At the Chairman s invitation, Mr Duncan PESCOD reported on the progress made by the West Kowloon Cultural District (WKCDA/the ) on various fronts: (a) (b) (c) (d) (e) Construction Activities: the design and construction activities had continued to move forward at a steady pace; The Park: tendering for the Park construction had closed and the contract was expected to be awarded by end of June While the majority of the existing waterfront promenade would be closed in phases from mid-2016, the Nursery Park, together with the northern part of the water promenade and an extension to the existing Pet Zone, would remain open; Street Performance: Following the trial launch of the Street Performance Guideline in August 2015, a total of 321 permits had been issued. A series of surveys had also been conducted and feedback was generally positive; WKCD (Public Open Spaces) Bylaw: The Bylaw was being considered by LegCo and it was hoped that the enactment could take place before the end of the legislative session; Producers Network Meeting and Forum: this was the second of the series and would be held in early May There would be sessions where participants could share their concepts for future creative projects and explore Page 3

4 partnership/collaboration opportunities; (f) (g) (h) (i) (j) M+ Sigg Collection Exhibition: Four Decades of Chinese Contemporary Art: The exhibition attracted a total of over visitors with extensive and positive coverage in both local and international media. The mobile exhibition app was very well received by visitors. The universal access provisions for the visually impaired were also tried out in the exhibition; M+ Pavilion: The pavilion would open in the summer of 2016 to provide a fixed base for M+ exhibitions and events before the opening of the M+ Building; M Plus Museum Limited: the company had been incorporated on 14 April 2016; M+ Rover: the first major school outreach programme organised by M+ whereby a tailor-made trailer with pop-up space for exhibitions and workshops would tour to schools and communities in Hong Kong from March to July 2016; and Freespace Happening series: the series drew to a spectacular close on 27 March 2016 with a pet-themed event. From August 2015 to March 2016, a total of 12 sessions were held with over people attended. Another Freespace Happening series would be back again in September The Chairman shared with Members that she had attended Freespace Happening twice, one on a sunny day and the other a rainy day. She found that people could have different forms of enjoyment in this quality space no matter what the weather was. She encouraged Management to build up passion and love for the WKCD among people of Hong Kong before the venues were ready. She also suggested Management publicise the opening of the M+ Pavilion, the first permanent WKCD venue, to build up public expectation. 4. Dr KAN Tai-keung commented that M+ Rover was a very meaningful project. He asked how the participating schools were selected and suggested expanding the project. Mr Doryun CHONG responded that Page 4

5 M+ had reached out to almost all private/public schools and received overwhelming responses. The selection was basically on a firstcome-first-served basis, but other factors such as school schedule and physical space would also be considered. 5. The Chairman opined that since M+ Rover was a widely welcomed outreach programme, WKCDA should suitably enhance the resources to meet the demand. Mr Duncan PESCOD said that this was a learning process for WKCDA and the project would be reviewed to ensure the best response to the demand. West Kowloon Cultural District June 2016 Page 5
