APOLOGIES: Apologies were received and sustained from Bruce Yates, Geoff Maxwell, Andrew Harris, Lyndsey Hiatt, Faye Beckett, Phyll Johnson, Bryan Harris, Rosemary Barnes, Ange Davison, and Jane Maxwell. 1. HURUNUI DISTRICT COUNCIL DRAFT ANNUAL PLAN 2011/12 Mayor Dalley, the Chief Executive and managers spoke to a power point presentation on sections of the Plan, which included - Revenue and Expenditure totals proposed surplus $402,938 compared to HLTCP projection $900,776, proposed Capital Expenditure $7,311,585 compared to HLTCP projection of $7,232,927. Rates Summary proposed General rate $5,296,544 (growth adjusted increase of 2.66%) compared to HLTCP projection of $5,537,313; proposed Targeted rates $7,385,814 (increase 3.7%) compared to HLTCP projection $7,222,661; Total rates growth adjusted % increase 3.27%. Breakdown of rates, sample rate increases, Hanmer Springs Thermal Pools & Spa leverage. Key consultation issues being New library software system old system needs replacing, opportunity to purchase collectively with other councils Canterbury Museum levy Contribution increased by 7% to $53,986
5 Hurunui Youth Programme Applying for funds or Council will fund through general rate Biodiversity programme DOC continuing to fund for another 3 years Improved engineering systems enhanced software for service requests, upgrade roading technology, rearrange team structure for improved project management Replacement vehicles for rural fire Waipara river strategy - $20,000 to put strategy into effect Legal and consultancy fees more realistically based on what is expected to occur e.g. District Plan review, Meridian Wind Farm Council Chambers Amberley - $40,000 maintenance and repairs & secure fencing for Council vehicles Grants & Awards to include $1,000 towards North Canterbury Sports & Recreation Trust Project Updates Hurunui Waiau Zone Committee draft water storage & implementation plan aimed to be completed by April 2011 District Reserves Management Plan currently being reviewed Insurance premiums expected increase allowed for 20% Draft Freedom Camping Bylaw decision to be made by May 2011, encourage sustainable camping and enable Council to recover fines from those that do not comply Tsunami Warning System installed at Amberley and Leithfield beaches last year no further funding allowed for until confident the system is sound. Queen Mary Hospital reserve Seeking proposals for appropriate long term uses of buildings Cheviot Project Updates Cheviot Water Treatment plant requires either major treatment plant or alternatively a new deep source at another locality, construction of any new water quality improvement structures dependant on outcome of subsidy application, budget provision of $579,000 carried forward to 2011/12 year Cheviot Medical Centre - $1,000,000 factored into long term budget for 2016/17 to build a Medical Centre, Ward Committee spending $3,000 in current year to investigate options, the Cheviot Medical Centre will be publicly consulted on during the Long Term Plan review next year. Fees and Charges Changes in line with the cost of living and inflation increases, biggest increase seen in building and water fees Questions from the Floor Using Hanmer Springs Thermal Reserve profits in areas such as toilets and libraries not assisting local reserves who are struggling to undertake work in their reserves New toilet for Cheviot Hills Reserve No new toilets included in the draft plan, the Council will review toilet policy. Will the new library software system be available to the school would have the option of joining in. Presently run their own system. Cheviot Rural Water Supply treatment had not qualified for subsidy this year. Proposal being prepared for the Ward Committee. Looking at water treatment or finding a good water supply. Must be protozoa compliant, which
6 Miox isn t. Well testing is not showing good results at this stage. Required to be compliant with the Drinking Water Standards by 1 st July Water storage option, presented by the Hurunui Waiau Zone Committee, a longer term option. Affordability and water security the key issues. Cheviot Medical Centre ongoing future proofing for the district. Would bring Cheviot up to the standard of other areas in the district Chilean Needle Grass Council taking their concerns to higher authorities. Identification packs being prepared for distribution. Richard Maxwell thanked Mayor Dalley and the managers for their presentation. 2. CHEVIOT COMMUNITY WARD COMMITTEE ANNUAL MEETING : 2.1. CHAIRPERSON S REPORT Richard Maxwell reported on Ward activities for the year :- Ward Committee elections welcomed Lyndsey Hiatt and Geoff Maxwell as new members Capital works programme reviewed awaiting costings and work to be done before the end of the year Mark Johnson undertaking the painting of the Memorials and fences at present. Dave Scott repaired the cracked concrete pillars in the fence Cheviot Scout Group folded and the old Courthouse been offered back to the community. Maintenance funding applied for. Public meeting will be held to formalize a group to carry on with the restoration work. Drainage allocated work for the Jed River and some funds for work in Woolshed Creek Wild Cats problem with increasing numbers of wild cats has not improved in Cheviot township. $1000 given for control work Rolleston Street Trees Gauge public opinion on the removal of the Chestnut trees in Rolleston Street trees in poor health and doing damage to the road Water scheme public acceptance of the miox treatment has been surprisingly high. Committee continue to be aware of the escalating costs of upgrading and maintaining our community water scheme Motorhome dump station To be relocated to the old hall site on Seddon Street. Attendance at Committee Chair workshop in Amberley very worthwhile. Ann Duncan retiring at the end of the year, Richard standing down as Committee Chair.
