1 TIMARU DISTRICT COUNCIL MINUTES OF A MEETING OF THE COMMUNITY DEVELOPMENT COMMITTEE HELD IN THE COUNCIL CHAMBER, DISTRICT COUNCIL BUILDING, KING GEORGE PLACE, TIMARU ON TUESDAY 20 SEPTEMBER 2016 AT 10.03AM PRESENT APOLOGIES IN ATTENDANCE Clrs Steve Wills (Chairperson), Tony Brien, Peter Burt, Dave Jack, Richard Lyon, Pat Mulvey, Kerry Stevens, Tracy Tierney and the Mayor Clr Steve Earnshaw MacGregor Simpson Geraldine Community Board YMCA representatives Keith Shaw and Kelly Katane Paddy O Reilly Temuka Community Board (for the public part of the meeting) Neville Gould Geraldine Community Board (for the public part of the meeting) Chief Executive (Peter Nixon), Group Manager Community Services (Sharon Taylor) and Council Secretary (Teresa Heap) 1 CHAIRPERSON S REPORT The Chairperson reported on duties he had carried out and meetings he had attended since the last meeting including numerous community meetings, the Business Awards, suicide prevention symposium, District Plan Review workshop along with other councillors, Youth Initiatives Subcommittee, the Battle of Britain Commemoration Service, Donations and Loans Subcommittee, luncheon with American Ambassador Mark Gilbert, met with Customer Services Manager Jenny Ensor regarding donations. Also attended the 100 year commemoration of the Battle of the Somme at the Botanical Gardens, attended two separate Lions District speech competitions for our primary schools and also meetings with Sharon Taylor Group Manager Community Services Proposed Clr Stevens Seconded Clr Mulvey That the Chairperson s report be received and noted. 2 CONFIRMATION OF MINUTES Proposed Clr Burt Seconded Clr Brien That the minutes of the meeting of the held on 19 July 2016, excluding the public excluded item, be confirmed as a true and correct record. # September 2016
2 3 YMCA SOUTH AND MID CANTERBURY YOUTH SERVICES SIX MONTHLY REPORT TO 30 JUNE 2016 The Committee considered the YMCA South and Mid Canterbury Youth Services six monthly report to 30 June Proposed Clr Wills Seconded Clr Burt That the report be received and noted. 4 CORRESPONDENCE RECEIVED FUNDING The Committee noted the thank you letters for funding received from the Geraldine Anzac Commemorations Trust, NZ Council of Victim Support Groups Inc, Riparian Support Trust and Christina Ryan. Seconded Clr Stevens That the correspondence be received and noted. 5 FUNDING APPLICATIONS CONSIDERED UNDER DELEGATED AUTHORITY The Committee noted the funding applications that had been approved under delegated authority. Seconded Clr Tierney That the information be received and noted. 6 RECEIPT OF COMMUNITY AWARDS SELECTION PANEL MINUTES The Committee considered the minutes of the Community Awards Selection Panel. Proposed Clr Mulvey Seconded Clr Lyon That the minutes of a meeting of the Community Awards Selection Panel held on 9 June 2016, excluding the public excluded items, be received. 7 EXCLUSION OF THE PUBLIC Seconded Clr Brien # September 2016
3 That the Committee resolves to exclude the public on the grounds contained in Section 48(1) of the Local Government Official Information and Meetings Act: Confirmation of Minutes Community Recognition Receipt of Community Awards Selection Panel Minutes Section 7(2)(a) Donations and Loans Subcommittee Recommendation: Council Funding Applications Section 7(2)(f) The withholding of the information is necessary to protect the privacy of natural persons, including that of deceased natural persons. The withholding of the information is necessary to maintain the effective conduct of public affairs through the free and frank expression of opinions by or between or to members or officers or employees of any local authority, or any persons to whom section 2(5) of this Act applies, in the course of their duty. 8 READMITTANCE OF THE PUBLIC Seconded Clr Stevens That the public be readmitted to the meeting. 9 CONFIRMATION OF DONATIONS AND LOANS DECISIONS Proposed Clr Tierney Seconded Clr Jack That the following Donations and Loans decisions, made with the public excluded, be confirmed: Pareora Public Hall Society Temuka Promotions Association $1, That the request from the Pareora Public Hall Society to retain the credit balance of $1, from the substantial donation for new switchboard and building materials, be approved allocated to Temuka Promotions Association towards costs to stage the Temuka Christmas Parade and Market Day, 26 November # September 2016
