1 Intercontinental Consultants and Technocrats Private Limited Innovative, Creative & Technologically Sustainable Infrastructure Solutions Volume 14 Issue 4 October 2011 Newsletter Stung Sen River Basin Multipurpose Water Resources Development Project, Cambodia The Ministry of Water Resources and Meteorology (MOWRAM), the Royal Kingdom of Cambodia assigned the Feasibility Study for the Stung Sen River Basin Multipurpose Water Resources Development Project to M/s ICT Pvt. Ltd. in association with M/s NARCO, Kuwait. The Stung Sen is the biggest tributary of Tonle Sap Lake. The project envisages construction of two dams Reaksa and Dang Kambet having power house at the toe of each dam and one barrage with canals offtaking from its both banks. The project will be able to generate average annual GWH of electrical energy and provide irrigation in net irrigable area of 131, 323 ha. with 150% irrigation intensity located in six districts of Kampong Thom Province. The project is estimated to cost US$ millions. With Internal Rate of Return 19.85% and Benefit Cost Ratio 2.09, the project is economically viable and technically feasible. It takes due care of environmental concerns and sociological responses. The study report consisting of twenty volumes covering 13 different disciplines was completed within stipulated time despite several constraints and was highly appreciated by the Client. Our CMD Mr. K. K. Kapila visited Cambodia on 05th September 2011 and met His Excellency Lim Kean Hor, Minister of Water Resources and Meteorology. During the meeting, His Excellency expressed his deep admiration for the excellent report prepared by our team and personally handed over a letter of appreciation for the good work done.

May this festival of lights bring you all tons of happiness and joy. Let us also wish and pray that this festival ushers in reaffirmation of commitment to friendship and goodwill among the mankind atlarge, throughout the world. The 6th International Road Federation (IRF) Regional Conference on Road Safety Strategy in India Action Plan was organized by IRF India Chapter in New Delhi from 3rd to 5th October The Inaugural function was held at Vigyan Bhawan and the Technical sessions at Pragati Maidan. The function was inaugurated by Mr. B. K. Chaturvedi, Member Planning Commission. Concurrent with the IRF Regional Conference, an exhibition and trade show were also organized, jointly by Amsterdam RAI and IRF India Chapter displaying state-of-art equipment for traffic management, parking control, ITS, toll management, infrastructure and safety etc. These were quite opportune, keeping in view the huge road development programme in our country and will hopefully provide befitting business and technical opportunities to experts, users and suppliers. The exhibition was inaugurated by Mr. Arvinder Singh Lovely, Hon'ble Minister of Education and Transport, Govt. of NCT, Delhi. More details about the conference and exhibition in this Newsletter. Our Fourth Surveillance Audit pertaining to ISO 9001:2008 QMS certification was conducted by DNV, our certification agency, on 09th September The audit went off exceedingly well. We did not have any Non-Conformity (NC) or Observation. This happens to be the 16th Surveillance Audit in continuation wherein we have had not a single NC, making us feel proud! A big thank you to each one of you for putting in your best efforts and cooperation!! Anna Hazare's campaign against corruption swept the nation in August 2011 and was a defining moment in the history of Indian democracy. As a result, this year's Dussehra celebrations were different from the earlier ones. Riding the Anna wave, this year effigies of Raavan and his kin were made symbolic of the demons of corruption hoping that torching these effigies, deep rooted corruption prevailing in our country will vanish forever. Whether and when that happens, only time will tell. We do however hope this awakening will spread the fire against corruption kindled by Anna Hazare. Happy reading!! - Editor

