Closing Date: 12.00pm,Monday 21 December Enquiries: Shafiq Khurrum (Aurecon Group), Tel: (08) , cw.pds@aurecongroup.com CASG/LSD/ LAND 400 PH 3 MOUNTED CLOSE COMBAT CAPABILITY 22 FEB RFI0963/15 - Request for Information - Capability, Acquisition and Sustainment Group The Department of Defence invites suitably qualified contractors to provide a response to this Request for Information (RFI) in relation to LAND 400 Phase 3 Mounted Close Combat Capability. The purpose of this RFI is to ascertain the price and availability of solutions that satisfy the Australian Army s future requirements for the Infantry Fighting Vehicle (IFV) and Manoeuvre Support Vehicle (MSV). Respondents may respond exclusively on the IFV or the MSV, or a combined response detailing both. Defence recognises that the Mounted Close Combat Capability is being sought in a dynamic marketplace, and needs to engage with industry to update cost, technology and lifecycle data. This RFI builds on the previous market solicitation in 2010, and seeks to update insight into potential solutions that could meet the LAND 400 Phase 3 capability requirements. This information will be used to inform the First Pass Business Case for consideration by Government. In this RFI document suite, the IFV and MSV operational and associated technical requirements are in the Operational Concept Document (OCD) and the Function and Performance Specifications (FPS). A Key Requirements Matrix (KRM), which is a sub-set of the FPS, is also provided. Indicative vehicle numbers for each IFV role, including their annual usage summary, are provided as an appendix to this RFI. Indicative vehicle numbers are also provided for the MSV. LAND 400 Phase 3 will procure mature technologies with a robust technological growth and design path. Defence is seeking solutions to meet the LAND 400 Phase 3 technical, functional and performance requirements detailed in the annex and respondents should have regard for the Defence s intent to minimise developmental risk. Defence acknowledges that the key requirements could be met by a variety of Armoured Fighting Vehicle (AFV) solutions. Ideally, Defence seeks a tracked and turreted IFV, with high levels of protection and mobility commensurate with the M1A1 Main Battle Tank (MBT), and capable of lifting a standard infantry battalion eight man section. In order to better understand the cost versus capability trade-offs and through-life ownership costs, Defence would also like information on solutions based upon tracked Armoured Personnel Carriers (APC) and wheeled AFV in the IFV role. Industry is requested to provide the following information for each of your proposed solutions for the IFV and/or the MSV: a. a description of your solutions, b.broad details of the extent to which your proposed solutions do not meet Defence s requirements, and c. key costs for the acquisition and sustainment of your solutions.
