6 NOTICES PUBLISHED A Change of Non-Conforming Use application has been submitted requesting permission to occupy 180 Hamilton Avenue for the packaging of savory. The proposed use would occupy an area of 182 m 2 and will replace the previous use (Professional Apparel). The business will have one (1) employee and will operate for approximate 4-12 hours per week, between 9 a.m. 5 p.m., Monday-Friday. An Extension of a Non-conforming Use application has been submitted to build an extension on a Single Family Dwelling located at 287 Southern Shore Highway. The current dwelling has a total floor area of m2 with a proposed renovation and extension of 17.9 m2 (14.4% extension). 28 Police & Traffic Standing Committee Report March 2, 2017 Page 2 The matter of busses parking in the Village was also discussed with agreement that additional signage for bus parking may be required. It was suggested that the Economic Development Division be asked to provide statistics on bussed tourists to the Village in the last year in an effort to determine whether the City should take more action controlling the volume of busses frequenting and parking in the area and/or developing a dedicated dropoff location. Decision Note dated February 9, 2017 re: Request for Residential Permit Parking on Beaumont Street A request was submitted by the resident of Civic 40 Beaumont Street. Currently on the South side of Beaumont, there is a Residential Permit Parking in place, but the North side has no restriction from Campbell Avenue to Bennett Avenue. The Committee discussed to determine if residential permit parking is warranted. Recommendation Moved - Councillor Puddister: Seconded Deputy Mayor Ellsworth That a request for residential permit parking on Beaumont Street be denied as there has only being one inquiry and there is ample parking on the North side of Beaumont Street. CARRIED UNANIMOUSLY Decision Note dated February 9, 2017 re: Request to extend time limit on parking restriction on Halliday Place. A request was submitted from a resident of Halliday Place who has issue with students from Memorial University parking in front of his property. Discussion took place in an effort to determine if the parking restriction currently in place needs to be extended. Recommendation Moved Councillor Puddister ; Seconded Councillor Breen That the existing parking restriction on Halliday Place (9:00 am 5:00 pm) remain in effect given the limited number of complaints from residents. 29 Police & Traffic Standing Committee Report March 2, 2017 Page 3 In a report tabled to the Police and Traffic Committee on January 19, 2015, the Traffic division outlined a proposal to reduce the speed limits in and around elementary schools. At the time, 20 elementary schools were identified. Since then, 7 of those schools received digital feedback signs with Waterford Valley High being added to the list at a later time. The entire list was reviewed with the Committee concurring with the action to date. It was noted that these signs which will cost over $30,000 per installation (based on estimates of 2 years ago) are intended to be permanent structures. Recommendation Moved Deputy Mayor Ellsworth; Seconded Councillor Galgay That staff provide Council with an estimate (including budget provisions) and a recommendation to install driver feedback signs for all schools housing Kindergarten to Grade Six children. 55 Statement of Significance Water Street Formal Recognition Type City of St. John's Heritage Building, Structure, Land or Area Description of Historic Place Water Street is a three and a half storey brick Commercial Vernacular style building located at the corner Water Street and Baird's Cove, St. John's, NL. This structure is part of the municipally designated block of buildings Water Street and it is also located in the Water Street Federal Historic District. The designation is confined to the footprint of the building. Heritage Value Water Street has been designated a Municipal Heritage Building for its aesthetic and historical values. The Newfoundland and Labrador Credit Union is aesthetically valuable as an example of a turn of the 20th century mercantile/residential building in downtown St. John s. The first storey of this building was traditionally used for mercantile premises or office space. Unlike the other buildings in this block, the additional storeys of this building were used as a prominent social club and only recently as office space. This prominence is reflected in the use of decorative brick on the second and third storeys of this structure. The use of the building as a commercial building is evident through the traditional store front that features large glass windows and a recessed doorway. Furthermore, the brick construction of this building is typical for downtown St. John s buildings built after the fire of This building, like all the others in this block, also feature some elements of classical revival such as pediments, pilasters, and arched windows and doorway.

56 Water Street is historically valuable because of its association as a private club. The second and third floors of this building were the home of the City Club, a social club for the well-to-do merchants and financial men of the city, instituted in To gain membership to this club one had to past the blackball test. If a member placed one blackball (a bean) in a pot during the selection process it was enough cause for rejection to the club.