4 Pleasant Point Christmas Procession Committee Go Geraldine/Geraldine District Development & Promotions Assn Royal NZ Navy Assn South Canterbury InHarmony Choir $1,000 That a $1,000 donation be allocated to Pleasant Point Christmas Procession Committee towards costs to stage the Pleasant Point Christmas Parade, 16 December 2016 allocated to the Go Geraldine/Geraldine District Development & Promotions Association Inc towards costs to stage the Geraldine Christmas Parade, 2 December 2016 $4,653 That a $4,653 donation be allocated to Royal NZ Navy Association South Canterbury towards costs to bring the Navy Players Theatre Tour to the Timaru Theatre Royal, 4 October 2016, with two free children s matinees and one ticketed evening show $1,500 That a $1,500 donation be allocated to InHarmony Choir towards costs to stage Christmas on the Bay, Caroline Bay Soundshell, 17 December 2016, and the organisation be asked to treat Council as a gold sponsor. Volunteering Mid & South Canterbury $500 That a $500 donation be allocated to Volunteering Mid & South Canterbury towards costs to hold a Community Expo, Caroline Bay Hall, 1 March St Andrews Church Geraldine $338 That a $338 donation be allocated to St Andrews Church Geraldine towards costs to stage a Light Party, St Andrews Church Geraldine grounds, 28 October Pleasant Point Gymkhana $400 That a $400 donation be allocated to Pleasant Point Gymkhana towards portaloo hire for the Get to the Point on Saturday 5 November # September 2016
5 Timaru Festival of Roses Trust Hospice South Canterbury Geraldine Arts & Plants Festival Inc Citizens Advice Bureau SC Inc $6,000 That a $6,000 donation be allocated to Timaru Festival of Roses Trust towards costs to stage the Timaru Festival of Roses, combining with the South Canterbury International Festival, 24 to 27 November $10,000 That $10,000 seeding funding be allocated to Hospice South Canterbury towards costs to stage the two new fundraising events Caroline Bay Rock & Hop Wearable Parts Awards and Caroline Bay Rock Your Socks Off, 18 March $3,000 That a $3,000 donation be allocated to Geraldine Arts & Plants Festival Inc towards costs to stage the Geraldine Arts & Plants Festival, 10 to 13 November $3,000 That a $3,000 donation be allocated to Citizens Advice South Canterbury Inc towards operating costs for the 2016/17 year. People First New Zealand Inc $0 That the application from People First New Zealand Inc towards costs to set up People First Timaru be declined. Timaru Senior Citizens Association Rosewill Hall Society Inc Seadown Hall Committee $5,000 That a $5,000 donation be allocated to Timaru Senior Citizens Association Inc towards rent at Community House and Harlequins Club Rooms, Timaru, for the 2016/17 year. $8,000 That an $8,000 donation be allocated to Rosewill Hall Society Inc towards costs to purchase and install a 30,000 litre water tank and pump to the Hall. $3,000 That a $3000 donation be allocated to the Seadown Hall Committee towards costs to paint the hall roof. # September 2016
6 Kingsdown Salisbury Hall Society Te Awa Hall Inc Milford Community Hall $5,231 That a $5,231 donation be allocated to Kingsdown Salisbury Hall Society towards costs to renovate the Hall s kitchen $2,500 That a $2,500 donation be allocated to Te Awa Hall Inc towards costs to lay commercial vinyl in kitchen, dining area and toilet, and purchase paint for Hall and foyer $5,000 That a $5,000 donation be allocated to Milford Community Hall Inc towards costs to purchase electric range, refrigerator and underbench hot water cylinder in kitchen and upgrade toilets at Hall. Temuka & Districts Historical Society allocated to Temuka & Districts Historical Society Inc towards operating costs of the Temuka Museum for the 2016/17 year. Geraldine Historical Society SC Aviation Heritage Centre Inc Alzheimer s Society SC Inc allocated to Geraldine Historical Society towards operating costs of the Geraldine Museum for the 2016/17 year. allocated to South Canterbury Aviation Heritage Centre Inc towards operating costs of the Aviation Heritage Centre for the 2016/17 year. $10,000 That a $10,000 Substantial donation be allocated to Alzheimers Society South Canterbury Inc towards costs to complete the interior of the sun room/quiet room and for nonslip outdoor matting for the main entranceway at the Community Centre, Timaru Botanical Gardens. # September 2016
7 Craighead Diocesan School Board of Proprietors Timaru Christmas Parade Charitable Trust Donations and Loans Policy Alteration $10,000 $500,000 That a $10,000 substantial donation be allocated to Craighead Diocesan School Board of Proprietors, towards costs to build a new Gymnasium Complex, in recognition of the public use component of the facility. That a $500,000 Sport and Recreation Loan with a 5 year term, be offered to Craighead Diocesan School Board of Proprietors towards costs to build a new Gymnasium Complex for the school and community use; subject to suitable security being put in place in regard to the loan. That in line with the Donations and Loans policy, the late application from the Timaru Christmas Parade Charitable Trust, not be accepted for consideration. That the policy be amended to allow donations for Christmas parades to be made for more than 3 years consecutively. The meeting concluded at 10.45am. Chairperson Chief Executive # September 2016