Consulting Services for Construction Supervision of Bornuur Road, Jargalant Road and Batsumber Road 'Regional Transport Infrastructure Development' to Improve Food Supply of Ulaanbaatar, BMZ ID ( Project ). Client : Government of Mongolia. The assignment involves Construction Supervision of Bornuur, Jargalant and Batsumber roads for Regional Transport Infrastructure Development to improve food supply of Ulaanbaatar city in Mongolia. Consultancy Services for Supervision, Quality Control and Monitoring of 11 KV Feeder Separation Project Phase-II in villages under the jurisdiction of MPMKVVCL, Bhopal. Client : Madhya Pradesh Madhya Kshetra Vidyut Vitaran Company Ltd., Madhya Pradesh. The objective of the assignment is to provide consultancy services for Supervision, Quality Control and Monitoring of 11 KV Feeder Separation Work in 9 Districts under the jurisdiction of Bhopal, which includes supervision of the physical survey, material testing, consumer indexing and asset mapping being done by the Contractor. Independent Consultancy Services for 6-laning of Chilkaluripet-Nellore section from km to km on NH-5 in the state of Andhra Pradesh to be executed as BOT (Toll) on Design, Build, Finance, Operate and Transfer (DBFOT) patter under NHDP Phase-V. Client : National Highways Authority of India. Independent Engineer Services for the work of 2 laning of Muzaffarpur Sonbarsa section of NH-77 from km to km in the state of Bihar under NHDP Phase-III on BOT (Annuity) basis on DBFOT basis. Client : National Highways Authority of India. The objective of the above two studies is for the Consultant to act independently and on behalf of NHAI to review all activities associated with Design, Review, Construction and O&M to ensure compliance of requirements as specified in Concession Agreement. Consultancy Services on Feasibility Study and Preliminary Design of the Third Ulaanbaatar Services Improvement Project, Mongolia Contract C-3890-MOG//1IC7. Client : The Second Ulaanbaatar Services Improvement Project, Ulaanbaatar, Mongolia. The main objective of the assignment is to carry out feasibility study of Ulaanbaatar City's Services Improvement Project on the basis of technical, economic and financial viability of the project in the first stage and thereafter prepare a preliminary design report for the assignment.

Client : NIPPO Corporation, Japan. The objective of the study is to provide Consultancy Services during construction phase for constructing Proving Ground for Maruti Suzuki India Limited (MSIL) in Rohtak. ADB Loan No NEP (SF)/ADB Grant No NEP(SF):Consulting Services for Subregional Transport Enhancement Project (STEP). Client : Government of Nepal, Ministry of Physical Planning and Works Department of Roads, Nepal. The objective of the assignment is to undertake consultancy services on behalf of the Employer for the supervision of construction works as administered by Government of Nepal for upgrading of various selected roads in Kathmandu city. HUMOUR Saas-Bahu Syndrome A group of young women decided to arrange for a camp with their mothers-in-law to hopefully get to know and understand each other better since relations between them were very sour. Two buses were hired, one for the mothers-in-law and the other for the daughters-in-law. Unfortunately, the bus the mothers-in-law were traveling in was involved in an accident and all the passengers died on the spot. The daughters-in-law shed a few tears but they were all puzzled by one women who wailed uncontrollably for what they perceived to be her great personal loss. Her friend asked her, Forgive me for asking, but why are you crying so hard? I didn't realize you were so close to your mother-in-law? to which she replied: No we are not close at all, she missed the bus! Wife: If I die what'll you do? Husband: I may also die. Wife: Why? Husband: Some time too much of happiness can also kill a man. KUDOS Mr. P. L Diwan represented India and presented a paper titled Investment Trends and Evaluation in Water Supply and Sanitation Sector in India, at the UN-Economic and Social Commission for Asia and the Pacific on 22nd 23rd September 2011 at Bangkok. The meeting was also attended by representatives from Bangladesh, Indonesia, Lao PDR, Mangolia, Mayanmar, Nepal, Pakistan, Philippines, Thailand, UK, Ujbekistan, UN Bodies, UNSGAB, UN- Habitat, ADB, Asean Sectretariate, International Water Management Institute, Global Water Partnership. 5 HT PHOTO IRF India Chapter hosts 6th IRF Regional Conference and Intertraffic India Exhibition Road traffic injuries and deaths are a major public health problem and a leading cause of disability around the world. Every year nearly 1.3 million people die in road accidents and around 50 million more are injured. This global road safety crisis has been recognized by the United Nations by adopting a resolution in General Assembly calling for a global Road Safety Collaboration. As a follow up of this, in March 2010 the UN General Assembly proclaimed a Decade of Action for Road Safety with a goal of stabilizing and then reducing the projected road traffic fatalities around the world. The resolution calls upon Member States to implement activities, particularly through five pillars of road safety and envisages the reduction of road fatalities by 50% by IRF India Chapter was recognized as the most valuable platform to provide directions to the road safety issues in India. Accordingly under the stewardship of Mr. K. K. Kapila, the 6th IRF Regional Conference on Road Safety Strategy in India Action Plan concurrent with Intertraffic India Exhibition was organized in New Delhi. IRF India Chapter has taken up the onerous task of creating a platform for all public and private sector players of road transport to examine the road safety issues and resolve them. 6th IRF Regional Conference Encouraged with the success of the five previous Conferences, IRF India Chapter under the Chairmanship of Mr. N. K. Sinha, organized the 6th IRF Regional Conference from 3rd to 5th October 2011 in Pragati Maidan. Over the years, the IRF Regional Conferences have emerged as the single most significant event on Road Safety. The Conference drew participation of over 400 delegates from India and foreign countries, represented both from government departments and private sector. The Conference was supported by World Bank, FICCI, CSIR-CRRI and Roads Australia. Its themes were aligned with the five pillars of the UN Decade of Action for Road Safety , launched worldwide on 11 May It deliberated on the road safety issues nagging the developing countries. Eminent experts having expertise and experiences on road safety action plans participated and assisted in developing India's strategy and actions for the RADaR or Road Accident Data Recorder will be used by the traffic police. Chaturvedi, Hon'ble Member, Planning Commission inaugurated the Conference at the majestic Vigyan Bhawan, New Delhi on 3rd October Mr. Chaturvedi addressed the galaxy of experts, invitees and delegates and also released the Conference

