17 ICAO Annexes Annex 14 (Aerodromes) In February the Council adopted Amendment 11 to Annex 14, Volume 1 Aerodrome Design and Operations which contains a number of important issues, including runway surface friction reporting; runway end safety areas (RESA); touchdown lights and firefighting requirements. Changes designed to reduce the number of runway incursions, excursions and enhance safety. Annex 19 (Safety Management) The first edition of the new Annex 19, drafted by the Safety Management Panel (on which ACI sits), was approved by the Council in February and will become applicable in November The Annex consolidates safety management principles from other Annexes and is divided into five sections; definitions, applicability, state safety management responsibilities, safety management systems and data collection, analysis and exchange. ICAO has started work on the second edition which will contain new material - ACI is participating 17

18 PANS - Aerodromes Procedures for Air Navigation Services Aerodromes The first four chapters of the PANS will be sent out for State comment this year ACI requested and obtained that all material on aerodrome certification and safety assessments in the draft was retained (there was a move to say that this was not the purpose of PANS-Aerodromes). PANS-Aerodromes will be of great use to existing airports that must accommodate larger aircraft than they were designed for, often cannot be designed strictly to ICAO codes, and there must be a means of permitting safe operations based on aircraft type. The PANS-Aerodromes has a higher status than the Circular on New Larger Aircraft that is currently the only guidance on this subject. For the second edition (2016), ACI is participating in the drafting of a new chapter on Aerodrome Operational Management which will contain procedures not currently in Annex

21 Wildlife Hazard Management Handbook Publication Implemented new process for developing the handbook Formed a Working Group in the STSC committee Holding a Workshop for the Working Group(March 7 TH 8 TH ) Setting up Guidelines, Structure and timeline Working Group members and Guidelines Purpose : handbook shall provide guidance material for all aerodromes (large or small) to develop a wildlife management programme Structure : concise (about 30 pages) handbook and detailed appendices Published at the WAGA in June 2013 Future Plan Amendment will be published every year New edition will be published every 3 years 21

22 Runway Safety Handbook Publication the new handbook will provide best practices that can be implemented to enhance runway safety. The contents are totally focused on the perspective of aerodrome operators and its contents are: Runway Safety describes how to establish a Runway Safety Team, and implement a Runway Safety Programme; Planning and Design explains how to prevent or mitigate hazards of runway incursion, excursion and confusion during Master planning and Designing; Operations provides methodologies of runway inspection, dissemination procedures of Aeronautical Information Service(AIS) and best practices for FOD management and obstacle control ; and Maintenance, Temporary Restriction and Construction provides best practices and proactive activities to prevent or mitigate accident or incident for those activities. 22
