Adelaide Shores Presentation to Recreation and Parks Conference 8 April 2014 How to become a world class Tourism, Recreation and Sport precinct Presenter: Kate Williams Chief Executive Officer
Background Adelaide Shores is a 135 hectare Sport, Tourism and Recreation Hub owned by the State Government of South Australia Report to the West Beach Trust Board who is appointed by Minister for Planning Governed by West Beach Recreation Reserve Act

Key Statistics Accommodation 95,000 visitors 12% international, 35% interstate & 53% intrastate 201 cabins - average year occupancy of 68% 330 powered sites - average year occupancy of 41% Golf rounds 100,000 84,000 public & 22,000 public membership Boating 14,000 public launches Overall Reserve use estimated at 500,000 p/a 20 lessees including 13 not for profit groups
Sports & Leisure Master Planning Process Objective: Create an integrated sports, community and tourism hub. Process: Created a Project Group including Office for Recreation and Sport, Department of Planning, Sports SA and Adelaide Shores Developed the process which was to identify the opportunities and needs of the precinct Expression of Interest through Sports Sa and Tender SA Received 37 groups that were interested and reviewed against criteria
Sports and Leisure Master Planning Process Process: Consulted with groups and develop a specific sports and leisure master plan that incorporated all the elements, infrastructure and sports that would enhance the precinct Sports and Leisure Master Plan was the output and then the process of making the plan into reality
Sport and Leisure Master Plan
Sports & Leisure Master Planning Process Whole of precinct plan Developed sub precinct master plans: Sports and Leisure Master Plan Caravan Park Master Plan Resort Master Plan Boating Master Plan This then fed into one major precinct master plan
Reserves Master Plan
Next Steps Prioritised projects for short, medium term including consultation with key stakeholders as now aligned to their strategic objectives Throughout the process considered the State Strategic Plan and 30 year Greater Adelaide Plan Then we had a REALITY Check!
Costings Initial costing by QS was $220million Given the costing internally decided to rethink process and strategy Engaged PwC to complete an Integrated Feasibility Study The purpose of this was to determine what the commercial linkages between precinct plans were to maximise return or provide multiple economic benefits
Key Projects Adelaide Shores Football Centre synthetic pitch Diamonds Sports Golf/Bowls combined facility
How to secure Funding Adelaide Shores is not in a position to internal fund noncommercial projects: Under Act can enter into joint venture Only options are Federal and State funding and developed pitch documents to support development Actively met with key stakeholders to engage level of interest in developing sport infrastructure on the precinct Momentum gained and first funding achieved in July 2011 ($1million) and then form there a further ($4million) Best Funding Models: When State, Federal, Sport and Adelaide Shores
Adelaide Shores Football Centre
Diamond Sports
Caravan Park Master Plan Stage 1, Stage 2, Stage 3 Completed Self Funded 2 and 3 completed
Master Planning Process What Worked: Overall objectives and that was top of mind Expression of Interest raising awareness of Adelaide Shores Built long term partnerships with Government departments, state sport organisations Aligning projects to meet other organisational objectives allowed funding approval Managing and delivering projects with budget and timelines Planning provided building blocks then secure funding momentum, starts and continues now with many opportunities constant commercial approaches for Business opportunities
Master Planning Process Improvements: Optimistic of scale and therefore cost prohibitive/feasibility At the beginning tried to appease everyone even if didn t fit within objected (filtered that out through process) Could have developed a better Communications Strategy (local councils and residents) Success comes attention and scrutiny of business and need to be prepared for that
Horizons for Adelaide Shores Outdoor Education Integrated fitness opportunities Bidding for mass participation events
Thank you for your time We hope the presentation has assisted to inform you of how to become a world class Tourism, Recreation and Sport precinct.