7 Thank you to Amberley staff for their support, enjoyed working with Jason Beck and congratulated staff on the presentation of this years annual plan. Richard Maxwell moved the adoption of his report seconded by Don Anderson. 3. RESERVE COMMITTEE REPORTS : Ward Committee Chairperson inviting the following Reserve Committee s to report Cheviot presented by Noel Crump (Chair) Current Projects Planting small lagoon this year at St Annes Lagoon Stage One of Yew Walk completed with picnic table, stage two to commence this year with woodland style walkway up the hill behind the mansion house foundations New information signage erected in reserve Historical display boards erected on the back wall of the pavilion in Cheviot Hills Reserve and revamped version of the floor plan to be erected. Appreciate to Bruce Gardner for initiating and following through on this project and the Cheviot Lions Club for funding it Holly control remains top of project programme Work in the Specimen Plantation at the end of Robinson Street continues with the clearance of weeds and fallen trees. Special thanks to Stuart Harrison and Tony Manning for the huge effort in this reserve. The committee to trial low growing species in the open areas The sealing of the entrance to St Annes Lagoon to be completed in next week or two Planned Projects Renewal of township reserve fence rails timber to be milled from fallen pine Removal of pampus grass at St Annes Lagoon Additional amenity planting next to the Yew Walk Planting of SH 1 entrance to Cheviot Hills Reserve Other reserve Matters Appreciation to Buzzy Barnes for efforts in wasp eradication in the Specimen Plantation and Cheviot Hills Reserve. Tally at the end of last year 200 nests. Appreciation also to Ray Burnett for his work Committee advised that the Scouting movement in Cheviot had disbanded. Relinquishing lease on the Hutchison Street Reserve and returning the old Courthouse building to the community. The A frame will be removed. Appreciation to the committee, the Secretary Ann Duncan and grounds man Mark Hall for the past years work. Domett Councillor Daly reported Domett working well in their areas of tennis courts, forestry and Hurunui Mouth camp. New tank purchased for the Domett Reserves this year. Port Robinson Report by Peter McClatchy Chair 1700 natives trees planted in Port Robinson last year. Total planted over 15,000.
8 Continuing planting at Point Gibson Information signs for reserves done by Ashley Smith Reserve Board contributing to revegetation of Jed cemetery entrance through donated funds Working bee held to clean up the old School Reserve vegetation Appreciation to Ann Duncan, Committee Secretary for her support. New shower controls and toilet cisterns installed at the main camp to help solve the water problems over Christmas and New Year. Upgrade the Gore Bay camp kitchen. Leased camping grounds running smoothly Spotswood Reserves Committee Denise Cleghorn reported on the management of the hall and reserve, noting that the hall was coming up 100 years old. COMMUNITY ORGANISATIONS: The following organisations reported to the meeting :- Cheviot Craft Centre report read by Jackie Watson for Carol Maxwell Craft Centre in good heart with three regular groups using the centre Art, Craft and Quilting with a dedicated total membership of over 30 people using the building. Appreciate the use of the building Centre works hard to maintain the building and grounds for everyone to enjoy Rooms available for use by other community groups, new members welcome Community Trust Councillor Daly reported the Trust received funds for District nurse support - $6,000 - $7000. Applications received for the Masonic Lodge Students Award run by the Trust. Cheviot Promotions report by Denise Cleghorn Group has upgraded the community website thanks to local website builder Olmec Sinclair of Cleanweb. The weekly Budget has now been included. Daily traffic on the website visits. Self funding thanks to the Cheviot businesses as well as providing the Promotions Group with funding for other projects Project in mind mural to be done on a board to go on the north facing wall of the public toilets Cheviot area signs at the northern and southern end of the district. Provide Cheviot brochures to information centres Planning to hold second Cheviot photographic competition to build up gallery of promotional photos. Would like to produce a quality postcard for Cheviot AGM 25 th May at 1pm in the Hotel. Seek support and interest Gore Bay and Port Robinson Ratepayers Association report by Terry Lucas, Chair. Working with DOC to get the Hurunui Mouth/Manuka Bay walking track reopened Undertaken foreshore beautification, planted spinifex for erosion control along the beach front Working through difficulties with refuse disposal at the rubbish shed Three picnic tables placed at the south end of Gore Bay 10 supplied in total
9 TV translator improvement in reception Foreshore Protection Fund ($70,000 plus) to be kept in fund for emergency work, interest used on sand stabilisation Official from Civil Defence to attend annual meeting at Easter to report on siren THAT THE COMMUNITY REPORTS BE RECEIVED. J Demeter/D Cleghorn CARRIED Richard Maxwell thanked the committees and groups for their reports. 5. GENERAL BUSINESS: 5.1. Submissions to the Annual Plan General discussions were held on a number of matters pedestrian safety on Hall street prior to the intersection; picnic tables at Homeview Cemetery, condition of toilets at Cheviot Hills Reserves, removal of trees Rolleston Street Cheviot. Recommended that the public make submissions to the Annual Plan on these items Woolshed Creek Flooding Fire Chief, Ira McNabb, thanked the Council for their prompt action in providing a tanker for Cheviot. He also thanked the Reserves and Ward Committees for undertaking tree cutting work in Woolshed Creek which would help prevent flooding of the Emergency Services building and equipment in an extensive flood. Richard Maxwell thanked Mayor Dalley, Andrew Dalziel, the Council staff and members of the public for their attendance and participation.
