11 Date: 01/05/2008 Event: Extract from draft Terms of Reference for BVRT Steering Committee Brisbane Valley Rail Trail BVRT Steering Committee TERMS OF REFERENCE April Purpose The BVRT Steering Committee acts as a forum for key stakeholders to work together to ensure the effective delivery of the Brisbane Valley Rail Trail (BVRT). The BVRT is being delivered under the SEQ Regional Recreation Trails Program (SEQ Active Trails) by the Department of Infrastructure and Planning, in partnership with local councils. SEQ Active Trails is identified as a major SEQ Regional Plan implementation project in the Regional Plan Action Plan, the progress of which is overseen by the Regional Plan Implementation Group. Development of the BVRT delivers on: o the SEQ Active Trails Strategy; o the proposed SEQ Outdoor Recreation Strategy ; and o the outdoor recreation and regional open space policies of the SEQ Regional Plan Key Functions The key functions of the Steering Committee are to: share information, enhance collaboration and community engagement, seek and provide feedback, and advise on development and management issues. The Steering Committee provides independent advice to the Southern Region Division, Planning Group, DIP, on delivery of the Brisbane Valley Rail Trail, guided by the Brisbane Valley Rail Trail Plan. 4 Membership The Steering Committee comprises an independent Chair, member organisations and observer organisations. The Minister responsible for Regional Planning confirms the nomination of an independent Chair. The Minister has appointed Mr Wayne Wendt MP, Member for Ipswich West to be the inaugural Chair of the Steering Committee. 11

There was consensus that the initial objectives of the incorporated association would be: a. To encourage recreational usage of the Brisbane Valley Rail Trail (Moore to Blackbutt) b. To support the sustainable development and usage of the Brisbane Valley Rail Trail (Moore to Blackbutt) c. To seek partnerships with lessees of the Brisbane Valley Rail Trail, indigenous custodians of the trail, government agencies and other interested groups and individuals whose aims, from time to time, coincide with Objects 1 and 2. d. 18 Date: 27/11/2008 Event: Successful heritage listing of Harlin Rail Bridge(QHR602633) & Yimbun Railway Tunnel(QHR602637) by Bisbane Valley Heritage Trails Inc. Figure 25 The Harlin Rail Bridge, which crosses Ivory Creek (previously Maronghi Creek) at Harlin is located 61 miles 20 chains ( km) from Wulkuraka station. It is a half-through Pratt truss (or pony truss) bridge built between 1909 and 1910 and is the only surviving concrete and steel railway bridge on the Brisbane Valley Rail Line. Figure 26 The Yimbun Railway Tunnel, constructed in 1910 on the section between Yimbun and Blackbutt, is the only tunnel constructed along the entire Brisbane Valley Branch Line and one of only three remaining intact major rail structures on the Brisbane Valley Rail Line, the others being the Lockyer Creek Bridge at Clarendon (QHR ) and the Harlin Rail Bridge (QHR ). 18

40 Date: 07/09/2012 Event: Brisbane Valley Rail Trail mothballed by State government Figure 60 Queensland Times, 7/9/2012, p16 FUNDING for one of the Somerset's premier tourist attractions has been cut by the State Government. The Brisbane Valley Rail Trail has been "mothballed" in the latest round of government cost cutting. The cuts mean the government will not fund any works to complete unfinished sections or maintain the existing trail. The historic trail of the Brisbane Valley rail line attracts thousands of tourists every year, with the Fernvale to Lowood Fun Run pulling more than 1000 runners to the trail in July. Member for Ipswich West Sean Choat confirmed the State Government would not be funding the ongoing development of the trail. "We've got a lot of things that are nice to have at the moment, but with the debt situation we can't afford them all," he said. "Unfortunately the rail trail is something we can't afford at the moment. "It is disappointing. I'm disappointed." Despite the State Government wielding the axe on the rail trail funding, Mr Choat said he didn't want the trail to die. Mr Choat said he wanted to work with local communities and councils to take up the torch in maintaining the trail. However, Federal Member for Blair Shayne Neumann said the cut would severely impact the Somerset's tourism industry. "The state-administered Brisbane Valley Rail Trail is crucial to promoting tourism in the Somerset," he said. "People using the trail on horses and bikes? That's all finished now. This Brisbane Valley Rail Trail connects all these communities. It is vital to tourism and economic development. For some of the smaller towns in the area the trail is one of their only tourist attractions." Somerset Mayor Graeme Lehmann said he hadn't been informed of the trail's future and was expecting a meeting to be held next week. Cr Lehmann said the council wanted the trail to continue operating. "Council hasn't got any problems running it, but the funding would need to come from the State Government," he said. 40
