2 Aviation Experts Group (AEG) - Final Report Summary Report to AEG for the Closing Plenary: 54 delegates, representing 15 economies, and the APEC Secretariat met at the TPTWG-44. Summary Report on Projects and Activities: APEC-FUNDED PROJECTS: PBN Implementation Project The Chair provided an update. This was a repeat project funded by APEC and recently completed. It was sponsored by Thailand and the United States, and the target economies were Indonesia and Mexico. The final reports were completed by the contractor and have been distributed to the target economies and are available on the APEC website. The final reports can provide guidance to other economies on the implementation of PBN. APEC Business Aviation Initiative The United States provided an update of the second phase of the APEC Business Aviation Initiative, noting that it has re-submitted a concept note for APEC funding, per AEG-SRV consensus at TPTWG-43 to support the second phase of the Initiative. This new concept note has received the endorsement of the APEC Tourism Working Group in recognition of the potential for general and business aviation to further develop the tourism industry within the APEC region. New or On-going Project Endorsements/Sub-groups: The TPTWG endorsed the AEG-SEC self-funded concept note on Landside Security Guidance Materials, co-sponsored by Singapore, Papua New Guinea, and the United States. Appointment of Chairs and Vice-Chairs: There were no vacancies in the AEG or sub-groups Chair and Vice-Chair positions. During the AEG, Ms. Maria Cecilia Paguirigan from Philippines served as Vice- Chair of the AEG. INTRODUCTION: Ms. Emily White (USA), Chair of the Aviation Experts Group (AEG) welcomed 54 delegates attending the meeting on 25 April April 2017, representing 15 economies: 1. Papua New Guinea Philippines Russia Singapore Chinese Taipei Thailand United States Viet Nam - 1 ECONOMY REPORTS United States presented several reports on pilot licensing, International Civil Aviation Organization (ICAO) updates, and Russia presented on VOLGA-DNEPR Group in APAC on air cargo transport. SUBGROUP REPORT SUMMARY TO AEG Subgroups Chairs summarized the activities of their groups, per the following: AEG-SAF 1. The Aviation Safety subgroup had 21 attendees from 8 economies: China, Malaysia, Papua New Guinea, Philippines, Singapore, Chinese Taipei, Thailand, and United States. 2. The Chair provided an update on the International Civil Aviation Organization (ICAO) Standards and Recommended Practices (SARP). Additionally, the Safety subgroup was updated on Enhancing Aviation Connectivity and Emissions Reduction via Implementation of PBN Assistance Program. The program has been completed and the final reports were completed by the contractor and have been distributed to the target economies and are available on the APEC website. The Chair also provided updates on ICAO aviation language proficiency requirements, flight technologies training, availability of FAA web-based training to international students, as well as aviation safety inspector hiring and training guidelines. 3. Thailand presented an update on adopting new technologies and air traffic controller compensation study model. The United States presented information on air traffic management key performance indicators and an APEC economy-focused report on ICAO Aviation System Block Upgrade (ASBU) basic building blocks, sharing international guidance material on the essential modules for an economy to deploy to ensure systems are in global compliance with the ICAO Global Air Navigation Plan. The Vice-Chair, on behalf of China, presented on Traffic Collision Avoidance System (TCAS) Resolution Advisory (RA) big data analytics to improve operational safety and crew behavior. Singapore presented an update from an ICAO Asia Pacific Regional Aviation Safety Team (APRAST) Capacity Building Task Force program to enhance regional safety training. Chinese Taipei shared information on their experiences with air traffic control, and Thailand shared information on their work on reducing energy consumption at airports. The Chair also provided an update on global data sharing and the license transfer of FAA s the International Aviation Safety Data Exchange (IASDEX) Page 2 of 7