6 Souvenir and the Road Accident Data Recorder (RADaR) system, developed by IRF India Chapter with the support and funds provided by ICT Pvt Ltd. Addressing the distinguished gathering, Mr Kapila informed that our country has the dubious distinction of having the highest road fatalities in the world with more than 130,000 deaths and about 500,000 persons injured grievously every year. Thus 10% of the worldwide road deaths were in India having only 2 to 3% of the motor vehicles. He expressed the hope that the Conference would come up with a focused action plan covering various aspects of road safety and that the Conference recommendations would help the Government finalise its action plan with inbuilt accountability. He further urged the national leadership to resolve to achieve the target set forth in the UN Decade of Action plan of reducing road accidents and road fatalities by 50% by the end of 2020 in India. Besides the Plenary Session, which set the tone for the conference and direction of the deliberations, there were five Technical Sessions and two Sessions with presentations by exhibitors of Intertraffic India. The technical content of the presentations by eminent speakers and the discussions emanating from the floor interventions was found highly rewarding by the delegates. The technical deliberations concluded with a Panel Discussion on Strategic Action for Road Safety Action Plan, chaired by Mr Kapila. ICT associated with this important forum as a Principal Sponsor signifying its commitment towards creation of safe road infrastructure in the country, presented a paper, provided two experts on the Panel and seven Reporters for Technical Sessions. Intertraffic India 2011 IRF India Chapter organized the prestigious Intertraffic India 2011 exhibition, jointly with Amsterdam RAI, The Netherlands from 3rd to 5th October 2011 in Pragati Maidan, New Delhi. Intertraffic is the world's largest and most authoritative trade event for infrastructure, ITS, traffic management, safety and parking. Intertraffic events are staged biennially in The Netherlands, Turkey, China and now for the first time in India.

7 The exhibition was inaugurated by Mr Arvinder Singh Lovely, Hon'ble Minister of Education and Transport, Govt. of NCT of Delhi on 3rd October Mr. Lovely delivered the inaugural address and also released the catalogue of the event. At the Inaugural Session, Mr. K. K. Kapila, Chairman, IRF, delivered his special address, while Mr. N. K. Sinha, Chairman, IRF India Chapter delivered the Welcome Address and Mr. Erik Dijkshoorn, Domain Manager, Amsterdam RAI proposed the Vote of Thanks. The exhibition offered an ideal opportunity to the interested organizations to display the state-of-the-art equipment. The visitor profile covered highway construction agencies, BOT operators, government departments of urban development, public works, road transport corporations, traffic control & police departments, transport commissioners, consultants, research & training institutes, etc. With participation of 105 exhibitors, of which 50% were from 18 overseas countries, the first edition of Intertraffic India was termed an overwhelming success by all concerned. The participants as well as the visitors found the event extremely useful and benefitted from one-to-one interactions for extending their business interests. In his address, Mr Kapila acknowledged the continued support of the Government of Delhi under the dynamic leadership of the Hon'ble Chief Minister, Mrs. Sheila Dikshit and the young and dynamic Mr Lovely, who is deeply involved in bringing about improvements in the Road Safety scenario of Delhi. He expressed confidence that the Hon'ble Minister's presence and participation in the event would further enable IRF India Chapter in introducing various latest technologies for safer transportation in Delhi, followed by other states.
