7 What is EPWG in APEC? 2004 Indian Ocean Tsunami ~2009 TFEP period Emergency Preparedness Working Group was known as Task Force for Emergency Preparedness (TFEP) in APEC In response to 2004 Indian Ocean Tsunami, 18 members attended the meeting of the TFEP, Bali, Indonesia, 2-3 April 2005 TFEP was established by Senior Officials in 2005 to coordinate and facilitate emergency and disaster preparedness and response within APEC. no involvement of emergency relief
8 From TFEP to EPWG On February 23, 2010, in Hiroshima, Japan the First Senior Officials Meeting, the Task Force was approved to be upgraded to a permanent working group. On 2 June 2010 in Sapporo, Japan During the second meeting of the SOM Steering Committee on ECOTECH (SCE), the Terms of Reference (ToR) of the Emergency Preparedness Working Group (EPWG) and the co chairmanship of Australia and Indonesia until end of 2011 was officially endorsed. 6 The only Forum that was supported to upgrade to permanent working group in APEC in last three years.
9 Rationale for an Emergency Preparedness Working Group Upgrading the TFEP to a Working Group would: enable the group to adopt a longer term focus, consistent with the APEC Strategy for Disaster Risk Reduction and Emergency Preparedness and Response in the Asia Pacific Region and proposed multi year capacitybuilding initiatives; reflect the ongoing interest of Leaders/Ministers; 7 recognise that the frequency and intensity of disasters will continue to increase.

14 EPWG Mandate 12 To build the capacity of APEC economies to mitigate, prepare for, respond to and recover from emergencies and disasters; To improve coordination and cooperation on emergency and disaster preparedness efforts within APEC. The EPWG along with the health (HWG) and counter terrorism (CCTF) working groups is an important part of APEC s human security agenda to protect business, trade and economic growth from disruptions.

16 Steering Committee Steering Committee is accordingly established to: assist to advance the Working Groups' mandate and work plans assess APEC projects and their implementation. consider developing a virtual advisory group or network and exploring the possible membership of regional organizations and institutions reinvigorate the electronic outreach activities including by: improving the effectiveness and content of the APEC website issuing an electronic newsletter 14