4 program to ICAO s Safety Information Monitoring System (SIMS) program. The United States presented a report on aircraft wildlife strikes in APEC economies. 4. The Chair provided an update on a potential weather-atm integration and emissions reduction program, and a monitoring program for ICAO ASBU monitoring in APEC economies was proposed. SAF joined the GIT for two presentations from Chinese Taipei on weather-related satellite applications. The SAF and GIT expect to collaborate in the future on weather-related satellite applications for Air Traffic Management (ATM). 5. Finally, the team updated the Safety Subgroup Work Plan for No new projects were proposed for APEC funding. AEG-SRV 1. At the 44th meeting, the United States and Hong Kong, China presided as chair and deputy-chair, respectively. Twenty-five (25) delegates from fourteen (14) Economies participated. In addition, one Guest participated in our meeting. 2. The Air Services Sub-Group (AEG-SRV) continued discussions related to the further liberalization of air services in the region. This included a discussion among all represented APEC Economies on developments in air service liberalization since TPTWG-43. Australia gave an overview of ICAO ATRP developments. The Sub-Group also received a presentation, made by the Chair on behalf of the APEC Tourism Working Group, on an APEC project aimed at developing tourism-friendly airports. 3. The AEG-SRV held a second Special Session of the AEG-SRV, as agreed at TPTWG-43. The AEG-SRV Special Session allowed Economies to hold bilateral, informal discussion on relevant air services issues. In total, eleven bilateral meetings were held. This activity is in direct support of the Group s mandate to further liberalize air services within the APEC region, as highlighted by APEC ation Ministers in the TMM9 Joint Statement. 4. At the 44th meeting, the United States provided an update of the second phase of the APEC Business Aviation Initiative, noting that it has submitted a second concept note for APEC funding, per AEG-SRV consensus at TPTWG-43 to support the second phase of the Initiative. This new concept note has received the endorsement of the APEC Tourism Working Group in recognition of the potential for general and business aviation to further develop the tourism industry within the APEC region. 5. The Chair once again noted the importance of cross-fora collaboration within APEC and noted specifically the potential for more formalized cooperation with the APEC Tourism Working Group in light of the potential for the TPTWG to meet on the SOM cycle beginning next year. The Chair noted specifically the potential to assist the Tourism Working Group in developing a second phase to its report on air connectivity, which was developed in cooperation with the International Air Association (IATA) and Smart Data Inc. The findings of the report highlight gaps in air transport connections among APEC Economies and could be useful in guiding the work program of the AEG-SRV moving forward. Maritime and Aviation Security Awareness Workshop Australia presented outcomes of the Maritime and Aviation Security Awareness Workshop (MASAW) program, which focused on increased security awareness and risk assessment processes to enhance security at airports and seaports. The program was run between Augusts through to November 2015 and included 13 APEC economies. 2. Drafting Regional Risk Context Statement Australia provided an overview of the Pacific risk context statement developed with expertise and knowledge of regional and subject matter experts on the protection of the Pacific transport sector from terrorism and criminality. 3. Papua New Guinea discussed the AEG-SEC self-funded concept note on Landside Security Guidance Materials, co-sponsored by Singapore, Papua New Guinea, and the United States. PROJECTS COMPLETED AND RESULTS ACHIEVED PBN Implementation Project This was a repeat project funded by APEC and recently completed. It was sponsored by Thailand and the United States, and the target economies were Indonesia and Mexico. The final reports were completed by the contractor and have been distributed to the target economies and are available on the APEC website. The final reports can provide guidance to other economies on the implementation of PBN. Results of the previous project were measured and showed an increased PBN implementation rate over a 3- year period as follows: Philippines: 27% to 53 % Malaysia: 29% to 74% UPCOMING MEETINGS OF INTEREST ICAO/Airports Council International Wildlife Strike Hazard Reduction Symposium May 16-18, ICAO/Airports Council International Global Aviation Security Symposium on challenges of air cargo screening September 12-14, 2017 in Montreal, Canada. LINKAGES TO MINISTERS AND LEADERS DIRECTIVES All work in the Aviation Sub-groups are directly linked to the TMM9 and prior Ministerial Statements or TEMM joint statement. REQUIRED AMENDMENTS TO THE TPTWG 2017 WORK PROGRAM The work plan was updated.
