadian donated a portion of the company s property for community park space, as well as invested in new road work within the vicinity of both Elements Victoria and Chances Maple Ridge. 15 RESPONSIBLE GAMBLING Ensuring our guests enjoy gambling in a safe, fun and responsible manner is at the forefront of all that we do and that is why responsible gambling (RG) is one of the key pillars of our business strategy. We partner with, and take direction from, our regulators and crown corporations to educate, create and implement an array of responsible and problem gambling campaigns and programs. In addition, significant resources are allocated towards advancing responsible gambling practices across all Great Canadian operations. One of the ways by which Great Canadian is able to foster a culture of responsible gambling is by the appointment of site specific responsible gambling champions and/or committees. RG site committees are comprised of team members from various departments and are responsible for planning and executing site RG objectives, promoting and improving RG awareness amongst team members and guests and seeking ways to reinforce RG training that is provided to all team members. The site RG Champions are there to further support the efforts of the RG committees and take the lead in preparing reports, ensuring compliance with RG policies, organizing guest focused initiatives and most importantly provide necessary feedback that allows RG programming to advance and change based on need. Michael Napier, Security Manager at Shorelines Casino Belleville who is also the RG Champion, takes great pride in executing RG initiatives as he has seen first-hand the impact of a simple RG message and/or conversation. Annually, we host a number of guest focused games and activities where we are able to educate the players about the concept of randomness, house advantage or such. It feels good when we are able to dispel gambling myths that our guests may have in relation to how gambling works. When I have those types of conversations, I know I have done my part, said Napier. 16 Great Canadian has a clearly defined role in Anti-Money Laundering (AML) protocol as set out in federal legislation. We work in collaboration with, and take direction from, a number of regulatory authorities, crown partners and enforcement agencies. GREAT CANADIAN'S ROLE IN ANTI-MONEY LAUNDERING In Canada, a federal agency called FINTRAC (the Financial Transactions and Reports Analysis Centre of Canada) is responsible for the adherence of AML law, and whose responsibilities include analyzing information contained in financial reports provided by certain institutions, including gaming operators like Great Canadian. Great Canadian is an active participant in AML efforts in all jurisdictions in which we operate. Our obligation is to meet every standard, rule and requirement as mandated by the respective provincial gaming authorities and FINTRAC. In addition, Great Canadian works proactively with its crown partners and regulators to undertake measures that enhance the AML regime. Among our key responsibilities, Great Canadian is required to identify and report the following gaming transactions: Large Cash Transactions (LCT) of $10,000 or more in a single transaction or a series of transactions totaling $10,000 or more over a 24-hour period. Large Casino Disbursements (LCD) of $10,000 or more in a single transaction or a series of transactions totaling $10,000 or more over a 24-hour period. Large Casino Disbursement Reports (LCDR) includes personal information confirmed from valid government identification. Electronic funds transfers of $10,000 or more in a single transaction or a series of transactions totaling $10,000 or more over a 24-hour period. Electronic Fund Transfer Reports (EFTR) includes personal information confirmed from valid government identification. Suspicious Transaction Reports (STR) if certain suspicious factors are evident, such as attempting to transact with large sums of small denomination bills, or large sums being transacted by individuals whose identified occupation appears incongruous with their gaming habits. How and When Cheques are Issued at Great Canadian Properties Players at Great Canadian properties can only receive a cheque for verified winnings that is, amounts they have legitimately won through play. The cheque amount does not include the initial cash buy-in, which is only returned to the player in cash. Great Canadian s Commitment to Best Practices Beyond adhering to all regulatory requirements, Great Canadian is committed to continuously reviewing and improving its practices to ensure all of our operations meet the highest standards of best practice. Examples of this commitment include: Employing dedicated and highly trained surveillance and security personnel at each property. Regular internal audits of all of our compliance activities, in addition to audits by regulators and crown agencies. Continuing to invest in our surveillance systems. Installing more surveillance cameras than is required by our regulators. Great Canadian is proud of its culture of integrity and positive relationships with our regulators and crown partners, and will strive to continuously improve our AML programs. We share a commitment with our regulators and crown partners to preventing inappropriate and illegal activities from occurring in our facilities. Great Canadian s AML Approach Submit a Large Cash Transaction (LCT) report to regulators whenever an individual attempts to transact more than $10,000 in cash (at once or over a 24-hour period). OUR PEOPLE ARLENE STRONGMAN Director of Surveillance, Great Canadian Arlene started her career with Great Canadian in 1997 when she came on board as a Dual Dealer and Supervisor. In 2001, Arlene took on the role of Surveillance Operator, a position she found both challenging and rewarding and allowed her to focus on the safety and security of guests and team members. A few years later, she was promoted to Surveillance Manager, where she learned how to bridge the gap between operations and surveillance and was responsible for implementing policies and safeguarding gaming operations and procedures. In 2015, she became the Director of Table Games at River Rock Casino Vancouver, where she led a team of 600 at BC s largest gaming property. A year later, Arlene took on a new challenge and moved to the Great Canadian Business Centre as the Director of Surveillance where she currently oversees all of Great Canadian s surveillance departments in BC, Ontario, and Washington State.
